CNU Introduction CNU as a Research University The Cebu Normal University (CNU) was established in 1902 as provincial normal school, a branch of the Philippine Normal School. It became an independent institution in 1924, a chartered college in 1976, and a university in 1998. It is one of the oldest institutions in Cebu. On June 27, 1998, Republic Act 8688 converted Cebu State College into a state university to be known as Cebu Normal University. With its autonomous status, the university provides for higher professional and special instruction for special purposes and promotes research and extension services, advanced studies and progressive leadership in education and other fields in the arts, sciences and nursing. As a state university, CNU’s vision is to become a leading multidisciplinary research university in education committed to build a strong nation through its mission to develop high performing professional educators who generate new knowledge and help build progressive and pluralistic communities. The CNU mission comprises three mutually reinforcing thrusts: transformative education that nurtures thinking individuals who are valued members and leaders of society; high impact researches that push the boundaries of knowledge in education and contribute to improving communities; and strong partnerships that collectively and creatively address the development gaps of communities. The Cebu Normal University as a leading university in the Philippines pursues research activities for the advancement of life. The university, in the preparation of its development plans, programs and projects, makes use of new knowledge that researches generate. Its ultimate goal is to develop a strong research culture in the university for the enhancement of the quality of life of people across Asia and the Pacific.

The University Research Goals and Objectives As a state university, CNU has as one of its major functions to promote and develop researches for knowledge generation and the improvement of life. The university research activities aims to attain the following goals: creating a transdisciplinary dialogue between the academia and experts from outside in achieving the university’s development goals and promoting collaborations in research; advancing the frontiers of knowledge through the generation and dissemination of research results; and, building a culture of excellence in research in collaboration with institutions and organizations across Asia and the Pacific. These goals will be attained through the identification of research priorities in line with the university’s research program/s and the regional/national development thrusts; the generation of publishable research outputs that are responsive to the national millennium goals and promote development and production; the promotion of research linkages with private-public, foreign and domestic agencies or organizations as media of research collaboration, dissemination and utilization.

CNU DEFINITION OF TERMS The research operations of the university utilize terms which need to be defined for uniformity of interpretation. Academic freedom - A professional autonomy of faculty members and staff to pursue knowledge in investigating relevant phenomena which include scientific queries which revolve around the research thrust provided by the university. Awards – Merit afforded to the researcher/s whose output/study has an exemplary contribution to the society. This may be obtained in different forms such as publication awards and paper/poster presentation incentive awards. Best Research Award – It is an incentive in the form of cash/honorific awards for exemplary researches that have a significant contribution to the institution and to the educational system in general. Publication Award – It is an incentive granted to researcher/s whose output is published in a refereed journal. Commissioned Research – It refers to research topics specifically recommended by the university president which faculty or staff researchers undertake either from the proposal development or data-gathering phase until the completion of the project. This project will also be funded by the university. Externally-Funded Research – It refers to research projects funded by agencies other than the university. Institutionally-funded research –It refers to a research project developed out of the research priorities of the university and funded by the university. Project personnel – Any university faculty member and staff researcher undertaking a research project. One serves as a leader; the rest are members. Research Agenda – These are major goals which help and orient researcher/s toward a production of a well-defined research project/s. These are basic guides in formulating research thrusts and priorities among the colleges whose areas are drawn from education, poverty alleviation and health promotion, environmental sustainability and global partnership and development which will collectively address concern for human beings. Research Dissemination and Utilization – This phrase refers to the presentation of research output/s in local, national or international fora which may be attended by the faculty members, students and invited guests who may have interest in the research outputs. Likewise, research outputs may be published in the CNU Journal of Higher Education and other accredited academic journals.

CNU Research Ethics – It is the application of moral rules and professional codes of conduct in the collection, analysis, and publication of research. Research Incentives – It is a special privilege granted to faculty/personnel who undertake research which comes in the form of honoraria or equivalent research loads. Honorarium - It is a form of remuneration for gratuitous services beyond the minimum/regular workload of an individual whose broad, superior knowledge, expertise or professional standing in a specific field contributes significantly to scientific and technological research and development. Research Load – It refers to the faculty teaching equivalent per research project based on the faculty researcher’s role in the conduct of the project per computation. It is otherwise known as release time commensurate to the scope of the research project which is initially approved by the URC. Research Project – It is a specialized study which gives interest to the researcher/s which can contribute to the development of the global enterprise. Research Unit – It refers to the academic departments or colleges in the university such as the College of Nursing, College of Teacher Education, College of Arts and Sciences and the Non-Teaching Personnel. CNU THE UNIVERSITY RESEARCH ADMINISTRATION AND ORGANIZATION CNU has as its governing body the Board of Regents (BOR). The administration of the university and the exercise of its corporate power reside exclusively in the Board of Regents and the University President insofar as they are authorized by the Board. The Office of the Vice-President for Academic Affairs supervises the academic, research and extension activities of the university with their respective heads of offices. However, research activities can be placed under the supervision of the Vice-President for Research if and when such a position has been created. The University Research Council (URC) By virtue of R.A. 8688 known as the CNU Charter, the research activities of the university are governed by its Research Council, currently known as the University Research Council or URC (CNU University Code of 2001). The University Research Council (URC) shall form plans, policies, guidelines, rules, and regulations governing research activities subject to the approval of the Board of Regents (BOR Resolution 99, series of 2009). The URC operates at the university level as a policy-making body and advisory to the University President. Its duties are: 1. It determines or recommends whenever appropriate policies, standards and rules relating to planning, implementation and evaluation of research programs; 2. It periodically revisits research thrusts or directions; 3. It reviews and recommends policies concerning research personnel; 4. It approves research projects and prioritizes implementation as necessary; 5. It serves as a forum for discussion and deliberation on matters pertaining to issues on research. CNU Specially-Formed Committees

