More information on the Australian Aid Program can be found at: http://aid.dfat.gov.au/Pages/home.aspx About the Role Under limited direction, the senior program manager will manage aspects of the implementation of Australia’s post Tropical Cyclone Pam recovery program. The program includes a range of complex activities with different implementing partners. The role will provide high-level advice to the First Secretary and Counsellor Development Cooperation, co-ordinate with other program managers and external partners, and work with the Vanuatu Government to implement a portfolio of aid investments. Key responsibilities
Support the First Secretary to coordinate and implement Australia’s contribution to the TC Pam recovery program, including Australia’s multi-sector support in infrastructure, health, education, livelihoods/economic recovery, justice, gender, social protection and in mainstreaming cross-cutting issues into the program. With the Vanuatu Government, identify opportunities to mobilise recovery funding and support the Vanuatu Government (as the lead of TC Pam recovery) to manage the recovery by assisting with the development of project proposals which target Vanuatu priority needs and reflect the strategic targets of the Australian aid program. Support the Vanuatu Government to manage finances of numerous complex agreements including supporting for financial and contractual management, risk management, procurement and administration. In collaboration with the Vanuatu Government, evaluate Australia’s contribution to the TC Pam recovery to ensure outcomes are met effectively and efficiently and improvement is continuous, as well as reporting and communicating outcomes to all stakeholders.
Contribute to strategic planning and identifying innovations, set priorities and ensure quality of outputs for the recovery program under limited direction. Represent the Australian High Commission and the Australian aid program with Vanuatu Government, donors, NGOs, regional organisations, private sector, and civil society in meetings and negotiations. This may include representation at regional and international events. Provide timely, high quality and evidence-based advice, to senior Australian High Commission staff and DFAT staff in Canberra, as appropriate, on matters relating to Australia’s contribution to TC Pam recovery. Set the strategic framework for junior staff working on the recovery program through performance management, effective business planning, appropriate work delegation mentoring, and staff development. In the event of a disaster, the position may be required to be part of the post-disaster team.
Aid Management, Development Policy and Country/Region knowledge:
An operational knowledge of aid management; An operational knowledge of development policy; and Knowledge of Vanuatu and Government of Vanuatu systems and processes required for the position.
Qualifications/Experience The senior program manager position requires tertiary qualifications or professional/technical or specialist expertise, knowledge or experience in public policy, development or related sectors. Essential Requirements Strong written and spoken English is essential and spoken Bislama is highly desirable.
