DATE : OCTOBER 10, 2016 ================================================================ In accordance with pertinent provisions of Republic Act No. 7722, otherwise known as the “Higher Education Act of 1994”, this Office hereby endorses the abovementioned activity for the support and participation of all concerned. Attached are communication from DIR. MYLAH FAYE AURORA B. CARIÑO, CESO IV, Regional Director of the National Economic Development Authority (NEDA) Caraga Region, and pertinent promotion information materials, for details and reference. Relative to this, each HEI is requested to send a team of four (4) students and one (1) adviser to participate in this Olympics. Three (3) contestants are slated for each category: 1. Pitch a Brilliant Idea Contest 2. Slogan Making Contest 3. Quiz Bowl (revolving around the Regional Development Council (RDC), AmBisyon Natin 2040, Sustainable Development Goals, etc.). CASQUEJO, Regional Director Commission on Higher Education Caraga Region Dear Director Casquejo: AmBisyon Natin 2040 or the National Long Term Vision embodies what the Filipinos envision the Philippines to become by 2040. The he National Economic and Development Authority ority Central Office (NEDA CO) spearheaded the crafting of this national vision. Focus group discussions ns in various areas of the country were undertaken and a national survey was commissioned in 2015 involving the youth, fisherfolks, farmers, urban poor, disaster survivors, indigenous peoples, persons with disabilities, families of overseas workers, formal workers, local migrants and government workers for this visioning exercise. All respondents are aged between 15 and 50 years old. Technical studies were likewise developed to determine the feasibility of the vision. “AmBisyon Natin 2040” will guide the crafting of the Philippine Development Plan 2017-2022 and its successor plans. The he vision will be translated into specific goals and milestones covering four planning cycles.. To engender support for the vision, vision we launched AmBisyon Natin 2040 40 on September 22, 2016 through a Knowledge Olympics 1.0 involving students from Grades 7 to 11 both from public and private schools.On On October 27, we are undertaking the Knowledge Olympics 2.0 which will involve college students from public and private higher education institutions in (HEI). Relative to this, we would like to request your assistance in inviting and prioritizing participantsfrom the academe. academe We would like HEIs to send a team offour four (4) students and one (1) adviser to participate in this olympics. Three (3) contests are slated to be conducted, namely: 1. Pitch a Brilliant Idea Contest 2. Slogan Making Contest 3. Quiz Bowl (revolving around the Regional Development Council (RDC), AmBisyon Natin 2040, Sustainable Development Goals, etc.)

AmBisyon Natin 2040 Knowledge Olympics 2.0 Pitch a Brilliant Idea Contest Ambisyon Natin 2040 is a long-term visioning project initiated by the National Economic and Development Authority (NEDA). The vision crafted from the project was intended to provide a basis for unity among Filipinos. This long-term view aims to serve as a guide in development planning and to ensure the continuity of policies, projects, and programs, across administrations. I. Who may participate 1. The AmBisyon Natin 2040 Knowledge Olympics 2.0 Pitch a Brilliant Idea Contest is open to all bona fide college students from both private and public schools. 2. Each team shall be composed of two students. II. Theme 1. The AmBisyon Natin 2040 Knowledge Olympics 2.0 Pitch a Brilliant Idea Contest shall focus on the promotion of the Long Term Vision (LTV) survey results. 2. Reading materials are available at NEDA website: 2040.neda.gov.ph/ and videos are available at NEDA YouTube channel: www.youtube.com/user/NEDAPhils. III. Registration of Participants 1. Participants shall register not later than October 20, 2016, 5:00 pm using the prescribed registration form through e-mail at [email protected] or fax at (085) 815-0308. 2. To encourage greater participation from various colleges/universities, only one team per school is allowed. Registration is on a first come, first served basis. Hence, the first team which submits the duly filled-out registration form and endorsed by the College Dean or School Director/President to the Secretariat (through email or any other means) shall be considered as the school’s official representative. IV. General Mechanics 1. The AmBisyonNatin 2040 Knowledge Olympics 2.0 Pitch a Brilliant Idea Contest shall start at 10:00 AM on October 27, 2016 at NEDA-Caraga Conference Hall, Butuan City.

2. The contest administrator shall make a roll call and team members are expected to stay in the pre-assigned seats/tables. 3. After the roll call, a template shall be provided to each team where they will write their slogan. 4. Before the contest will begin, the contest administrator shall orient the teams on the mechanics of the contest. Then, the competition shall commence. Teams have 30 minutes to finish the slogan. They will be prompted 10 minutes before the end of the competition to wrap up their outputs. 5. During the event, only the participants may raise clarifications and/or questions to the contest administrator. The contest administrator may refer the queries to the board of jurors, if he/she deems it necessary. 6. Winners will be announced during the awarding ceremony. V. Bases for judging The following are the bases for judging: a. Interpretation and Relevance to the theme – 30% b. Originality, Uniqueness, and Creativity – 40% c. Practicability and appropriateness of the action plan – 30% VI. Judging of entries 1. The Board of Jurors, composed of three members, will convene as a group to judge the entries and determine the winner. 2. The winner shall be judged based on the criteria for this competition. The first, second and third place winners shall be determined based on the average scores computed by the judges. The decision of the Board of Jurors is final and irrevocable. VII.