The CNU-Journal of Higher Education (CNU-JHE) Editorial Board The official research publication of the university is the CNU- Journal of Higher Education (CNU-JHE). The CNU -JHE Editorial Board consists of one Editor-in-Chief, two Associate Editors and a Managing Editor. The Editor-in- Chief and Associate Editors are designated based on their qualifications and their national and international publication track record for the last 5 years and other qualifications stated in the CMO 13, s. 2009 or the Journal Accreditation System (JAS) and the managing editor is the Director for Research and Development or the Vice-President for Research as the case may be. The CNU Institutional Review Board (CNUIRB) The CNU Institutional Review Board (CNUIRB) is designated to approve, monitor, and review biomedical and behavioral researches involving humans with the aim of protecting the rights and welfare of the research subjects. This committee serves as the watchdog of the university which performs critical oversight functions for research conducted on human subjects that are scientific, ethical, and regulatory. Composition 1. The CNUIRB is composed of five members to be designated by the university president; they will be composed of the chair, the secretary and three (3) members. 2. The members must have enough experience, expertise, and diversity to make an informed decision on whether the research is ethical, informed consent is sufficient, and appropriate safeguards have been put in place. 3. If the CNUIRB works with studies that include vulnerable populations, the CNUIRB should have members who are familiar with these groups. It is common for a CNUIRB to include an advocate for prisoners when considering research that involves them. 4. The CNUIRB should include both men and women, as long as they aren't chosen specifically for their gender. 5. Not all of the members of the CNUIRB must be of the same profession to ensure that research protocols are reviewed from different perspectives. 6. The CNUIRB must include at least one person who is not affiliated with the institution. 7. IRB members may not vote on their own projects. 8. The IRB may include consultants in their discussions to meet requirements for expertise or diversity, but only actual IRB members may vote. 9. In order to vote on a proposal, more than half of the members of the board must be present. There are exceptions for expedited review, where only the chair of the committee or a designee reviews research.

CNU Functions of the CNUIRB  





Require all faculty members and graduate students who will conduct research that involves human participants to submit a complete description of the proposed research using the CNUIRB Protocol Submission Overview. Review all researches submitted by faculty members and graduate students that involve human participants to assure, both in advance and by periodic review, that appropriate steps are taken to protect the rights and welfare of humans participating as subjects in a research study. Assess the ethics of the research and its methods, to promote fully informed and voluntary participation by prospective subjects who are themselves capable of making such choices (or, if that is not possible, informed permission given by a suitable proxy) and to maximize the safety of subjects once they are enrolled in the project. Approve or disapprove the implementation of the research project or withhold approval of the implementation of the study pending modifications or changes to protocol or the consent procedures. Other Committees

As it deems necessary, the URC may form other standing committees to study important issues not covered by existing committees. OFFICE OF THE DIRECTOR FOR RESEARCH AND DEVELOPMENT/ Center for Research and Development (CRD) The Office of the Director for Research and Development is currently known as the Center for Research and Development (CRD). This Office or center is mandated as the CNU’s in-charge for research programs. This is currently directly supervised by the Vice President for Academic Affairs and is headed by a director. The center serves as a coordinating office for all research activities in the university including those that are cosponsored by other agencies. The CRD initiates the implementation of the university research thrust and agenda to which the colleges anchor their own. The CRD, in the event of the creation of an Office of the Vice-President for Research, shall be supervised by the Vice-President for Research and shall be directly under the governance of the University President. The CRD also serves as a databank for research, instruction and extension for the university, as well as for other government and non-government agencies.

The Center for Research and Development is tasked to do the following as stipulated in the University Code of 2001: 1.

The CRD is assisted by the Research Educations Specialists who take charge of the implementation, monitoring and evaluation of research projects of the university. The CRD shall adopt an inter-unit, inter-disciplinary, multifunctional and interagency strategy in understanding and implementing research activities. Research projects/proposals shall be in accordance with the established criteria and priorities set by the URC to be approved by the Administrative Council and confirmed by the BOR.

CNU CRD Supervised Units and Personnel Education Research Specialist The education research Specialists are expected to conduct researches specifically on science and technology, provide technical assistance on research for faculty and student mentoring, monitor research project proposals and implementation, prepare the statistical bulletin of the university and do other related work assigned by the Director of the CRD ( or the Vice-President for Research upon approval of the new university organizational structure).

