दिल्ली पब्ललक लाइब्रेरी (वार्षिक ररपोर्ि 2015-2016) दिल्ली पब्ललक लाइब्रेरी की स्थापना 1951 में यन ू ेस्को के वित्तीय और तकनीकी सहयोग से तत्कालीन शिक्षा
मंत्रालय, भारत सरकार द्िारा सािवजननक पुस्तकालय पररयोजना के रूप में की गई। ितवमान में दिल्ली पब्ललक लाइब्रेरी संस्कृनत मंत्रालय, भारत सरकार के प्रिासननक ननयंत्रण में कायव कर रही है ।
पुरानी दिल्ली में छोटे से पुस्तकालय के रूप में स्थावपत इस लाइब्रेरी के अंतगवत राजधानी दिल्ली में एक
केंद्रीय पुस्तकालय, एक क्षेत्रीय पुस्तकालय, 3 िाखाएं, 20 उपिाखाएं, 01 समि ु ाय पुस्तकालय, 08 पुनिावस कालोनी पस् ु तकालय, एक ब्रेल पस् ु तकालय, 62 चल पस् ु तकालय सेिा केंद्र तथा 25 ननक्षेप केंद्र हैं ब्जसके कारण दिल्ली पब्ललक
लाइब्रेरी िे ि में एक प्रमुख पब्ललक लाइब्रेरी शसस्टम के रूप में विकशसत हो गई है तथा संपूणव महानगर को सेिा प्रिान कर रही है । दि.प.ला. बिना ककसी शलंग, धमव, जानत ि िगव भेिभाि के ियस्क एिं िाल पाठकों को समान रूप
से नन:िुल्क सेिा प्रिान करने के अनतररक्त पाठकों की मनोरं जनात्मक आिश्यकताओं को पूरा करने तथा उनकी छुपी हुई प्रनतभा को उभारने के शलए समाज शिक्षा के रूप में एक मंच प्रिान करती है । दिल्ली पब्ललक लाइब्रेरी ज्ञान - प्रसार तथा सांस्कृनतक केंद्र के रूप में अपनी सेिाओं का विस्तार कर रही है । यह अनुभि ककया जा रहा है कक पुस्तकालय केिल पुस्तक पररचालन केंद्र के रूप में ही स्थावपत न होकर िब्ल्क जीिंत संस्था के रूप में विकशसत हो जो पाठकों में िौद्धधक चेष्टा एिं सामाब्जक सौहािव उत्पन्न करें ।
िर्व 2015-16 के िौरान दि.प.ला. के कायव- कलापों का संक्षक्षप्त सार ननम्न अनुच्छे िों में दिया गया है -

शासी निकाय : दिल्ली पब्ललक लाइब्रेरी, दिल्ली लाइब्रेरी िोर्व, द्िारा िाशसत है । िोर्व में 16 सिस्य हैं ब्जसका अध्यक्ष
संस्कृनत मंत्री, भारत सरकार द्िारा मनोनीत ककया जाता है । महाननिे िक, दिल्ली पब्ललक लाइब्रेरी, िोर्व का पिे न सिस्य - सधचि है ।

2.1 काशमिक– पस् ु तकालय में कुल स्िीकृत पि 449 हैं ब्जनमें 329 पि व्यािसानयक तथा 120 पि अव्यािसानयक हैं तथा इनमें से 250 पि काफी समय से ररक्त हैं । ररक्त पिों को भरने के शलए प्रयास ककए जा रहे हैं । स्टाफ की कमी को िे खते हुए दिन-प्रनतदिन के विशभन्न कायों को आउटसोसव द्िारा कराया जाता है । 2.2 र्वत्त- भारत सरकार दिल्ली पब्ललक लाइब्रेरी को पण ू व रूप से वित्तीय सहायता प्रिान करती है । दि.प.ला. को

(3) तकिीकी सेवाएँ : 3.1 पुस्तकें – पुस्तक सलाहकार सशमनत के चयन के आधार पर पुस्तक क्रय प्रकक्रया विभाग द्िारा संपूणव पुस्तकालय पद्धनत के शलए अंग्रेजी, दहंिी, उिव ू ि पंजािी भार्ा की पुस्तकें क्रय की जाती हैं। िर्व के िौरान 37,104 पुस्तकें क्रय की गईं एिं संग्रह में जोडी गईं । िर्व के अंत तक पस् ु तकालय का कुल पस् ु तक संग्रह 17,17,727 था । 3.2 पत्रत्रकाएं -
िाचनालय में पाठकों के शलए सभी प्रमख ु पबत्रकाएाँ ि समाचार पत्र क्रय ककए जाते हैं। ितवमान में

3.3 ब्जल्िबंिी- प्रत्येक िर्व ब्जल्िसाजों से ननवििा प्राप्त कर पुस्तकों की व्यािहाररक रूप से ब्जल्ििंिी कराई जाती है । पस् ु तकालय द्िारा ररपोटव िर्व के िौरान 826 परु ाने समाचार-पत्रों की ब्जल्ििंिी कराई गई।
3.4.धगफ्र् एंड एक्सचें ज डडवीजि – धगफ्ट एंर् एक्सचें ज डर्विजन विशभन्न स्त्रोतों से प्राप्त पस् ु तकों को पस् ु तकालय की आिश्यकतानुसार चयन करता है । इसके अनतररक्त यह विभाग की पुस्तकों की स्टाक टे ककं ग का कायव भी करता है ।

(4) पाठक सेवाएं :
पुस्तकालय की संकल्पना का एक मात्र आधार था- पुस्तकालय की पूणत व या ननैःिुल्क सिस्यता । (सिस्यता के शलए िापसी योग्य िुल्क केिल उसी ब्स्थनत में िसल ू ककया जाना चादहए जि कोई उपयक् ु त गारं टी न शमल सके।) उक्त ितव को पूरा करने िाला कोई भी व्यब्क्त केिल 20/- रूपए मूल्य का ननधावररत सिस्यता प्रपत्र भरकर पस् ु तकालय की
सिस्यता प्राप्त कर सकता है । पुस्तकालय की सिस्यता, जो िो िर्व की अिधध तक मान्य रहती है , का आगे पुनैः निीनीकरण करिाया जा सकता है । सिस्यता प्रपत्र ककसी भी राजपबत्रत अधधकारी/ चुने हुए जन प्रनतननधध /एम.िी.िी.एस.र्ाक्टर/अधधिक्ता/िैंक प्रिंधक/चाटे र् अकाउं टें ट आदि से सत्यावपत करिाना होता है या प्रनतभनू त के रूप
में 50/- रू. जमा करने होंगे, जो िापसी योग्य है । पस् ु तकालय सेिा केंद्र की क्षमता के अनस ु ार सिस्यों को 1/2/3 सिस्यता दटकट प्रिान ककए जाते हैं, ब्जस पर 14 दिन के शलए पुस्तकें पररचाशलत की जाती हैं, पुस्तकों का निीनीकरण भी करिाया जा सकता है ।

