Asbestos Containing Materials in School Board Buildings Asbestos was a commonly used building material in schools until the late 1970’s when its use was prohibited. Asbestos containing building materials are materials that contain varying amounts of asbestos, usually from 3% to under10% that are blended into other building materials and covered by a protective coating or layer. Asbestos building materials that are in good condition, if left undisturbed, are not a health hazard to building occupants. However, if asbestos containing materials deteriorate or are disturbed, they may release asbestos fibres into the air that may become a potential future health issue. The Ottawa Catholic School Board has an Asbestos Management Program. The Board inspects facilities with asbestos containing building materials annually and contracts a qualified repair and remediation contractor to remove or make repairs to these materials as required. Facilities with asbestos containing building materials have been provided with an Asbestos Plan that includes a schematic drawing(s) that show the type and location of asbestos containing materials in buildings where asbestos containing materials are present. Principals are requested to bring to the attention of their staff and to the Joint Occupational Health and Safety Committee if asbestos containing building materials are present in their school, where the asbestos containing building materials are located, to avoid disturbing asbestos containing building materials at all times and to report identified damaged asbestos containing building materials or concerns immediately. If asbestos containing building material is visibly damaged, advise the Planning and Facilities department immediately. Do not try to clean up, sweep or remove any debris. Airborne asbestos fibres pose a health risk. The following are the most common asbestos containing building materials and how to avoid unintentional release of asbestos fibres: Thermal System Insulation (TSI): This is the most common use of asbestos containing building material. TSI insulates pipes and pipe elbows and is located mainly above lay-in ceiling tile or rigid ceilings, in wall cavities and crawlspaces. Elbows that have asbestos containing insulating material are generally covered with gauze or other protective coating. In some instances elbows and pipe runs with TSI are accessible in utility rooms. Avoid hanging or placing equipment, materials or clothing on these elbows and pipe runs. Floor Tile: These are not considered hazardous unless tiles are pulverized or subjected to grinding. Ceiling and insulation coatings: These asbestos-containing materials have been encapsulated, which means they have been sealed with a material to prevent escape of asbestos fibres. Avoid striking or scratching these surfaces. Ceiling Tiles: Identified ceiling tile may contain 3- 5% asbestos. Do not disturb asbestos containing ceiling tile by lifting or moving them from the grid. Do not place pins or staples in the tiles.