College Research Units and College Research Coordinators (CRC) Each college is considered a research unit and is headed by a College Research Coordinator. Each unit is considered a research center and shall decide on its research thrusts and projects in coordination with the URC. Hence, a name can be given to each college research unit in line with its thrust. The CRD oversees the three existing college research units from the College of Teacher Education (CTE), College of Arts and Sciences (CAS) and the College of Nursing (CN) and the other units that shall be created as the need arises subject to the approval of the Board of Regents. Each college research unit is directly supervised by the College Research Coordinator (CRC) who must be competent in carrying out responsibilities pertaining to the research goals and objectives of each unit. The CRC is appointed by the University President, upon recommendation of both the College Dean and the Director of the Center for Research and Development or its equivalent. The CRC shall be designated based on relevant criteria: a) has served the university as a permanent faculty member for at least one (1) year; b) must have completed at least one (1) research project (excluding thesis and dissertations) in his/her field of specialization in the last two (2) years, either as sole researcher or as a coresearcher; and c) must have published at least one research in a peer-reviewed research journal, either as sole author or co-author, in the last three (3) years. In cases where no faculty member in the College would qualify for this criterion, the Dean of the Unit and the Director of the CRD should unanimously recommend any faculty member who could best perform the responsibilities of the RUC. It is only when NO ONE from the faculty of the respective college/unit has published a study in a peer-reviewed research journal that this criterion could be waived. The College Research Coordinator (CRC) has a faculty teaching equivalent of a six (6) -unit teaching load (University Code of 2001). The CRC’s are designated with the following tasks: 1. Serve as members of the University Research Council: 1.1. Attend all URC meetings;

Participate in the evaluation and approval of research proposals submitted for internal funding, or recommends research proposals to external funding agency/ies: 1.2.1. based on recommendations and comments of external referees who are experts in the field in relation to the research proposals submitted; and 1.2.2. based on the recommendations of the line item budget and study duration as per evaluation by the CRD staff; 1.3. Participate in the deliberation, selection and approval of research projects for existing incentives and awards as recognition of excellent performance relating to research projects and publications, in accordance with existing university policies; 1.4. Participate in the discussion, deliberation, creation and recommendation of research resolutions and policies, which will be submitted for approval by the Board of Regents; 1.5. Participate in the discussion, deliberation and decision on issues raised by constituents from the academic units. 2. Facilitate research projects of the college: 2.1. Conduct initial evaluation of research proposals based on the following items: 2.1.1. The topic of the proposed research must be in line with the current thrust of the college; 2.1.2. The proposal must contain all the sections/parts required for funding evaluation as prescribed by the CRD; 2.1.3. The proposal should follow the standard in-text citation and bibliographic format; 2.1.4. The line item budget must be reasonable, relative to the activities proposed; and 2.1.5. The study duration must be reasonable, based on the rubric adopted by the university. 2.2. Initiate college or unit proposal hearings, in consultation with the dean and the Research Director; secure support from the CRD staff-in-charge in relation to the preparation and conduct of the college proposal hearing; 2.3. Recommend research proposals to the CRD for external evaluation, and coordinate in the revision of the research proposal when necessary; 2.4. Facilitate the preparation and signing of MOA of the research projects approved by the University Research Council; 2.5. Provide updates to constituents on the status of the research proposals submitted; 2.6. Follow up and monitor on-going research projects: 2.6.1. Project implementation of the activities must be time-based on the GANTT chart approved by the URC; and 2.6.2. Required progress report of the projects must be submitted to the CRD based on the reflected schedule of submission as approved by the URC; and 2.7. Follow up the submission of terminal reports and other requirements with regard to of the completed research projects. 3. Participates in the preparation and implementation of all CRD activities to include, but not limited to symposia, trainings, workshops, seminars and other related

activities, with the college or unit (especially with the dean and all faculty members); Maintain records relating to research activities and research projects of the college which he/she is coordinating; and Submit a quarterly report to the CRD through the director including necessary attachments such as documents, transmittals, pictures, etc.

CNU STRATEGIC RESEARCH DIRECTIONS OF THE UNIVERSITY The university’s researches are built on the principles of knowledge generation, sharing and utilization towards sustainable development and responding to the internationalization and globalization challenges as befits an institution of higher learning. Policies emanating from these directions should focus on striving towards excellence in basic and applied researches, while encouraging interdisciplinary and collaborative orientation. To concretize the research directions of the university, the University Research Council has developed strategic approaches: 1. Develop research areas and themes based on the Millennium Development Goals, National Higher Education Research Agenda, and the Central Visayas Regional Development Research Agenda as foundations for knowledge generation; 2. Provide venues for knowledge sharing and transfer, both local and international; 3. Establish a mentoring system to mold and guide budding and promising researchers and scholars; and 4. Encourage interdisciplinary and collaborative research endeavors. The different colleges could adopt any of the following strategic research areas: 1. Pedagogy and Educational Technology 2. Computational Sciences and Cutting-Edge Technology The Research Agenda Formulation The university formulates its agenda in a highly participatory process which involves internal stakeholders (administrators, faculty, students) and external stakeholders (involving relevant agencies like CHEd, DOST, DepED, DOST and others; alumni, parents and other NGO and GO partners in the local, regional or national levels). The eight Millennium Development Goals (MDG) provided the basic guide in formulating the university agenda. The National Higher Education Research Agenda, the Central Visayas Regional Development Agenda and the university vision and mission were also utilized in determining specific research thrusts and priorities. Four major areas were drawn from these sources, namely: education, poverty alleviation and health