Prizes The team who shall be declared first prize shall receive PhP3,000; PhP2,000 for the second prize; and PhP1,000 for the third prize.

VIII. Awarding Awarding of winners shall be done during the culmination program of the AmBisyon Natin 2040 Knowledge Olympics 2.0 on October 27, 2016 at NEDA Caraga Conference Hall, JP Rosales Avenue, Butuan City.

III.

Registration of Participants Participants shall register not later than October 20, 2016, 5:00 pm using the prescribed registration form through e-mail at [email protected] or fax at (085) 815-0308.

IV.

General Mechanics 1. The AmBisyon Natin 2040 Knowledge Olympics 2.0 Quiz Bowl shall start at 1:00 PM on October 27, 2016 at NEDA-Caraga Conference Hall, Butuan City. 2. Personal belongings of the teams shall be kept away in order not to disturb other teams. 3. A roll call shall be made by the Quiz Master. 4. Answer sheets shall be provided to all teams right after the roll call.

V.

Game Mechanics 1. There shall be two phases – elimination phase and the final phase. 2. The elimination phase shall consist of 15 questions. 3. The final phase shall consist of three rounds – round 1 (easy), round 2 (average), and round 3 (difficult) – with each round consisting of 15 questions. a. Round 1: each question shall be worth 1 point; with a time limit of 10 seconds b. Round 2: each question shall be worth 2 points; with a time limit of 15 seconds c. Round 3: each question shall be worth 3 points; with a time limit of 20 seconds 4. In case of a tie, the tie will be broken by a sudden death question and the participant that correctly answers first shall be considered the winner. 5. Wrong spelling will render the answer wrong. 6. Any participant caught in any act of cheating or any form of dishonesty shall automatically be disqualified. 7. Winners shall be announced and awarded immediately after the competition. 8. During the event, only the participants may clarifications to the Chairman of the Board of Jurors before the next question is read. Jurors’ decisions are final and not appealable.

VI.

Elimination Phase Mechanics 1. Answer sheets shall be provided to each team. Answers should be written on the answer sheets provided. No erasures shall be allowed. Erasures shall render the answer invalid. 2. The answer sheet shall consist of 15 numbers corresponding to the 15 questions. Each number has two circles corresponding to Yes and No. The team shall shade any of the circles that correspond to their chosen answer. 3. Each question shall be read only once by the Quiz Master. While the Quiz Master is reading a question, the team shall shade the circle that corresponds to their chosen answer. The teams shall have 10 seconds to answer each question. 4. After this phase, 15 teams with the highest scores shall qualify for the final phase.

5. All scores from this phase shall be disregarded and shall not be included in the next round. VII.

Final Round Mechanics 1. Round 1 a. Fifteen answer boards shall be provided to each team. Answers should be written on the answer boards provided. No erasures shall be allowed. Erasures shall render the answer invalid. b. The team shall hold the marking pen in a raised position before each question is read. c. Each question shall be read twice by the Quiz Master. After the second reading, the Quiz Master shall say "go." Only then shall the team captains be allowed to write the answer. Automatically, the 10-second time limit starts with the word "go" by the Quiz Master. d. After the time limit and the buzzer sounds, the team must stop writing and raise their answer boards. The Quiz Master shall then evaluate the answers. Scores shall then be tabulated. e. After round 1, the 10 teams with the highest scores shall proceed to round 2. If in case there are two or more teams which tied as the 10th qualifier, the tie will be broken using sudden death elimination. f. All scores from round 1 shall be considered in the next round. 2. Round 2 a. Fifteen answer boards shall be provided to each team. Answers should be written on the answer boards provided. No erasures shall be allowed. Erasures shall render the answer invalid. b. Automatically, 20-second time limit will begin with the word "go" by the Quiz Master. d. After the time limit and the buzzer sounds, the team must stop writing and raise their answer boards. The Quiz Master shall then evaluate the answers. Scores then shall be tabulated. e. After this round, the three teams with the highest scores shall be declared First Prize, Second Prize, and Third Prize. f. In case of a tie, sudden death elimination will apply. VIII.

Board of Jurors 1. There shall be a Board of Jurors composed of three members. 2. The task of the Board of Jurors is to respond to questions that may be raised during the course of the Quiz Bowl. 3. The Jurors’ decisions are final and not appealable.

IX.

Prizes The team who shall be declared first prize shall receive PhP3,000; PhP2,000 for the second prize; and PhP1,000 for the third prize.

X.

Judging of Entries 1. The board of jurors will convene as a group to judge the entries and determine the winner. 2. The winner shall be judged based on the criteria for this competition. The first, second and third place winners will be awarded based on the average scores computed by the jurors.

VII.

Board of Jurors 1. There shall be a Board of Jurors composed of three members. 2. The task of the Board of Jurors is to provide clarifications to questions that may arise during the conduct of the Slogan-Making Contest. 3. The Jurors’ decisions are final and not appealable.

VIII.

Prizes The team who shall be declared first prize shall receive PhP3,000; PhP2,000 for the second prize; and PhP1,000 for the third prize.

IX.