पस् ु तकालय सेवाओं के र्वषय में लयौरे वार ररपोर्ि
5.1 वयस्क पररचालि र्वभाग- िर्व 1951 में एस.पी.मुखजी मागव पर ब्स्थत केंद्रीय पुस्तकालय में पाठकों के शलए पहला
पुस्तकालय आरं भ ककया गया। यह पुस्तकालय वपछले 65 िर्ों से पाठकों को (सुिह से िाम तक) उत्कृष्ट सेिा प्रिान कर रहा है । ररपोटव िर्व के िौरान इस पस् ु तकालय ने अपने 30,917 पंजीकृत पाठकों को 79,109 पस् ु तकें पररचाशलत की।
5.2 संिभि अिुभाग – केंद्रीय पस् ु तकालय के संिभव अनुभाग का प्रयोग सिस्यों तथा गैर सिस्यों द्िारा ककया जाता है ।
संिभव अनुभाग में िोधकतावओं, लेखकों, विद्याधथवयों, और सामान्य पाठकों द्िारा संिभव ग्रंथों, विश्िकोिों, िलिकोिों, तथा राजपत्रों आदि का अध्ययन ककया जाता है । इस अनुभाग में पाठकों के प्रश्नों के उत्तर िरू भार् पर, व्यब्क्तगत रूप
से, तथा पत्र द्िारा दिए जाते हैं।यह अनुभाग पाठकों को फोटो प्रनत सेिा भी उपललध कराता है । िर्व के िौरान संिभव अनभ ु ाग में 36,870 पस् ु तकें पढी गई।
5.3 बाल अिभ ु ाग - यह विभाग केिल 15 िर्व से कम आयु के पाठकों के शलए ही खोला गया है । ररपोटव िर्व में िाल विभाग की सिस्य संख्या 4,382 हो गई। इस विभाग द्िारा पंजीकृत सिस्यों को 12,551 पुस्तकें पररचाशलत की गई।
(6) क्षेत्रीय/शाखा पुस्तकालय :
6.1 क्षेत्रीय पुस्तकालय – 1985 में सरोजनी नगर में प्रारं भ ककया गया पहला क्षेत्रीय पुस्तकालय िक्षक्षणी दिल्ली के
पाठकों में काफी लोकवप्रय है । ररपोटव िर्व में इस पस् ु तकालय के 18,829 पंजीकृत सिस्यों को 64,710 पस् ु तकें पररचाशलत की गईं।
6.2 शाखाएं – पुस्तकालय की तीनों िाखाओं - पटे ल नगर, करोल िाग़ तथा िाहिरा की कुल सिस्य संख्या 27,644 है । िर्व के िौरान इन िाखाओं ने अपने पंजीकृत सिस्यों को 1,53,883 पुस्तकें पररचाशलत की।
संिभि अिुभाग- क्षेत्रीय पुस्तकालय िक्षक्षण एिं तीनों िाखाओं का संिभव अनुभाग दिन - प्रनतदिन लोकवप्रय हो रहा है । संिभव पुस्तक सामग्री िोधकतावओं, विद्याधथवयों और सामान्य पाठकों के शलए उपललध है ।
6.3 उपशाखाएं - ररपोटव िर्व के िौरान पुस्तकालय की 20 उपिाखाओं की कुल सिस्यता 44,119 थी। इन उपिाखाओं द्िारा अपने पंजीकृत सिस्यों को 3,08,234 पस् ु तकें पररचाशलत की गईं।
6.4 समि ु ाय पस् ु तकालय - पस् ु तकालय द्िारा नई दिल्ली नगर पाशलका के लोधी रोड में एक समि ु ाय पस् ु तकालय संचाशलत हैं। ररपोटव िर्व के िौरान इस समुिाय पुस्तकालय ने अपने 693 पंजीकृत सिस्यों को 6,669 पुस्तकें पररचाशलत की।
6.5 पुिवािस कालोिी पुस्तकालय – ितवमान में समाज के कमजोर िगों के शलए ननशमवत विशभन्न पुनिावस कालोननयों में 08 पुस्तकालय संचाशलत हैं। इन पस् ु तकें पररचाशलत की गई।

(7) र्वस्तार सेवाएं :
7.1 निक्षेप केंद्रः विस्तार सेिा विभाग के पास विशभन्न सशमनतयों द्िारा उनकी अपनी- अपनी कालोननयों में पस् ु तकालय संचाशलत करने की नई योजना है । दिल्ली पब्ललक लाइब्रेरी की िे खरे ख में यह विभाग ननक्षेप केंद्र चलाने के इच्छुक व्यब्क्तयों को पुस्तकें प्रिान करता है तथा उन्हें प्रारं शभक प्रशिक्षण भी िे ता है । इस योजना को निक्षेप केंद्र के रूप में जाना
जाता है । इस समय दिल्ली पब्ललक लाइब्रेरी राष्रीय राजधानी क्षेत्र दिल्ली के विविध क्षेत्रों में 25 ननक्षेप केंद्रों का संचालन कर रही है । िर्व 2015-16 में इन ननक्षेप केंद्रों ने अपने 2,128 पंजीकृत सिस्यों को 5,406 पुस्तकें पररचाशलत की ।
7.2 चल पस् ु तकालय – दिल्ली पब्ललक लाइब्रेरी ने पााँच नए सी.एन.जी. चेशसस क्रय कर तथा उस पर पस् ु तकालय िाहन
ननमावण कराने के पश्चात फरिरी, 2005 से चल पुस्तकालय सेिा पुन: आरं भ की । दिनांक 31.03.2016 तक दि.प.ला.
द्िारा राष्रीय राजधानी क्षेत्र दिल्ली के 62 क्षेत्रों में चल पुस्तकालय सेिा प्रिान की जा रही है । इस अिधध में 2,693 पंजीकृत सिस्यों को 11,518 पुस्तकें पररचाशलत की गई । इसके अनतररक्त दिल्ली पब्ललक लाइब्रेरी दृब्ष्टहीन पाठकों के
शलए चल पुस्तकालय सेिा भी प्रिान कर रही है । ितवमान में ब्रेल विभाग द्िारा पाठकों को 20 ब्रेल चल पुस्तकालय सेिा केंद्रों पर पस् ु तकालय सेिा प्रिान की जा रही है ।
(8) र्वशेष सेवाएं :
8.1 समाज शशक्षा सेवाएं – यह विभाग व्यब्क्त की आंतररक प्रनतभा / अशभरूधच के विकास के शलए केंद्रीय पुस्तकालय के
ियस्क सिस्यों के शलए सामदू हक कक्रया कलापों का आयोजन करता है । इस समय विभाग द्िारा विशभन्न समूहों जैसेनाटक, संगीत, सादहब्त्यक अध्ययन, प्राकृनतक धचककत्सा और होशमयोपैथी अध्ययन आदि का आयोजन ककया जा रहा है । यह विभाग पाठकों के लाभ के शलए पुस्तक प्रििवनी, कफल्म प्रििवन, िरू ििवन कायवक्रम, भार्ण आदि का भी आयोजन
करता है । इन कायवकलापों में भाग लेने के शलए प्रथम ितव यह है कक प्रनतभागी दिल्ली पब्ललक लाइब्रेरी का पंजीकृत सिस्य हो।