CNU promotion, environmental sustainability and global partnership and development, which will collectively address concern for human beings; hence, the university agenda on Human Development Studies. The university research agenda is created, reviewed and/ or revised every 5 years through the involvement of internal and external stakeholders. The research agenda formulated with the stakeholders shall further be deliberated by the University Research Council for recommendation to the Academic Council which in turn will recommend its approval to the Board of Regents. CNU TYPES OF RESEARCH IN THE UNIVERSITY Research is a scientific inquiry or investigation of the various phenomena confronting human and community development aimed at theory testing, generation of new knowledge, or application of new discoveries. The types of researches in the university are defined by its various academic disciplines which range from education, social sciences, behavioral sciences, sciences, mathematics and health. The following are the types of researches in the university classified according to nature, scope and fund sources. CLASSIFICATION OF RESEARCH According to Nature Pure Research or Basic Research. Refers to a type of research undertaken to acquire new knowledge without any particular or specific application or use in view. Applied Research. Refers to investigations done to acquire new knowledge primarily directed towards application or use. According to Scope of Activity Research Program. Refers to a group of interrelated or complementing projects usually requiring an interdisciplinary or multidisciplinary approach to meet specific goal(s) within a specific time frame. Usually consists of at least two projects. Research Project. Refers to a component of a program to meet the objectives to be accomplished within a specified time frame. It consists of only one study. According to Funding Source Institutionally-Funded Research. Refers to a research project developed out of the research priorities of the university and funded by the university. Commissioned external research refers to a research project designed and implemented by external researcher/s based on the prioritized research agenda established by the university. A Commissioned external research grant is launched by the university to support priority research that is innovative and catalytic, and that provides information that could be used for management purposes. It also seeks to strengthen applied and multidisciplinary research on education and its related fields for the purpose of advancing knowledge that is directly relevant to society and resource management.

CNU RESEARCH OPPORTUNITIES IN THE UNIVERSITY The university encourages every faculty member and staff member to conduct research or be involved in research-related activities for which they can avail themselves of the university research programs and priorities. He or she can avail himself of the research grants from the university or from external granting agencies.

Institutional Research Grants Institutional Research Grant. Researches conducted by the faculty and staff that can make use of institutional grants in research either using the pre-paid or post-paid scheme. Research projects under the pre-paid scheme consider two schemes of payment from the approval of the proposal and the completion of the study up to the submission of a publishable output; while in the post-paid scheme, the completed research can be given funding as long as it has been published in accredited research journals. Commissioned Research Grant. It is an institutionally funded research project which covers research projects specifically commissioned or recommended by the university in which faculty, staff or persons outside the university may undertake. Research Paper Presentation Grants. Faculty and staff with completed researches are given funding assistance for travel and attendance in scientific paper conferences as paper or poster presenter. Externally-Funded Research The university has been a recipient of research fund grants from the Commission on Higher Education, Department of Education and other external agencies. It has government and non-government partners for research and research-related activities. Professional Researches Faculty members and staff can conduct researches for professional development without commensurate funding from the university nor an equivalent research load. The submission of a completed research requires an internal refereeing of the project before the Director of Research (or his a person with an equivalent position) can issue a Certificate of Completion.

CNU PROCESSING OF RESEARCH PROJECT PROPOSALS AND RESEARCH GRANTS The Center for Research and Development (CRD) facilitates the processing for approval and funding for proposals for research and research grants submitted. These processes are illustrated in this section.

Call for Proposals The research programs and priorities of the university and the external funding agencies provide the bases in developing the research proposals. Researchers prepare proposals along these mandates and submit proposals to the appropriate offices. The Call for proposals will be posted at least two months before June and December of each year. Research Proposals for Institutional Research Grants A call for application and approval of proposals is done twice a year by the CRD. The deadline for Research Proposal submission is May 15 and November 15 each year; the review of proposals is done every June and December and the initial implementation of the research is immediately after the Notice to Proceed is issued. The release of funds is done based on the approved Schedule of Deliverables and Tranche Releases (SDTR- Appendix E). The proposals submitted follow the prescribed format and other attachments (Appendix A-1) Institutional Research Grants Under the Pre-paid Scheme 1. The CRD issues a call for proposals annually based on the university research agenda. 2. Individual or group research proponents prepare a copy of the research proposal based on the approved format (Appendix A) and submit it to the College Research Coordinator (CRC) for the initial review. 3. The CRC, in coordination with the CRD, facilitates/organizes a proposal review with at least two (2) external evaluators. The proposals shall be evaluated based on (a) quality assessment of the content (Appendix D) , (b) fund allocation (Appendix B) and man-hours requirement for the research project (Appendix C). The selection of the external evaluators is based on content expertise, technical research expertise and publication experience. 4. After the proposal review, this will be returned to the proponent/s for revision and development of a full-blown proposal. The University Research Council (URC) will convene to deliberate on the research proposals based on the evaluation of the external referees and decide whether the research proposal merits funding. . The URC will evaluate the funding appropriate for each approved research proposal based on the criteria for budgeting as approved by the BOR (Res. No. 99, S. 2009). 9. The CRD informs the proponents whether the proposed project has been approved or not. 10. The CRD processes the Memorandum of Agreement for approved research projects with the corresponding attachments. 11. The finance office will prepare and release the appropriate research funding. Institutional Research Grants Under the Postpaid Scheme This Institutional Research Grant utilizes a post payment scheme which is applicable to those completed researches that have not received funds either from the university or from external agencies. The payment will amount to Fifty Thousand Pesos (P50, 000.) These completed research projects have helped the university in attaining its vision of becoming a mutidisciplinary research university education. In order to maintain the quality monitoring of these completed projects, the following criteria are set to determine which projects shall qualify for this scheme: 

