Under the general supervision of the Director of Environmental Health and direction of an Environmental Health Supervisor, serves as a developing sanitarian, inspects commercial, residential and public locations in the district to determine conformity with federal, state and county sanitation and environmental health laws to safeguard the public health. Examines construction and renovation plans, promotes public health and sanitation and is a consultant to the general public on environmental health and sanitation.

Performs comprehensive environmental health assessments which include inspection of vacant land for residential and non-residential development for conformance with environmental health standards and for appropriateness of proposed sewage and water systems. Provides consultation with land owners, builders, engineers and others regarding design, installation and maintenance of individual sewage and water systems. Evaluates outcomes, effectiveness of plan, and makes changes as necessary. Uses public health surveillance/disease investigation methods in community outreach, screening, and case finding of communicable and infectious diseases that threaten the health of the community. Investigates complaints involving possible water pollution practices, insect and rodent infestation and similar public health hazards and nuisances. Makes standard field tests on water and sewage, collects specimens for detailed laboratory testing. Provides education and counseling to individuals, families and community groups that are adapted to their unique needs, lifestyle, cultural and socio-economic situation.

Documents data in appropriate records. Uses established forms, databases and documentation practices. Collaborates in development and delivery of services and activities for individuals, families and population groups that promote health and prevent disease, in settings including, but not limited to all Health Department buildings/sites, homes, community organizations and businesses, schools, and the community in general. Examines new construction or remodeling plans and specifications for adherence to environmental health standards, and advises builders, owners and others regarding prevention or correction of problems. Performs soil tests on vacant land an issues permits for on-site sewage systems and wells. Inspects food service establishments for cleanliness and proper food handling practices. Issues temporary food licenses. Investigates possible food poisoning and foodborne illnesses. Reviews construction of new buildings or renovation of existing structures to verify conformity to public health laws. Inspects recreational areas, mobile home parks, schools, day care centers, foster care homes for cleanliness of premises, safety requirements, sanitary practices, suitable water supply and proper disposal of sewage and solid waste. All other duties as assigned.
Knowledge and Skills:
Knowledge of the core functions and essential services of public health. Must have excellent interpersonal relationship skills and be able to work within an interdisciplinary team structure. Must possess professional knowledge, consistent with license, registration or certification and demonstrate through employment practice equal to acceptable professional standards. Must have ability to develop computer, written, and verbal skills to manage implemented agency documentation systems. Bachelors of Science degree in environmental health with course work in chemistry, biology or related field. Registration at the National and/or State level with two (2) years experience desired. Valid Michigan driver’s license, current certificate of vehicle insurance, and access to reliable transportation to all assigned work locations.
