The schemeis to be implementedin all the Metros,StateCapitalsand ZonalHeadquarters. Zonal Railways shall enter into an 'MOU' with alreadyempanelled hospitalsundertheir jurisdiction for the scheme. Further,if there are not enoughrecognizedmulti-specialtyhospitals,zonal Railwaysshall recognizeCGHS empanelledhospitalson CGHS approvedratesand/or other hospitalsas per extantpolicy and enter into an 'MOU' for the SmartCardShceme. Smart Card should provide necossarydemographicdata and other relevantinformation on a standardizedformat. Zonal Railways shall award the job of issuing the Smart Card to a. suitable servicesprovider on most competitive rates, through open bidding. It shall be the responsibilityof the hospital to inform the authorized medical attendantregarding emergencywithin 24 hours. In case an admissionis foundto be of non-emergency nature,the treatinghospital shall refer the patientto authorizedmedicalattendantin next 24 hours. The schemeshallbe implementedwith the existingmanpowerof Zonal Railways. Issuanceof Smart Card is made mandatoryto RELHS beneficiaries residingin the regionsmentionedin (i) aboveand cost of the card as decidedupon may alsobe includedin the contributiontowardsjoining RELHS at the time of retirement. The following conditions,shallqualiff asemergencies. o Acutecardiacconditionslsyndromes. o Vascularcatastrophes, Cerbo-vascular accidents. o Acuterespiratoryemergencies. o Acuteabdomenincludingacuteobstetrical.gynecological emergencies. o Life threateninginjuries. o Acutepoisioningandsnakebite. o ' Acuteendocrineemergencies. r Heatstrokeandcold injuriesof a life threateningnature. o Acute renal failure. r Severeinfectionsleadingto life tlueateningsituations. o Any otherconditionin which delavcouldresultin lossof life or limb. /)