The research project has not received funds from the university or other external agencies;



The completed projects have been accepted for publication or have been published in a refereed, accredited or ISI/ Thomson-Reuters Indexed research journal. Theses and dissertations are not included.

Institutional Research Grants Under Commissioned Researches The University Research Council (URC) shall create a technical working group (TWG) duly approved by the University President which shall be composed of faculty experts in identified areas in which researches should be enhanced. The TWG shall formulate the priority research agenda and the description of the research project to be commissioned with specific research topics per agendum and the corresponding budget per proposed research project as bases for the commissioned research grants. These shall be submitted to the Board of Regents for approval. Research Project Proposal a) Scope of Work The research proposal should focus on the research problem applied for in the commissioned research. b) EligibilityThe principal investigators and members of the teams should meet the following criteria: a. Demonstrable credibility and capacity to conduct research on the selected topic.

Educational background: The principal investigator should have attained an education level of at least masters degree and has established a track record in research on the field where the commissioned research belongs for the last three years. c. The research team should include a faculty member from the Cebu Normal University in the college under which the commissioned project is classified. Duration and Funding The maximum duration for activities supported under the commissioned research grant program is one (1) year. The total funds request should not exceed Php 200,000.00. However, proposals with less than the maximum amount are encouraged. The URC with the TWG, shall determine the acceptability of the duration and funding per commissioned research project. Funding per project shall be released based on three tranches: first tranche: 50% of the approved budgetary contract (ABC); second tranche: 25% of the ABC and third tranche: 25% of the ABC. The tranche releases shall be accompanied with scheduled deliverables prior to each tranche release. Internal and External Review of Submitted Proposals An internal review of the submitted proposals shall be done by the TWG with the following criteria to be considered: a) track record or competence of the proponents; b) technical quality; c) dissemination and utilization of results. This shall provide shortlisting of submitted proposals. The URC Director/ VP for Research will send shortlisted proposals for commissioned research to at least one external expert in the field for his assessment. The external expert will review the proposals using the same criteria. In addition, external reviewers will be asked to make a judgment as to whether the proposal is acceptable or unacceptable. Double-blind review shall be utilized. Call for Proposals and Awarding of Commissioned Projects The description of the Commissioned Research Project will be posted by the URC for 15 days in the university website and the latter shall send invitations to universities and agencies within and outside the region which are who is believed to have the human resources for the research projects to be commissioned. Competitive alternative bidding shall determine who shall be awarded the project subject to the provisions of R.A. 9184 (Limited Source Bidding Competitive; RA 9184, Sec. 49). The successful commissioned proposals will also be posted, along with the assessments of the TWG and the anonymous external reviewers. APPLICATION FOR EXTERNALLY- FUNDED RESEARCH GRANTS The university encourages the submission of research proposals for external funding agencies. However, initial review of proposals is done on the university level before it is submitted to appropriate agencies. The focus of the research proposal follows the thrusts and priorities in research of the funding agency. The proposal format shall follow the prescribed format by the funding agencies. Any member of the faculty may conduct a research project without asking for financial assistance from the university or any funding institution. If and when he or she decides to publish or present his or her research output, the full-blown paper shall be submitted to the URC for internal and external

The insurance is a requirement prior to actual field data gathering.

RESEARCH PAPER PRESENTATION GRANT A university protocol for a research paper presentation grant applies to research papers to be presented either in oral or poster form in conferences in or outside the university which require financial assistance for travel, conference registration and/or approved official time. This further applies to either funded or non-funded research projects as long as other conditions are requested. General Guidelines a. All research papers to be presented (either in oral or poster forms of presentation) outside the university have to go through the process of internal peer reviewing and/or external expert review prior to their submission to conference organizers. Internal peer reviewers are the CRD Education Research Specialists and the CRD Director , provided they have expertise in the field of study and have published papers in international and national refereed journals or recommended faculty members who have the same research qualifications. External experts reviewers will be invited among reviewers from other universities or agencies who are expert in the field of the research study to be evaluated and have published papers in