दिल्ली पब्ललक लाइब्रेरी सामूदहक कक्रया कलापों और दृश्य श्रव्य कायवक्रमों के माध्यम से अपने
सिस्यों और सामान्य जनता की सांस्कृनतक अशभरूधचयों के विकास की व्यिस्था करती है । ररपोटव िर्व के िौरान नाटक, सामदू हक िैठकें, भार्ण, प्रििवनी आदि 98 कायवक्रम पस् ु तकालय में आयोब्जत ककए गए। इन कायवक्रमों में 5,465 व्यब्क्तयों की उपब्स्थनत रही।
8.2 प्रनतयोधगताएं एवं पुरस्कार- इस िर्व दिल्ली पब्ललक लाइब्रेरी में िाल, ियस्क एिं दृब्ष्टहीन सिस्यों की सांस्कृनतक अशभरूधच को प्रोत्सादहत करने हे तु िावर्वक प्रनतयोधगताएं आयोब्जत की गई ब्जनमें विजेता प्रनतभाधगयों को पुरस्कार ि प्रमाण पत्र प्रिान ककए गए। 8.3 ग्रामोफोि

संगीत का आनंि लेते हैं। पुस्तकालय ने अपने 374 पंजीकृत सिस्यों को 95 ररकार्व/र्ीिीर्ी पररचाशलत ककए । कुल संग्रह ग्रामोफोन ररकार्व/कैसेट 9,431 र्ीिीर्ी 1,525 है ।

8.4 ब्रेल र्वभाग- ब्रेल विभाग दिल्ली पब्ललक लाइब्रेरी की विशिष्ट सेिाओं में से है – जो दृब्ष्टहीन पाठकों की पठन आिश्यकताओं को पूरा करती है तथा उनमें पठन अशभरूधचयों को जागत ृ करती है । ब्रेल विभाग न केिल पुस्तकें
पररचाशलत करता है अवपतु पस् ु तकों को ब्रेल शलवप में शलप्यंतररत भी करता है । िर्व के अंत में ब्रेल विभाग में दहंिी ि अंग्रेजी पुस्तकों की संख्या 11,422 थीं । ब्रेल विभाग द्िारा 915 दृब्ष्टहीन पाठकों को 25,284 पुस्तकें पररचाशलत की गई ।
8.5 बंदियों को पुस्तकालय सेवा- लाइब्रेरी द्िारा राष्रीय राजधानी दिल्ली के केंद्रीय कारागार, नतहाड के िंदियों को भी पुस्तकालय सेिा प्रिान की जाती है । ररपोटव िर्व के िौरान केन्द्रीय कारागार और इसके पांच ननक्षेप केन्द्रों के 1,593
पंजीकृत सिस्यों को 16,470 पस् ु तकें पररचाशलत की गई । िंदियों को पांच ननक्षेप केंद्रों द्िारा भी पस् ु तकें पररचाशलत की जाती हैं।
8.6 वाचिालय (पत्रत्रकाओं एवं समाचार पत्रों के उपयोग हे तु) - पुस्तकालय, राष्रीय राजधानी क्षेत्र, दिल्ली की जनता की अशभरूधचयों को विकशसत करने के शलए ननरं तर प्रयासरत है । पुस्तकालय के विशभन्न सेिा केंद्रों में िाचनालयों की सुविधा
उपललध है जहााँ पाठकों को िै ननक समाचार पत्र एिं लोकवप्रय पबत्रकाएं ननैःिुल्क उपललध कराई जाती हैं ताकक पाठकों को विशभन्न व्यिसायों से संिंधधत जानकारी प्राप्त हो सके । ररपोटव िर्व के िौरान 3,14,089 पाठकों ने इस सवु िधा का लाभ उठाया।

दिल्ली पब्ललक लाइब्रेरी को भारत सरकार ने पस् ु तक वितरण अधधननयम, 1954
(1956 में संिोधधत) के अधीन 16 निंिर, 1981 को चतुथव प्रापी पुस्तकालय के रूप में घोवर्त ककया। इस अधधननयम के प्रािधानों के अनुसार दिल्ली पब्ललक लाइब्रेरी को सभी भार्ाओं के प्रकािकों से उनके प्रत्येक प्रकािन की एक प्रनत

7 ननैःिुल्क प्राप्त होती है । पुस्तक विरतण अधधननयम प्रभाग इस अधधननयम के अंतगवत प्राप्त सभी प्रकािनों / पुस्तकों की माननटररंग करता है । ररपोटव िर्व के िौरान दिल्ली पब्ललक लाइब्रेरी ने सभी भारतीय भार्ाओं की 6,089 पुस्तकें प्राप्त की।
दिनांक 31.03.2016 तक इस प्रभाग का कुल पुस्तक संग्रह 3,32,783 था। पुस्तकों के अनतररक्त इस अधधननयम के अंतगवत सभी भार्ाओं की लगभग 1,000 लोकवप्रय पबत्रकाएं एिं समाचार पत्र ननयशमत रूप से प्राप्त
होते हैं।

9.2 एशशयि डडवेलपमें र् बैंक पब्ललकेशिः दिल्ली पब्ललक लाइब्रेरी को िर्व 1994 में एशियन डर्िेलपमें ट िैंक (ए.र्ी.िी.) के प्रकािनों के शलए डर्पॉब्जटरी लाइब्रेरी के रूप में मनोनीत ककया गया । यह सामग्री पाठकों के उपयोग के शलए केंद्रीय पस् ु तकालय में रखी गई है ।
(10) पुस्तकालय आर्ोमेशि कायिकलापः
10.1 कंप्यूर्रीकरणः दिल्ली पब्ललक लाइब्रेरी में िर्व 1995 से कंप्यूटर लगने तथा पाठ्य र्ाटा शलखने में सक्षम यूनेस्को के सी.र्ी.एस./ आई.एस.आई.एस. साफ्टिेयर पैकेज प्रयोग करने के साथ ही पुस्तकालय के कंप्यूटरीकरण का कायव प्रारं भ हो गया है । अि पुस्तकालय के कायवकलाप के तीव्र आटोमेिन हे तु दिल्ली पब्ललक लाइब्रेरी ने कोहा ओपन सोसव इंटीग्रेदटट
लाइब्रेरी मैनेजमें ट साफ्टिेयर (आई.एल.एम.एस.) को अपनाकर कायावब्न्ित कर दिया गया है । इस पर पुस्तकालय एिं सच ू ना वििेर्ज्ञों के मागवििवन से दिल्ली पब्ललक लाइब्रेरी के अपने कमवचाररयों द्िारा ही काम ककया गया। अप्रैल, 2007 में कोहा पर काम करना िुरू ककया गया।

