OPERATING CONDITIONS FOR TRAINING ORGANISATIONS PURPOSE This document details the operating requirements that training organisations need in order to maintain current contract status with ASCB(E) Ltd. RESPONSIBILITY The training organisation quality representative is responsible for observing the requirements of this procedure. In the event of unwillingness to comply with all or any part of this procedure the training organisation representative shall notify ASCB(E)Ltd in writing. 1.0

PROCEDURE

1.1

This procedure has the following requirements that are auditable at any time by ASCB(E) Ltd representatives. A.

The training organisation in accepting accreditation for Accreditation Service for training organisations (Europe) Ltd. agrees to observe these operating conditions and accepts the contractual Terms and Conditions ASB(G).27, as amended by separate correspondence if necessary

B.

A nominated member of the training organisation's organisation, or a telephone answering machine, shall be available during the hours of 9am to 5pm Monday to Thursdays to respond to quality enquiries from ASCB(E).

C.01

A file shall be maintained detailing or referencing the ASCB(E) correspondence and requirements and other contract information together with the training organisation initiated documentation.

C.02

Training organisations shall apply to ASCB(E) for the accreditation reference (certificate number) for each of their clients or students.

C.03

Names and details of all clients or students for whom certificates are intended under the auspices of the ASCB(E) regime, shall be notified to ASCB(E) within two weeks of the certificate issue stage.

C.04

ASCB(E) shall be advised via e-mail submission of the Trainer Report Form ASB(F).4 when a certificate is issued to a client or student.

C.05

The training organisation shall ensure that the student is aware of the meaning of accredited certification as defined within the contract between Trainer and ASCB(E) and that where considered necessary, appropriate disclaimers regarding training content and delivery are agreed prior to entering into delivery of training material.

D

No specification or standard for which a contract exists with ASCB(E) shall be changed without prior documented permission being obtained from ASCB(E).

The training organisation shall ensure that all documentation relevant to the certification activity is controlled so as to ensure: (i)

Student understanding of their obligations with regard to use of the EurotickTM and, if applicable, the payments due to ASCB(E). Records of written communication to the assessed and certificated student to this effect, prior to discharge of contract with the training organisation, shall be retained.

(ii)

Clear and unambiguous understanding of the requirement of the organisation or student.

(iii)

An adequate record of quality related activities.

F

Changes to all Certification Standards or documents referenced in them shall be notified to ASCB(E).

G

Any activity sub-contracted by the training organisation shall be documented on a per task basis.

H

Sub-contractors shall wherever possible be procured from ISO 9000 or registered list assured sources.

I.

Documents supplied by ASCB(E) shall be retained in good order. Defective documents are to be notified to ASCB(E) in writing prior to further work being performed .

J

Staff employed on certifying activities shall be identified by name for work performed. The training organisation shall ensure that such staff is traceable to all pertinent documentation. In addition, methods for traceability requirements and identification of records will be specified in the quality system documentation.

K.

The training organisation shall ensure that their activities are planned in such a manner as to ensure adequate control of all work done. The assessment and certification processes shall be documented

L.

All certification activities performed by the training organisation shall be inspected and records confirming the inspection results shall be retained.

M.

All non-conformances of the training organisation or student/organisation complaints shall be recorded and retained for ASCB(E) examination and submitted to ASCB(E) if so required.

N.

No non-conforming service shall be supplied without the written consent of ASCB(E).

O.

Where relevant, reports and correspondence shall be packaged in such a manner as to ensure arrival at destination free from damage and deterioration.

P

Staff employed in assessment, certification and surveillance activities shall be qualified on the basis of experience, training and qualification. Appropriate records of their competence shall be retained. Regular review of the competence and the appropriateness of staff shall be performed. Records shall be retained. A professional code of conduct shall be available for the guidance of staff and for review of their competence.

Q

Surveillance activities of students/organisations shall be programmed and conducted with appropriate records retained.

R.

Any statistical techniques used by training organisations to verify the compliance of services to the requirements of Accreditation Service for training organisations (Europe) Ltd standards shall be subject to the approval of Accreditation Service for training organisations (Europe) Ltd. prior to use.