CNU international and national refereed journals within the last five years. b. For institutionally-funded, externally-funded and /or commissioned research projects, permission from funding agencies must be acquired before these can be submitted for presentation in conferences. For institutionally-funded researches, the president’s approval for presentation is enough evidence for permission to present the paper. c. For personally-initiated research projects which do not require funding assistance from the university, faculty proponent/s is/are requested to inform the CRD through a written notice of the planned study prior to its implementation, or at least submit a copy of the publishable paper to the CRD after the conduct of the study. Through this, the CRD can submit the publishable paper for internal peer review and/or external expert review to prepare the paper for submission for presentation or publication. After the review, the author/s is required to comply with the recommendations for improvement before the CRD can recommend the paper for presentation. d. For a research project which was not funded by the university and has not been reviewed either by peer or external experts but was accepted for presentation by respected conference organizers, the author who will present the paper may be granted approved official time. Other authors of the project may be given the same privilege subject to the discretion of the President. However, if the author wishes for full financial assistance during his/her attendance in the conference (travel expenses, registration, per diem), the paper has to be internally peer-reviewed and/or externally reviewed by experts and compliance with the recommendations for improvement of the paper must be done before approval can be granted. e. Financial assistance during the attendance in conferences for paper presentation may include travel expenses, per diem and/or official time subject to the approval of the president and the availability of funds. Official business or official time can be granted only to the author who will present the paper; however, non-presenting author/s may be granted the same privileges subject to the approval of the president. Specific Guidelines in Requesting for Recommendation and Approval of Funding Assistance and /or Approval of Official Time a. The faculty members requesting for endorsement of his/her research paper for oral/poster presentation(s) submits/s a letter of request addressed to the President, with the recommendation for approval from the Dean, Director for CRD and VP for Academic Affairs. The Dean will signify that the faculty member has been allowed to make special arrangements regarding instruction and is being recommended to attend the conference; while the Director for CRD will signify that the full paper to be presented (either oral or poster) had been reviewed. b. The requesting faculty member has to attach the following documents:

Acceptance Notice from the Conference Organizer(s) where the research paper(s) will be presented (oral or poster); b.2. for oral presentation, a copy of the full paper in standard publishable format; for poster presentation, lay-out of the textual content to be reflected in the poster; b.3. printed conference brochure, including URL address (Note: Incomplete application will not be processed by the CRD) c. If and when the research paper for presentation has already been externally reviewed through the CRD, there is no need for re-evaluation or re-submission of the paper for external refereeing for research papers submitted and accepted for presentation which have already been peer reviewed as part of the conference mechanism, peer or expert review will not anymore be done as long as the author/s submit/s the referees’ or reviewers’ comments as evidence of the review mechanism. d. The final endorsement of the application for oral/poster presentation will be done by the Vice-President for Academic Affairs upon recommendation by the Dean and Director for CRD. e. The University President has the final authority to approve or disapprove the applications.

Hiring of Project Personnel The following hierarchical levels, duties and responsibilities shall serve as guides in determining the personnel to be designated in the project: A Project Manager/Project Director or equivalent who plans, directs and coordinates the activities of a special project and the efficient allocation and utilization of a project’s physical, financial, manpower and technological resources to ensure that the project’s objectives and targets are accomplished. A Research Team Leader heads a group of Technical Staff who is assigned is to a project component. He may devise his own plans, methods of approach, guidelines and procedures consistent with the overall project objectives. The Team Member/Technical Staff member performs the simple phases of a project which are subject to technical review and is answerable for the correctness, technical adequacy and reliability of deliverables. The Administrative Staff renders a administrative and support services to a project, including but not limited to personnel, financial, records and supply management and other auxiliary services.

CNU Authorship of Research Projects Research projects can either be of single authorship or co-authorship. In research projects with more than one author, a maximum of three (3) authors is allowed. If and when an author has already been designated as Project Leader or Team Leader, he/she can be a co-author in other studies but he/she should not be the Project Leader or Team Leader in other studies granted within the same year. One author can only be a project team leader once and member of at least two (2) research projects at the same time.

CNU Conducting the Project Upon approval of the proposal, the researcher and the funding agency shall enter in to a MOA / MOU for the project. A Notice to Proceed is issued and the researcher(s) implement(s) and complete(s) the research project within the approved time. The release of funds per tranche is observed. Procedures for the Purchase of Supplies and Equipment All office supplies and materials for projects shall be purchased or withdrawn from the Supply Office in accordance with the approved requisition and issue voucher (RIV). Purchases made outside for a single item amounting to P1,000 or more requires the following: 1. Three instances of canvassing of the supply/material from different sources; 2. Property inspection report from the supply officer; 3. Original copy of the dealer’s invoice showing the quantity, description of the articles, unit and total value; and/or official receipts. The project leader prepares a requisition form, which contains the desired specifications of the equipment and the quantity of the item. At least three (3) suppliers are invited to submit their quotations, which the bidding committee studies. Purchase negotiations are handled by the Purchasing Section/Supply Office. The supply officer inspects all purchased equipment. A memorandum receipt (MR) is preferred to signify the project leader’s responsibility over the equipment receipted to him. Equipment purchased for the project is considered the property of the university and must be surrendered by the project leaders upon completion of their respective projects. The Supply Officer is authorized to retrieve the equipment. Traveling Expenses These include expenses incurred in the movement of persons employed in the government, such as transportation, subsistence, lodging and travel per diems; the hiring of guides or patrol; airline fares; tips, transfer, etc. of persons while traveling outside the official station; charter of boats, launches, automobiles, etc.; noncommutable transportation allowances, road tolls, parking fees, and all other similar expenses. Not included in this account are supplies used in the operation. Before starting on an official trip, the official or employee concerned shall prepare a detailed itinerary of travel to be approved by the University President. The traveling allowances of government officials and employees shall be inclusive of per diems, daily allowances, incidental transportation, and other related expenses while in the field. The allowance rates shall be in accordance with existing rates and do not require receipts.