10.2 लाइब्रेरी वेबसाइर् दिल्ली पब्ललक लाइब्रेरी की अपनी िेिसाइट http://www.dpl.gov.in पर पुस्तकालय की िाखाओं,
उनके खुलने का समय, सेिाएं, वििेर् कक्रया कलाप एिं कायवक्रम आदि का वििरण उपललध है । दिनांक 31.03.2016 तक 29,606 प्रयोक्ताओं ने लाइब्रेरी िेिसाइट पर विब्जट ककया। दिल्ली पब्ललक लाइब्रेरी की पस् ु तकों की सांप्रनतक सूची लाइब्रेरी की िेिसाइट www.delhipubliclibrary.in पर भी उपललध है ।
(11) तकिीकी परामशि एवं पस् ु तकालय र्वज्ञाि में व्यावहाररक प्रशशक्षणः
पस् ु तकालय विज्ञान के छात्रों / संस्थानों को तकनीकी परामिव एिं व्यािहाररक प्रशिक्षण प्रिान करना पस् ु तकालय का एक महत्िपूणव कायव है । दिल्ली पब्ललक लाइब्रेरी द्िारा पुस्तकालय विज्ञान के 176 छात्र/छात्राओं को पुस्तकालय संचालन की
विविध कायव प्रणाशलयों का गहन प्रशिक्षण प्रिान ककया गया। इसके अनतररक्त िे ि के विशभन्न भागों / प्रांतों से पुस्तकालय विज्ञान के विद्याधथवयों तथा अन्य गणमान्य पुस्तकालयाध्यक्षों ने इस पुस्तकालय का अिलोकन ककया। (12) लाइब्रेरी के स्र्ाफ की सेशमिार व संगोष्ठी में प्रनतभाधगता व प्रशशक्षण :
वित्तीय िर्व के िौरान स्टाफ के 32 सिस्य विविध सेशमनार ि संगोब्ष्ठयों में भेजे गए :

स्टाफ के पांच सिस्यों को नेिनल शमिन आफ लाइब्रेरीज की पांच दििसीय अखखल भारतीय कायविाला में भाग लेने
के शलए गांधी नगर, गुजरात में दिनांक 14-18 दिसंिर, 2015 तक के शलए नाशमत ककया गया ।
स्टाफ के एक सिस्य को चार दििसीय अखखल भारतीय इयाब्स्लक (IASLIC) कांंेस में भाग लेने हे तु दिनांक 28-31

सात स्टाफ सिस्यों को एक दिन की द्वितीय इंडर्या पब्ललक लाइब्रेरीज (IPLC-2016) के शलए र्ेलनेट, नई दिल्ली
कांंेंस हे तु दिनांक 9 माचव 2016 के शलए नाशमत ककया गया ।

पुस्तकालय में राजभाषा दहंिी का प्रयोगः
दिल्ली पब्ललक लाइब्रेरी की राजभाषा कायािन्वयि सशमनत की 4 िैठकें हुईं ब्जसमें राजभार्ा दहंिी के प्रयोग में हुई प्रगनत की समीक्षा की गई। दिल्ली पब्ललक लाइब्रेरी के केंद्रीय पस् ु तकालय में दिनांक 14-9-2015 से 21-9-2015 तक दहंिी सप्ताह मनाया
गया। दहंिी सप्ताह के िौरान कायावलय के दहंिी/ अन्य भार्ा-भार्ी कमवचाररयों के शलए ननिंध, दटप्पण- प्रारूपण, प्रश्नमंच, सामान्य दहंिी ज्ञान तथा भार्ण प्रनतयोधगताएं आयोब्जत की गईं। दहंिी सप्ताह के समापन समारोह में 49 विजेता प्रनतभाधगयों को नकि पुरस्कार ि प्रमाण पत्र प्रिान ककए गए। इस अिसर पर प्रोत्साहन योजना के अंतगवत सरकारी कायव
दहंिी में करने पर परु स्कार पाने िाले कमवचाररयों को भी नकि परु स्कार एिं प्रमाण पत्र प्रिान ककए गए। िै ननक सरकारी कायव में दहंिी को िढािा िे ने के शलए दहंिी कक्ष द्िारा चार कायविालाओं का आयोजन ककया गया।
दिल्ली पब्ललक लाइब्रेरी का दहंिी कक्ष राजभार्ा अधधननयमों ननयमों के अंतगवत विविध िस्तािेजों/ कागजातों आदि के अनुिाि के शलेए प्रनतिद्ध है । दिल्ली पब्ललक लाइब्रेरी की अद्वधिावर्वक पबत्रका “पुस्तकालय भारती” का 10िां अंक प्रकाशित ककया गया । पुस्तकालय सरकारी कामकाज में राजभार्ा दहंिी के प्रयोग को िढािा िे ने के शलेए ननरं तर प्रयासरत है ।

