Statewide Leadership & Coordination The concept of state-level coordination for 9-1-1 is not new. o Wireless Communications and Public Safety Act of 1999 o Enhance 911 Act of 2004 o NG9-1-1 Act of 2017 (Grant Requirements in Bill)

Statewide leadership and coordination was critical in the national Wireless Phase II and VoIP E9-1-1 implementations (the deployment experience was different). Federal NG9-1-1 Grant Funding include single POC requirements Who can facilitate and drive the NG9-1-1 strategy and vision in the State? o DPS, DHS, someone else? Scope Considerations include: o Create roadmap that takes into account local needs o Define Governance o Technical & PSAP requirements o Interconnection considerations o Deployment Coordination and cutovers (these changes are more complex than prior Wireless and VoIP) o Network oversight and management o Cybersecurity concerns

Opportunity to Align and Amplify a State 9-1-1 Vision

Funding Funding is a key issue which must be addressed. It can be an emotional and charged topic of discussion. It’s imperative that any 9-1-1 funding discussions have the context of what it truly costs to run 9-1-1 in a state o Do we know the current cost to run 9-1-1 in Colorado today? o Can a study be recommended? Once we understand the cost it would be possible to begin planning how to fund the system in the future. o Are fees collected on all potential services today (prepaid)? Is there an opportunity to “right” size fees in the state through a uniform tech neutral fee for all service types in order to cover the cost of running the system. o Can legislation be introduced that aligns the fees and establishes a funding mechanism that provides the right funding regardless of county location (rural vs. urban)? o Colorado has a wide ranging fee today so it’s important to elevate every county vs. everyone fend for themselves.

Legislation/Policy Work on a 9-1-1 funding bill. Is there an opportunity where the current fee model can be improved? o Gather all the necessary facts about current costs ahead of time. Including the NG9-1-1 roadmap. o Be aware migration will not be a flash cut. Support current network and the transition period (can we augment the network cost through Federal Grants). Can competitive SSP’s bid for the BESP equivalent in the NG9-1-1 world? o Public safety should take advantage of competition in this area which has traditionally been served by incumbent telcos. o Opening to other possibilities doesn’t mean a change from the incumbent needs to take place but it doesn’t seem appropriate to limit your choices by not consider and evaluating all options. o New players have won business and are deploying in other states. In some cases incumbents and new entrants are partnering to deploy NG9-1-1 solutions. Need to consider liability protections to new NG9-1-1 vendors and public safety entities in this new environment. NG9-1-1 will provide more data and information. What confidentiality and privacy considerations need to be established through agency policies.