CNU Transportation expenses for travels between cities/municipalities may be charged separately. A certification of appearance signed by the party being visited must be submitted along with the liquidation, certificate of travel completed, actual itinerary of travel, and copy of approved travel order. Unsettled travel funds shall be the responsibility of the project staff and the project leader. No further travel funds/request shall be approved and released unless previous ones are settled first. Cash Advances/Reimbursement Project leaders are entitled to withdraw cash advances to cover project expenses. No further cash advances shall be allowed unless the previous cash advance is fully liquidated. Other project staff members or project leaders may also use their personal funds to travel or to purchase needed materials. Such expenses may be reimbursed by following standard procedures, provided they do not exceed the approved line-itembudget. Release of Research Project Funds The budget allocation per project under the university research grants is pegged at a maximum of TWO HUNDRED THOUSAND PESOS (Php 200,00.00) and a minimum of FIFTY THOUSAND PESOS (Php 50,00.00) per BOR Resolution No. 99, series 2009. The total budget allocation shall be based on the approved budgetary allocation of the project. For externally-funded research projects, the approved budget per project will be disbursed in tranches.

Funds shall be released in accordance with the approved line item budget (LIB) of the project, terms of references (TOR- See Appendix F) and schedule of deliverables and tranche releases (SDTR), provided there are no outstanding cash advances and depending on the availability of funds of the implementing unit. The schedule of tranche releases will be 50%-50% for institutionally-funded research projects, specifically those falling under the pre-paid scheme. For the post-payment scheme, payment will be done on a one-time basis. For externally funded researches fund releases will be based on the SDTR as stipulated in the MOU/MOA. Expected deliverables reflected in the SDTR and progress reports shall be required for succeeding releases of funds. Further cash advances shall be allowed only if the previous cash advance is fully liquidated. Realignment or reprogramming of the line item budget is allowed as long as it is within the approved amount of the project.

Research Project Monitoring The CRD shall conduct a project audit any time during the implementation of the project study to assist the researchers and identify needs and problems. Monitoring of the project’s progress will be done at least twice during the research period in coordination with the RUC. Reports on the progress of the on-going research project shall be submitted within the specified time stipulated in the Schedule of Deliverables and Tranche Releases (SDTR- See Appendix E).

CNU Request for Project Duration Extension Failure to complete the research on the due date may require a researcher to extend the project duration. In cases where there are such requests, the request will be deliberated on by the URC and an approval from the University president is required. The disapproval of such a request obligates the researchers concerned to refund the entire amount allocated as used for the research project within the same time frame as the duration of the project through direct re-payment or salary deductions as approved by the university president. Request for Changes in Research Project Leadership or Members The researchers are required to write a letter specifying their concern to the CRD and the CRD endorses the same to the URC for deliberation. The changes in leadership and membership in team research are allowed for researches funded by CNU. For externally-funded researches, the authors have to follow the guidelines of the agency. Research Project Evaluation Completed research outputs or terminal reports shall be submitted in two copies to the CRD following the prescribed format. Researcher/s is/are also required to submit a publishable abstract of the study for evaluation. Terminal reports or completed outputs shall be evaluated by the Center for Research and Development. Completed research projects are reviewed by internal and external reviewers. Completed studies are to be presented in the University Research Congress for evaluation and feedback. All information and reports arising from the research activity shall acknowledge the contribution of the host institution. Researcher/s is/are given the right to publish their findings regarding the research provided that they acknowledge the contribution of the host institution. Selection of Evaluators The external evaluators of both the research proposal and the completed research project are recommended and chosen from the pool of evaluators in research to the University President for approval. The selection of evaluators considers the expertise of the evaluator based on the research topic to be evaluated, technical research expertise and publication experiences. Review of Research Projects The review of research projects is done semi-annually for proposals every June and December of each year and evaluation of completed projects is done upon the submission of report is completed. The review of proposals will be done either in an inhouse review with two external reviewers or evaluation of proposals by two external reviewers via on-line or slow mail. Evaluation of completed research projects will be done by two external reviewers and by presentation of papers in the research congress initiated by the university.

CNU The CRC of every department will coordinate with the CRD for the scheduling of an in-house review. In case a joint review cannot be done due to difficulty in arranging the schedules of external evaluators, the proposals or completed projects can be sent to the respective evaluators and a request for the written report of the evaluation be addressed to them. The same procedure will be applied to externally-funded research projects. However, for externally funded projects, as soon as the project has been completed, the evaluation can be done any time to allow flexibility with regard to the differences in policies between CNU and the funding agencies.

CNU RESEARCH INCENTIVES Research has been recognized as an important drive towards academic development. In the conduct of research, only few faculty members and staff members venture in to this field due to its demanding nature. The recognition of the efforts of our researchers has been given less attention; hence, to improve research productivity and development, incentives are provided for the researchers.