िई सेवाएं :
14.1 पाठकों के शलए इंर्रिेर् सेवा : दिल्ली पब्ललक लाइब्रेरी ने नन:िुल्क इंटरनेट सेिा प्रिान करने के शलए अपने केंद्रीय
पुस्तकालय, सरोजनी नगर, पटे ल नगर, विनोिा पुरी, जनक पुरी, करोल िाग, िाहिरा, नरे ला, आर.के. पुरम सैक्टर-8, ब्स्थत
पुस्तकालयों में नन:िुल्क इंटरनेट सेिा का विस्तार ककया गया । अि दिपला अपने 11 पुस्तकालयों में नन:िुल्क इंटरनेट सेिा प्रिान कर रहा है । िर्व के िौरान 31 माचव, 2016 तक 44,052 प्रयोक्ताओं ने इंटरनेट सेिा का उपयोग ककया ।
(15) समि ु ाय र्वकास के कायिकलापों का आयोजि : दिल्ली पब्ललक लाइब्रेरी में ग्रीष्म कालीन अिकाि के िौरान 18 मई से 12 जून, 2015 तक िीर्वक ‘आओ चलें
ककतािों की िनु नयां में ’ के अंतगवत विविध गनतविधधयों का आयोजन ककया गया । इन गनतविधधयों में दिपला ने िच्चो के शलए ओररगेमी कायविाला, कहो कहानी, कक्रयदटि राइदटंग सत्र, आटव क्राफ्ट एिं क्ले मोब्ल्र्ंग कायविाला, रोिोदटक्स, कफल्म िो इत्यादि कायवक्रमों का आयोजन ककया । एक हजार से अधधक िच्चों ने इन ग्रीष्म कालीन कायवक्रमों में भाग शलया । दिनांक 21.6.2015 को अंतरावष्रीय योग दििस के अिसर पर दिपला में एक पुस्तक प्रििवनी का आयोजन ककया गया ।
सादहत्य अकािमी द्िारा दिनांक 1.7.2015 से 4.7.2015 तक केन्द्रीय पस् ु तकालय में एक पस् ु तक प्रििवनी का आयोजन ककया गया ब्जसमें सादहत्य अकािमी द्िारा प्रकाशित पुस्तकों को जनता हे तु प्रिशिवत ककया गया ।
स्ितंत्रता दििस के अिसर पर दिपला द्िारा केन्द्रीय पुस्तकालय, सरोजनी नगर पुस्तकालय एिं पटे ल नगर पुस्तकालय में ‘नतरं गा वंिि’ गीत प्रनतयोधगता का आयोजन ककया गया ।
दिनांक 20.8.2015 को योजना विहार पुस्तकालय में ‘िर्ाव िंिन गीतकार गोष्ठी’ का आयोजन ककया गया ।
गांधी जयंती के अिसर पर दिपला द्िारा दिनांक 29.9.2015 को केन्द्रीय पस् ु तकालय, सरोजनी नगर, पटे ल नगर एिं करोल िाग पस् ु तकालय में ‘महात्मा गांिी को पहचािो’ र्वषय’ पर एक भार्ण प्रनतयोधगता का आयोजन ककया गया ।
िािा साहे ि र्ा. भीमराि अम्िेर्कर जी की 125िीं िर्वगांठ के अिसर पर दिपला में दिनांक 27.10.2015 को केन्द्रीय पुस्तकालय में एक कवि संगोष्ठी का आयोजन ककया गया । इसी प्रकार दिपला द्िारा सरोजनी नगर पुस्तकालय में एक भार्ण प्रनतयोधगता भी आयोजन ककया गया ।

‘एकता दििस’ (सरिार िल्लभ भाई पटे ल का जन्मदििस) के अिसर पर दिपला में दिनांक 20.10.2015 को केन्द्रीय पुस्तकालय में एक कवि गोष्ठी का आयोजन ककया गया ।
दिनांक 13.1.2016 को दिपला द्िारा अंतरावष्रीय पस् ु तक मेला, प्रगनत मैिान में एक कवि गोष्ठी का आयोजन ककया गया ।
र्ी ए िी पी, सूचना एिं प्रसारण मंत्रालय द्िारा ‘र्वकास की िई उडाि’ विर्य पर दिपला, सरोजनी नगर में दिनांक 31.3.2016 से 5.4.2016 तक एक प्रििवनी का आयोजन ककया गया ।
(16) बाल कायिक्रमों का आयोजि:
िाल दििस (14.11.2015) के अिसर पर दिपला द्िारा ‘आओ पस् ु तकें प़ेंें ’ विर्य पर केन्द्रीय पस् ु तकालय, सरोजनी नगर, पटे ल नगर, िाहिरा एिं नरे ला पुस्तकालय में एक भार्ण प्रनतयोधगता का आयोजन ककया गया ।
दिनांक 19.11.2015 को विनोिा पुरी पुस्तकालय में िुकरो के सहयोग से फ्लेिर आफ आटव सत्र का आयोजन ककया गया ।
गणतंत्र दििस के अिसर पर िाल विभाग, दिपला द्िारा दिनांक 23.1.2016 को सरोजनी नगर पुस्तकालय में एक धचत्रकला प्रनतयोधगता का आयोजन ककया गया ।
िाल विभाग, केन्द्रीय पुस्तकालय द्िारा दिनांक 16-22 अप्रैल,2015 तक िावर्वक प्रनतयोधगताओं का आयोजन ककया
गया ब्जसमें िच्चों के शलए विशभन्न प्रनतयोधगताएं रखी गईं एिं विजेता प्रनतभाधगयों को नकि पुरूस्कार एिं सदटव कफकेट प्रिान ककए गए । कहो कहानी सत्र एिं कफल्म िो लगातार सरोजनी नगर पुस्तकालय में आयोब्जत ककए जाते हैं । ब्रेल लाइब्रेरी में प्रनतयोधगताओं का आयोजि:
दिनांक 16.11.2015 से 18.11.2015 तक दिल्ली पब्ललक लाइब्रेरी के ब्रेल विभाग द्िारा दृब्ष्टहीन पाठकों हे तु विशभन्न
प्रनतयोधगताओं का आयोजन ककया गया । ियस्क एिं िाल पाठकों हे तु कविता, भार्ण, िाि-वििाि, गायन, िािन एिं ननिंध प्रनतयोधगताएं रखी गईं । विजेता प्रनतभाधगयों को नकि पुरस्कार प्रिान ककए गए । ब्रेल विभाग ने अनेक ब्रेल विद्यालयों में भी कहो कहानी सत्रों का आयोजन ककया ।
(17) स्वच्छ भारत अशभयाि : दिल्ली पब्ललक लाइब्रेरी की सभी सेिा ईकाइयों में दिनांक 25.09.2015 से 02.10.2015 तक स्िच्छ भारत अशभयान चलाया गया। स्टाफ के समस्त सिस्यों ने 02.10.2015 को स्िच्छता संिंधी प्रनतज्ञा ली तथा पस् ु तकालय पररसर, पस् ु तकें, रै क, पाकव, मोिाइल िैन, पररचालन काउं टर तथा िौचालय आदि की साफ-सफाई
की । अप्रचशलत सामग्री और सामान को
विभागों से हटाया गया, उधचत प्रकक्रया द्िारा अनुपयोगी फाइलों एिं ररकार्व को हटाया गया । दिल्ली पब्ललक लाइब्रेरी द्िारा उधचत जगहों पर स्िच्छता संिंधी साइनेज लगाए गए तथा र्स्टिीन रखे गए । स्टाफ के सिस्यों ि पाठकों में
पोस्टर, पम्पलेट, आदि के माध्यम से भी साफ-सफाई, स्िच्छता के िारे में जागरूकता फैलाई गई। दिपला अपने पस् ु तकालय एिं इसके आस-पास के क्षेत्र को साफ एिं सन् ु िर िनाने के शलए ननरं तर प्रयासरत है ।

