General Functions: A. Call to Order: The Regular Meeting of the Personnel Commission was called to order at 4:00 p.m. B. Roll Call: Commissioners Castillo, Cherep, and Darrington were present. C. Pledge of Allegiance: Chairperson Darrington led all in attendance in the Pledge of Allegiance. D. F. Report from the Director of Classified Personnel: This is an opportunity for the Director of Classified Personnel to report on items relevant to Personnel Commission.
G.
General Comments o Executive Director of Classified Personnel, Brandon Tietze, addressed the audience for the first time in this role, and described his general philosophy and the framework of his proposed approach to the functioning of the Personnel Commission office. Mr. Tietze described key elements to his approach as including, genuine and empathetic customer service, real trust and strong collaboration between all leadership, union representatives, and staff, flexibility to meet changing demands, progressive and innovative personnel selection and HR practices, consistent and efficient work expectations, a proactive instead of reactive approach, complete transparency, and a positive, and generally light atmosphere, as much as possible.
Notes on New Agenda Format o Mr. Tietze described the changes made to the Personnel Commission agenda format.
Request for Special Meeting o Mr. Tietze requested a Special Personnel Commission meeting the week of August 24th. A meeting was tentatively scheduled for Thursday, August 27 th.
Personnel Commissioner Comments/Reports: This is time during which a Personnel Commissioner may make a brief announcement or report on his/her own activities relative to Commission business. This is not a time for discussion.
Vice Chairperson Castillo commended Mr. Tietze on his presentation and stated his support of the new agenda format. Mr. Castillo also mentioned that funeral services for former Board Member, Thomas Holguin, were being held Friday, August 14th.
Chairperson Darrington also stated his support of the new agenda format and the direction in which Mr. Tietze is moving the Personnel Commission staff with these changes.
H. Communications: This is an opportunity for the Director of Classified Personnel to present informational items of interest to the members of the Personnel Commission, which are not action items on the agenda. 1. AFSCME Report A. AFSCME Chapter President, Jack Janec, stated that he is looking forward to working with Mr. Tietze. 2. CSEA Report A. CSEA Chapter Vice President, Julie Payne, stated that CSEA also looks forward to working with Mr. Tietzte, and commented that their first meeting with Mr. Tietze was productive. 3. Board of Trustees/Superintendent Report A. None.

4. Asst. Superintendent of Human Resources Report A. Assistant Superintendent of Human Resources, Jaron Fried, Ed.D., stated that Superintendent Matsuda wished he could have attended the meeting, but was out of town. Dr. Fried stated his support of Mr. Tietze and his appreciation for the partnership developing between Human Resources Classified and Certificated. Dr. Fried briefly described the newly implemented Certificated hiring process, which he noted has growing similarity to the merit system selection process. I. Public Comments: Public Comments is the time when members of the audience may address the Personnel Commission on items not scheduled on the meeting’s agenda. All speakers are limited to five (5) minutes. When there is a large number of speakers, the Personnel Commission may reduce the allotted time to three (3) minutes per speaker. The Brown Act (Government Code) states that Personnel Commission members may not engage in discussion of issues raised during “Public Comments” except to ask clarifying questions, make a brief announcement, make a brief report on his or her own activities, or to refer the matter to staff. 1. Consent Calendar: Items are considered routine, require no discussion, and are normally approved all at once by the Personnel Commission.
