NFIR requeststo kindly appreciatethat the Railways working is unique, peculiar and totally different, while the averageRailway employeeperforms his/her duties at different work places (example:- Track Maintainers, Technicians,Pointsmen,Loco Running & Traffic Staff etc.,) in shift duties and after completion of their duty hours, they leave the work spot and again 'Good' come back to duty as per the duty rosters/linksor duty lists, as th6 casemay be. How the 'Very or Good' benchmarkcan be measuredin thesework situations. 'Good' to 'Very Good' gives handle to The decision, upgrading the benchmark from higher level authoritiesto victimize those in lower pay levels. Most of the Railway employees are the field workers who perform assignedduties and leave the work places.In view of these 'Very Good' benchmark for peculiarities in the working system in Railways, applyrng considering financial upgradationunder MACPS or for promotion is an unjustified step which needsto be taken up by the Railway Ministry with DoP&T seekingindependenceto the Railway Board to take a view according to Railways' conditions.
