ANC 2​ B​  Fact Sheet: Paid Family/Medical Leave  Universal Paid Leave Act: ​ Offers 12 weeks of paid leave with up to 90% wage replacement for  low income workers to 1.) care for a newborn, newly adopted, or new foster child, 2.) care for a  loved one experiencing sustained injury or illness 3.) care for oneself in a period of sustained  illness or injury, funded by a 1% tax on employers based on total wages/salaries paid    Business Owner Testimonies:  “As a small business owner it is important to me to support my team as much as possible. DC  Paid Leave would provide my staff with coverage and support I am not able to offer as a small  business. Costing only about $3 a day, there is little to no burden on my business, a small  sacrifice I’m more than happy to make. I hope to have a family one day and this kind of support  would allow me the support I need to grow my family and my business at the same time.  I want  to thank the local commission for their support and urge the council to vote in favor of DC Paid  Family leave now. Thank you.” ­Sara, Grassroots Gourmet (104 Rhode Island Ave NW,  Washington, DC 20001)    “As a business owner, I'm an employee too working side by side daily with my employees. Most  of my employees in a coffee shop are young women in their 20's and we exclusively promote  from within. Our 2 salaried store managers have worked their way up from cashiers and are both  interested in having kids in the future. As a super small business­ we don't have the financial  ability to have paid family leave that we offer and it would help us by being part of an exchange  to offer paid leave similar to unemployment insurance. Our biggest business cost is employee  turnover and by offering paid leave­ this would be a benefit to us because it would help with  employee retention. I would also benefit because I have a 2.5 week old daughter and I wasn't  able to afford to take any paid leave myself. Realistically in the food service industry, 1% of  payroll would equal about one quarter of one percent of revenue annually and would not be a  significant cost. This is much less significant than the annual payroll increases for our staff of  7­10% due to the minimum wage laws.” ­Roger Horowitz, Pleasant Pops (​ 731 15th Street NW,  Washington, DC 20005, 1781 Florida Avenue NW, Washington, DC 20009)    Data From California and New Jersey:  California: 6 weeks of paid time off from work ​  in the case of the birth of a child, a sick relative,  or adoption with up to 55% wage replacement rate, funded by employee tax o  ● 81.9% of employees found that paid family leave (PFL) presented a positive effect on  their ability to care for their child, 58% reported that PFL had a positive effect on their  ability to arrange child care  ● Most employers reported either a positive effect or no noticeable effect on productivity  (89%), profitability/performance (91%), turnover (96%), employee morale (99%)
