vs. THOMAS EDWARD CAMPBELL    DOB: 01/03/1969 14000 Chestnut Drive Apartment 1 Eden Prairie, MN 55437 Defendant. The Complainant submits this complaint to the Court and states that there is probable cause to believe Defendant committed the following offense(s): COUNT I Charge: Engage in Electronic Communication Relating or Describing Sexual Conduct with Child. Minnesota Statute: 609.352.2a(2) Maximum Sentence: 3 years and $5,000 Offense Level: Felony Offense Date (on or about): 02/04/2016 Control #(ICR#): 16036992 Charge Description: and with the intent to arouse the sexual desire of any person, use the Internet or a computer, computer program, computer network, or computer system to engage in communication relating to or describing sexual conduct with a child under the age of 15 years or someone the defendant reasonably believed was a child under the age of 15 years, namely K.A.B., DOB 1-11-2006, and the defendant was 18 years of age or older

STATEMENT OF PROBABLE CAUSE   The Complainant states that the following facts establish probable cause:  

Your Complainant is a licensed peace officer employed by the Minneapolis Police Department. In that capacity and upon the reports, your Complainant provides the following in support of probable cause:  On 02-02-2016, Minneapolis Police received information from a concerned father that his ten year-old daughter was communicating with an older male online. Sgt. Grant Snyder was provided with an iPad that contained a chat between the father's ten year-old daughter and an individual named "Tom Campbell" through a phone number 612-702-3160. Sgt. Snyder learned that the phone number belonged to THOMAS EDWARD CAMPBELL (DOB: 01-03-1969), the defendant herein. During the conversation, the defendant asked the age of the female and learned that he was communicating with a twelve year-old female. Upon learning the age, the defendant stated "Wow you are young" and "Guess I have to watch my language and choice of pictures I send." The minor child sent a fully-clothed picture of herself to the defendant. The picture clearly depicts a prepubescent female.  On 02-03-2016 and 02-04-2016, the defendant began communicating with what he believed to be the twelve-year old female. Sgt. Snyder, acting in an undercover capacity (UC), while working a detail in the city of Woodbury, Washington County, communicated through text message with the defendant using the phone number that had been provided to him. Below are excerpts of the conversation that occurred between the defendant and the UC: 

Defendant: You ever get naked for a boy or send him a pic? I like to snuggle and play personally. Or have you asked for one?  UC: No I haven't. What do you mean play  Defendant: Play with each others bodies. Does that make sense?  UC: I think  Defendant: I like playing the girls pussy as she plays my penis.  Defendant: Or playing with her breasts 

Defendant: Can I ask if you have seen one?  UC: No  Defendant: You want to someday though  UC: Like when  Defendant: ?? When you want to  UC: I'm ready I think  Defendant: R u asking me to send you a pic of it?  Defendant: Be honest  UCL If you want to.  Defendant: You want me to? U can show anyone else and you want it to be mine?  UC: I won't show anyone I promise  Defendant: OK  Defendant: May be you take a sexy selfie of you some time 

Defendant: Right now if u could make it explode.  2

Defendant: Is that what you thought one looked like?  UC: How?  Defendant: How what?  UC: How do I make it explode  Defendant: Stoking it  UC: What is that  Defendant: Masterbation  UC: Oh. On yourself?  Defendant: Yes. In a way.  UC: How?.  Defendant: How what? Pretend my hand is your pussy and strike it till it cums dear  UC: Ok.  Defendant: Is that bad  UC: No. I wanted to know.  Defendant: Do you ever play with that tight pink pussy of yours?  UC: Not really  Defendant: I the same as a penis. Play till you cum. I someday would like a pic of your pussy if I can 

During the conversation, the defendant sent two close-up photographs of his penis and one full-body photograph with his pants lowered and his penis exposed.  On 02-04-2016, the defendant was arrested. The defendant was searched and a cell phone was recovered. The defendant admitted to communicating with a female who he believed to be eighteen yearsold. The defendant later admitted that he thought he was communicating with a fifteen year-old female.