(11)के अंतगवत 61 प्राथवना पत्र एिं 11 अपील प्राप्त हुई। ब्जनका
(19) सामान्य समीक्षा : इस िर्व दिल्ली पब्ललक लाइब्रेरी का कायव सामान्यतया संतोर्जनक रहा। यह लाइब्रेरी अपनी सेिाओं में िद् ृ धध
कर अपने उद्िे श्य को प्राप्त करने का प्रयास कर रही है । इसके अनतररक्त दिल्ली पब्ललक लाइब्रेरी को दिल्ली के
िहरी एिं ग्रामीण क्षेत्रों के विविध संगठनों से उनके क्षेत्रों में नए पुस्तकालय खोलने तथा चल पुस्तकालय सेिा उपललध कराने के शलए अनुरोध प्राप्त हो रहे हैं। दिल्ली पब्ललक लाइब्रेरी, दिल्ली की इन कालोननयों में सेिा केंद्र
खोलने का प्रयास कर रही है । दिल्ली पब्ललक लाइब्रेरी का नेटिकव संपूणव दिल्ली में फैला हुआ है । विस्तार कायवक्रम के तहत दिल्ली पब्ललक लाइब्रेरी को अिोक विहार तथा पटपड गंज में भख ू ंर् दिए गए हैं। इन भख ू ंर्ों पर भिन ननमावण हे तु दिल्ली विकास प्राधधकरण द्िारा 31.12.2015 तक का समय दिया गया है ।
अथक प्रयासों से दिपला ने अिोक विहार भूखंर् के शलए उत्तरी दिल्ली नगर ननगम से भिन ननमावण योजना का
स्पष्टीकरण एिं अनुमोिन प्राप्त कर शलया है । इस भूखंर् पर पुस्तकालय भिन िनाने के शलए केंद्रीय लोक ननमावण विभाग ने कायव प्रारम्भ कर दिया है । भिन ननमावण का कायव दिसम्िर 2016 तक हो जाएगा ।
दिपला ने ििाना पुस्तकालय भिन के शलए नई दिल्ली नगर पाशलका पररर्ि से स्पष्टीकरण प्राप्त कर शलया है
एिं केन्द्रीय लोक ननमावण विभाग को परू ा भग ु तान कर दिया गया है । के.लो.नन.वि. द्िारा पस् ु तकालय भिन का कायव प्रारं भ कर दिया गया है । है ।

DELHI PUBLIC LIBRARY ANNUAL REPORT FOR THE YEAR 2015-2016 The Delhi Public Library was established in 1951 by the then Ministry of Education, Govt. of India with financial and technical assistance from the UNESCO as a pilot project. Presently, Delhi Public Library is functioning under the administrative control of Ministry of Culture, Govt. of India. From a small library located in Old Delhi, it has since been developed into a premier public library system in the country covering the entire Metropolitan city consisting of a Central Library, a Zonal Library, 3 Branch Libraries, 20 Sub-Branch Libraries, 01 Community Library, 08 Resettlement Colonies Libraries, One Braille Library, 62 Mobile Service Points and 25 Deposit Stations. Besides providing free library services to the people, children and adult alike, irrespective of any distinction of sex, caste, creed and religion. DPL also looks after their recreational needs and harness the latent and potential of the members of the public by providing a platform for social education. The library has been expanding its services as a centre for dissemination of knowledge and culture. It is increasingly felt that the library should not merely serve as a centre for lending books, but should also grow as a living organization devoted to promote intellectual pursuits, create community rapport among its readers. A brief account of the activities of the DPL during the period 2015-16 is enumerated in following paragraphs:(1)
GOVERNING BODY:
Delhi Library Board, the Governing Body of the Delhi Public Library consists of 16 members headed by the Chairman, nominated by the Minister of Culture, Govt. of India. Director General, DPL is the ex-officio member Secretary of the Board. In addition, there are various Sub-Committees constituted by the Board to organize various activities of the DPL namely Executive & Finance Committee, Books Advisory Committee, Departmental Promotion Committee etc. During the year under report following meetings were held. The day to day staff shortage is compensated by outsourcing various services. 2.2 Finance: The Delhi Public Library is fully funded by Govt. of India. DPL received grant in aid to the tune of Rs. 27,78,00,000.00 (Non-Plan Rs. 21,78,00,000.00 and Plan Rs. 6,00,00,000.00). TECHNICAL SERVICES:3.1 Books: Books are purchased by Books Purchase & Processing Division for the entire library system on the basis of selection done by the Book Advisory Committees in English, Hindi, Urdu and Punjabi books. During the year 37,104 books were purchased and added to the stock. The net book stock of the library at the end of the year was 17,17,727.

3.3 Binding: Books are bound commercially after obtaining quotations from bookbinders every year. During the year under report 826 old Newspapers were got bound by the library. 3.4 Gift and Exchange Department: The Gift and Exchange Department collects books and reading material from various sources after due selection as per the needs of the library. (4) READER'S SERVICE: One of the tenets on which the Library was conceived was that membership should be free without any subscription (and that a refundable security deposit only should be charged when a suitable guarantor could not be found.) Anyone fulfilling the above condition can enroll as a member after filling the prescribed membership card priced Rs.20/- only. Enrolment is valid for two years, which can be renewed again. Membership card is to be verified by any Gazetted Officer/elected public representative/M.B.B.S. Doctor/lawyer/Bank Manager/ Charted Accountant etc. or by paying Rs. 50/- refundable Security Deposit. Members are given one to three Borrowers Tickets depending upon the size of the library service unit, against which books are issued for 14 days, which can be renewed further.

