2011 Voting Scorecard The 2010 election changed the majority on the Chatham County Board of Commissioners (BOC) from Democratic to Republican. The Republican majority quickly reversed policies regarding local environmental protections, provisions of valued county services and government operations. A review of BOC Minutes from December 2010 through December 2011 focused on the major issues that were decided by vote. The Scorecard shows a consistent attack on local environmental protections through reductions in dedicated staff and the elimination of Environmental Review Board input from the permit process, even though their expert scientific advice was free and non-binding. How the newly-elected BOC regards Chatham citizens is captured in several issues. The entire Human Relations Commission resigned in protest over a BOC action that eliminated the one staff position. The Republican majority BOC allowed Western Wake Partners to build their 8.1-mile wastewater pipeline through east Chatham with no reciprocity or restrictions on future annexations by Cary or Apex. Using the 2010 Census data, Chairman Brian Bock and Vice Chair Walter Petty redrew the maps of the five Commissioner districts without any citizen participation in the process or consideration of realignment with School Board districts. To further decrease citizen influence in county government, a new policy restricts an individual’s participation to 6 years on any county committee. This scorecard does not include votes on non-controversial items and normal permit requests (such as Conditional Use Permits and Variances) that followed the normal Planning protocols for public discussion.
