Act 46 of 2015 -- INTENT

To move the State toward sustainable models of education GOVERNANCE

Act 46 of 2015 - GOALS To encourage and support local decisions and actions that: • provide substantial equity in the quality and variety of educational opportunities • lead students to meet or exceed State EQS • maximize operational efficiencies through greater flexibility to manage, share, and transfer resources • goal of increasing district-level student-to-staff ratios • promote transparency and accountability • delivered at a cost that parents, voters, & taxpayers value

Board member must reside in town to which seat is apportioned The nominating petition can be signed only by the voters of the town to which the seat is apportioned; the lesser of 30 voters or 1% of town voters must sign petition Only the voters in the town can vote on the list of candidates for that town’s apportioned seat(s) Articles of Agreement can assign a different weight to each board member’s vote

Board members can reside anywhere in the union district The nominating petition can be signed by any voter in the union district; at least 60 voters must sign petition All voters in the district vote on a single list of candidates for the entire union district Cannot assign a different weight to any board member’s vote

Articles of Agreement apportion a specified number of board seats to each town within the union district Articles of Agreement base number of seats apportioned to each town on any agreed-upon method Not required at the town level Although board seats are apportioned to each town, proportionality is achieved by voting at the (multi-town) district level Board member must reside in town to which seat is apportioned The default is the same as the Proportional by Town Model (Mt Anthony Court approved Hybrid Model presented to it w/those terms); Articles may be able to require At-Large Model process instead All voters in the district vote on the list of candidates for each town’s apportioned seat(s)