DETAILED REPORT ON LIBRARY SERVICES: (5) CENTRAL LIBRARY: 5.1 Adult Lending Department: Central Library situated at S. P. Mukherjee Marg is the first library started in the year 1951. For the past 65 years this library has been providing useful service to the readers through out the day. During the year under report this library has lent 79109 books for home reading to its 30917 registered members. 5.2 Reference Section: The Reference Section at the Central Library is used by members as well as non-members. Reference Books, Encyclopedias, Dictionaries, Gazettes etc. are consulted in the Reference Section by Research Scholars, writers, students & general readers. Reference Queries are answered over phone, in person and in writing. Photocopy facilities are also available to readers. During the year 36,870 books were consulted in the Reference Section. 5.3 Children Department: The Children Department is exclusively opened to readers below 15 years of age. During the year under report, the department has a membership of 4382. It lent 12551 books to the registered members. (6)
ZONAL/BRANCH LIBRARIES: 6.1 Zonal Library: The first Zonal Library at Sarojini Nagar was started in the year 1985 is popular among the readers of South Delhi. During the year under report this library has lent 64710 books for home reading to its 18829 registered members. 6.2 Branches: The library‟s three branches situated at Patel Nagar, Karol Bagh and Shahadra have a total membership of 27644. During this year these libraries issued 153883 books to its registered members. The Reference Section of the Zonal library and three branch libraries are gaining popularity day by day. Reference books are available for consultation to research scholars, students and other general readers. 6.3 Sub-Branches: During the year under report the library's 20 sub-branches had a total membership of 44119. These units issued 308234 books to their registered borrowers. 6.4 Community Libraries: The library runs one community library at Lodhi Road place in the N e w D e l h i M u n i c i p a l C o u n c i l a r e a . 5 6.5 Libraries at Resettlement Colonies: At present there are 08 libraries in resettlement colonies inhabited by the weaker sections of the society. 7.1 Deposit Stations: This is an innovative scheme run by Societies/Associations in their respective colonies. Library lend books and impart initial training to run a library service under the supervision of Delhi Public Library. The scheme is known as Deposit Station. At present DPL is operating 25 Deposit Stations in different places in the NCT of Delhi. During the year these Deposit Stations have the membership of 2128 and issued 5406 books to their registered members. 7.2 Mobile Libraries: Delhi Public Library had restarted the Mobile Library Services from February 2005 onwards after purchase and body fabrication of five new CNG chassis. DPL is operating mobile library vans in 62 areas in the National Capital Territory of Delhi and it has 2693 registered members and issued 11518 books to readers as on 31.3.2016. Apart from the above Delhi Public Library also operates mobile library services for the visually handicapped. Presently Braille Department is serving its clientele i n 20 Braille Mobile Points. (8) SPECIAL SERVICES: 8.1 Social Education Services: This Department organizes group activities among the adult and children in the Central Library for the development of individual‟s inner talent/aptitude. At present Drama, Music, Literature study, Naturopathy and Homeopathic studies etc groups are functioning. It also arranges book exhibitions, film shows, television programmes and lectures etc. for the reader‟s benefits. To participate in these activities it is a pre-condition that one has to be a member of the library.

6 The library caters to promote cultural interest of its members and the general public through group activities and audiovisual programme. During the year under report 98 such programmes were organized in the Library. These include plays, group meetings, lectures and exhibitions. Total attendances for these programmes were 5465. 8.2 Competitions and prizes: During this year Delhi Public Library organized annual competitions to encourage cultural interests of Adults, Children and visually handicapped members. Prizes and certificates were given to members. 8.3 Gramophone and Music Cassettes Library: The Delhi Public Library also operates a gramophone records/audio/video cassettes Lending service for its registered members for free of charge. These records/cassettes comprise classical instrument and light music, bhajans, ghazals, film songs etc. Readers of DPL can make use of them through Head phones/Computer Accessories. These Records, Cassettes were issued to 374 registered members. Total issue of records/DVDs was 95. Total stock of gramophone/records/cassettes is 9,431 and DVDs are 1,525. 8.4 Braille Department: The Braille Department is the specialized service of the Delhi Public Library, which is devoted to cater to the reading needs of the visually handicapped and cultivates reading habits among them. This Department not only provides Braille books but also transcribes books in Braille. The total collection of the Braille Department is 11,422 books (Hindi & English) at the end of the year. The Braille Department issued 25284 books to 915 blind members. 8.5 Service to Prisoners: The library provides its services to the prisoners in the Central Tihar Jail of the National Capital Territory of Delhi. During the year under report 16470 books were issued to 1593 registered members of Central Jail and its 5 deposit stations. 8.6 Reading Rooms: (Use of periodicals and newspapers): The library is continuously engaged in developing reading interests among the people of the National Capital Territory of Delhi. It has provision of Reading Rooms in all the service units to provide information on various walks of life by making available daily newspapers and popular periodicals and journals. During the year under report 3,14,089 persons availed this facility. (9)
DEPOSITORY LIBRARY:
9.1 Delivery of Books Act Division: Delhi Public Library was declared by the Govt. of India as the fourth Recipient Library under the Delivery of Books and Newspapers Act 1954 (as amended in 1956) on 16th December, 1981. 7 Public Library is entitled to receive one copy of each publication from publishers in India at free of cost in all Indian languages. The D. B. Act Division monitors the collection of the books/publications received under D.B. Act. During the year DPL has received 6,089 Books in all Indian languages. The total stock of this Division as on 31.3.2016 was 3,32,783. 9.2 : Asian Development Bank Publications: Delhi Public Library has been nominated as Depository library for Asian Development Bank (ADB) publications since 1994. ADB publications are kept in the Central Library for the consultation of readers. (10)
LIBRARY AUTOMATION ACTIVITIES: 10.1: Computerization: The computerization of the Delhi Public Library activities was initiated in 1995 by installing computers and accomplished by the UNESCO‟s CDS/ISIS software package, which enable us to create text database. Now the Delhi Public Library has installed and implemented Koha open source integrated library management software (ILMS) to expedite automation of in-house activities, this was carried out by the DPL own personnel with the guidance of library and information experts. The implementation was started from April 2007. As part of implementation, one server and back up server was installed in the Central library. All the computer operation like Acquisition, Data feeding, Generation of reports, circulation etc are fully computerized by using Koha software. The Bibliographic data of books can be accessed and downloaded free of charge from the official website of http://dpl.gov.in/ or www.delhipubliclibrary.in.

8 10.2 Library website: Delhi Public Library has its own library website http://www.dpl.gov.in which contains details of library branches, opening hours, services, special activities and programmes etc. As on 31st March 2016 a total 29,606 users visited our library website. TECHNICAL ADVICE & PRACTICAL TRAINING IN LIBRARY SCIENCE: It is one of the important functions of the library to render technical advice and to provide practical training to Students/Institutions in the field of Library Science. 176 Library & Information Science Students were given intensive practical training in different aspects of the library services. Apart from that, library was also visited by many library science students and distinguished librarians from other parts of the country.
(12) TRAINING AND PARTICIPATION IN SEMINAR/CONFERENCE OF DPL STAFF: During this financial year, 32 staff members were deputed for various Seminars, Conferences and Workshops. Two officials were deputed to participate in two days National Seminar on “Managing Library & Information System at Manipal, Karnataka” from 7-9 May, 2015. One Official was deputed to participate in six days International Conference at National Museum, Janpath from 5-10 Sept., 2015 at Janpath, New Delhi. Two officials were deputed to participate in one day National Workshop at DELNET, New Delhi on 31st August, 2015. Two officials were deputed to participate in DRDO National Seminar from 21-22 Sept., 2015 at New Delhi. Three officials were deputed to participate in one day seminar on dated 7th October 2016 on current issues in Library Information Science at Delnet, New Delhi.
One Official was deputed to participate in five days International Seminar of INELI at Cape Town, South Africa from 18-22 October, 2015. Two officials were deputed to participate in one day workshop organized by Delnet on 24th October, 2015 at Jaipur, Rajasthan. Two Officials were deputed to participate in 18th National Convention on knowledge, Library and Information Networking (NACLIN-2015) organized by DELNET from 24-26 November, 2015 at Gulbarga, Karnataka. Five officials were deputed to participate in five days workshop of National Mission of Libraries (NML) fom 14-18, December 2015 at Gandhi Nagar, Gujrat. One official was deputed to participate in four days All India Conference organized by (IASLIC) from 28-31 December, 2015 Ahamdabad, Gujrat. 9 Three officials were deputed for six days workshop on “Library Automation using KOHA” from 14-19 March, 2016 at New Delhi. Seven officials were deputed for one day Conference of 2nd India Public Libraries IPLC2016 at Delnet, New Delhi on 9th March, 2016. (13) PROGRESSIVE USE OF HINDI AS OFFICIAL LANGUAGE IN DPL: Delhi Public Library held 4 meetings of “Rajbhasha Karyanwayan Samiti” to review Hindi work in office. DPL celebrated the “Hindi Saptah” in the Central Library from 14.09.2015 to 21.09.2015. During the Hindi Saptaha, a number of competitions on Hindi Essay, Noting & drafting, Quiz, General Hindi Knowledge and Speech were organized for Hindi knowing/nonHindi knowing staff members. Cash prize & certificates were given to all 49 winning participants at the end of the Hindi Saptah. On this occasion cash prizes were also given to staff members who worked in Hindi in their official work. Hindi section also conducted four Hindi workshops to promote Hindi in day to day office work. Hindi section also conducted four Rajbhasha Sangoshthi to promote Hindi language. Under the Protsahan Yojna, five officials got cash prizes and certificate for official work in Hindi. The Hindi Translation unit of the DPL also undertook translation work of various documents, papers etc. under official language Act/Rules. Hindi Cell of Delhi Public library is publishing 10th Edition of the Half-yearly magazine „Pustakalaya Bharti’. The Library is making efforts to promote the use of Hindi in day-to-day work. (14)
PUBLIC INTERNET ACCESS SERVICE
DPL is rendering free Internet access service in Central library, Patel Nagar Library, Sarojini Nagar Library, Vinoba Puri, Janak Puri, Karol Bagh, Shahadra, Narela and R.K.Puram Sect-8. Now the DPL is providing free Internet access service in 11 libraries in total. During the year till 31st March 2016, a total of 44,052 readers used the Internet service of DPL. (15)
COMMUNITY OUTREACH ACTIVITIES
The Delhi Public Library organized summer program “AAoo Chalen Kitabon ki Duniya Main” from 18th May to 12th June 2015 as zonal library Sarojini Nagar. In this programme DPL organized Origami workshop, story telling, creative writing session, Art Craft and Clay modeling workshop, Robotics, film show for children. More then one thousand children participated in this summer programme. DPL organized a book exhibition on Yoga and physical fitness on 21.6.2015 as part of International Yoga Day. Sahitya Academi has organized an exhibition at Central library from 1.7.2015 to 4.7.2015 in which books published by Sahitya Academi were displayed for public. On the occasion of Independence Day DPL organized “Tringa Vandan” song competion at Central Library, Sarojini Nagar Library and Patel Nagar Library. Varsha Vandan Geetkar Goshthi was organized at Yojana Vihar library on 20.8.2015.

10 On the occasion of Gandhi Jayanti, DPL organized an Essay competition on the topic “Mahatma Gandhi ko Pehchano” on 29.9.2015 at Central Library, Sarojini Nagar, Shahadra, Patel Nagar and Karol Bagh library. On the occasion of 125th Birth Anniversary of Baba Saheb Dr. Bhimrao Ambedkar, DPL organized a Kavi Sangoshthi on 27.10.2015 at Central Library. Similarly DPL also organized Speech Competition at Sarojini Nagar Library. On the occasion of Ekta Divash (Sardar Vallabh Bhai Patel Anniversary), DPL organized a Kavi Goshthi on 29.10.2015 at Central Library. DPL organized a Kavi Goshthi on 13.01.2016 in the International Book Fair held at Pragati Maidan.
DAVP, M/o. Information & Broadcasting has organized a exhibition on the topic “Vikas Ki Nai Udaan” at DPL, Sarojini Nagar from 31.3.2016 to 5.4.2016. (16)
Children’s Programme in DPL On the occasion of Children Day (14.11.2015), DPL organized a Speech Competition on the topic “Aaoo Pustakein Padhen” at Central library, Sarojini Nagar, Patel Nagar, Shahadra and Narela libraries. Flavour of Art session was organized at Vinoba Puri library on 19.11.2015 in association with Bokaro for children. Children Deptt., DPL organized a paining competition on 23.1.2016 at Sarojini Nagar library on the occasion of Republic Day. Children Department, Central Library organized Annual Competition from 16-22 April 2015 in which various competitions were organized for children and winners were awarded to the cash prize & certificate. Story telling sessions & film shows were organized regularly at Sarojini Nagar library for children.
Program’s by Braille Library:
From 16-11-2015 to 18-11-2015 many Competitions were organized for visually handicapped children at Braille Library. Poem, Speech, Vaad-Vivaad, Singing, Vadan and Essay competitions were organized for Adult and Children participants. Cash awards were given to winning participants. Braille department is also organized story telling sessions at many Braille schools also. (17) SWACHH BHARAT ABHIYAN: The Delhi Public Library celebrated Swachh Bharat Abhiyan in all the service units from 25 September to 2nd October 2015. All the staff members took the cleanliness pledge on 2nd October 2015 and cleaned the library premises, books, book racks, park area, mobile vans, issue & return counter area and toilets. Obsolete materials and equipments found in the sections were got removed, files and records having outlived their utility were weeded out as per procedure The DPL arranged signage on cleanliness and dustbins at appropriate locations. 11 posters and pamphlets to the staff and members of the library. DPL is making all efforts to make library and its surrounding to be very neat and clean. (18)

GENERAL REVIEW :
The functioning of Delhi Public Library during the report has been generally satisfactory. The library is trying its best to attain its objectives by augmenting its services. Besides, the DPL is receiving requests from various organizations of Delhi from urban as well as rural areas to open new libraries or to provide mobile library services in their localities. However, DPL is making all its efforts to open deposit stations service in these upcoming colonies. The network of DPL is spread all over Delhi. As part of the expansion programme, DPL was given land in Ashok Vihar and Patparganj. The DDA has given extension to construct the library buildings on these plots up to 31.12.2015. With the relentless pursuit and efforts of the DPL succeeded in obtaining the clearance and approval for the building plans of Ashok Vihar plot from North Delhi Municipal Corporation (NDMC). The construction of library building in this plot has been commenced by CPWD. The construction of building will be completed by December 2016. The DPL obtained clearance from NDMC for Bawana library building and full advance payment was made to CPWD. The construction of Library building has been commenced by CPWD. Efforts are being made to construct library building at Patparganj plot through CPWD. ********