Research Load Equivalence

If research is of great priority and the work load entails so many man hours, the researchers may be given an equivalent research load upon recommendation by the college dean and approval by the university president. Faculty members who could not avail themselves of research load credits are entitled to honoraria. The research load equivalency of the researchers shall be based on the computed man-hour requirement per research task with the following equivalency formula: NETU= Number of equivalent teaching units per research man hour 18 hours/unit = standard number of hours per unit of teaching NMR = number of man-hours needed for research as approved IFRO = Individual Faculty Research Overload NF = number of faculty members involved in the research 1) NETU = (NMR x 1.5)/18 2) IFRO = NETU/NF Ex. Suppose the approved research man-hours of a project is NMR=120 hours and there are NF=2 faculty members involved in the project: NETU = (120 x 1.5)/18 = 10 units overload IFRO = 10 units/2 = 5 units research overload per faculty member Note: A Table of Man-Hour Requirements Per Research Task is appended for reference. The research load equivalency will also depend on the role of the researcher/s in the team with the following distribution: 60% of the total NETU shall be provided for the study leader per project, or project leader for the total project NETU and the remaining 40% will be distributed to the project or study members.

CNU Honoraria

The rates of honoraria shall conform to the schedule and guidelines formulated by the National Research and Development System of the DOST or DBM Circular 02, s. 2007, whichever is applicable. See Appendix I for DOST-based honoraria. Researchers for commissioned researches shall avail themselves of the honoraria based on their proposed line item budget (LIB). For externally funded research projects, the researchers shall enjoy the monetary rates stipulated by the funding institution or agency. Moreover, he shall enjoy the non-monetary benefits afforded by the university to faculty and staff undertaking a project. Note: Faculty and non-teaching personnel who undertake research are given the option to choose either honoraria or research load equivalency. Awards Doing research is tedious, but a fulfilling task. While much has been written about the contribution of research in various fields, the potential incentives that researchers could reap not only in doing research but also in the privilege of disseminating their research outputs (through oral or poster presentations) per se have not been given adequate emphasis. The incentives that may be obtained in research may come in different forms such as publication awards and paper/poster presentation incentive awards. The aim of these awards is to duly recognize researchers in various fields and disciplines, thus heightening the research spirit and enthusiasm and consequently producing an environment conducive to more meaningful and useful researches. Executive Order 292, Book V provides the legal basis in giving these incentives. Section 2 states that the incentive awards are provided to encourage creativity, innovativeness, efficiency, integrity and productivity in the public service through the employees’ suggestions, inventions, superior accomplishments and other personal efforts that contribute to the efficiency of the institution. Section 4.a places research accomplishments as the idea type contribution, which shall refer to an idea, suggestion or an invention for improvement that benefits the government. The proposed monetary incentive award for research publication and presentations is based on Section 7.h, which states that a monetary award is granted to employees whose contributions in terms of suggestions or performance functions results in monetary savings and intangible effects contributing to the welfare of the of the institution. Awardees will receive cash incentives and plaques of recognition from Cebu Normal University. Incentives are awarded subject to availability of funds. The awards are as follows:

CNU Best Research Award The URC shall provide for honorific or cash awards for exemplary researches that have significant contribution to the institution and to the educational system in general. The awarded researchers may be a sole author or a team of researchers. There shall be a selection for the best research in each college and finally in the university. Criteria shall be based on: originality, recognition from other agencies, research publication, contribution to institutional development. The awards shall consist of a cash incentive of P40, 000 and a plaque of recognition. Interested researchers can send their applications with the supporting documents to the CRD.

Publication Award Any research output published in a refereed journal will be given the publication award. A National Publication Award will be given to papers published in journals accredited by CHED-JAS. The Publication Award includes a cash incentive and a plaque of recognition from the university. Oral or Poster Presentation of Researches Incentive Research papers that are orally presented in research conferences entitle the researchers to incentives: P 50,000 for international ( outside the Philippines) and P 15,000 for national. Researches which are included in poster presentations in research conferences outside the Philippines are entitled to P 25,000 for international conferences and P 10,000 for national conferences. These incentives are provided in cases where research paper or poster presentations either in international or national conferences are not funded for transportation, per diem and registration by the university. These incentives shall not be applicable if travel funding and registration are provided for by the

CNU ACADEMIC FREEDOM AND INTELLECTUAL PROPERTY RIGHTS This provision of the manual is provided to maintain ethical standards of practice in research, to protect the dignity, rights and welfare of research participants, both subjects/respondents and researchers, and to provide reassurance to the public that such is being done. All researches being conducted by the university’s faculty and staff must undergo an ethics review by the CNU Institutional Review Board (CNUIRB) duly created and approved by the Board of Regents. The CNU Institutional Review Board (CNUIRB) The CNU Institutional Review Board (CNUIRB) is designated to approve, monitor, and review biomedical and behavioral research involving humans with the aim to protect the rights and welfare of the research subjects. This committee serves as the watchdog of the university which performs critical oversight functions for research conducted on human subjects that are scientific, ethical, and regulatory. Composition 10. The CNUIRB is composed of five members to be designated by the university president; they will be composed of the chair, secretary and three (3) members. 11. The members must have enough experience, expertise, and diversity to make an informed decision on whether the research is ethical, informed consent is sufficient, and appropriate safeguards have been put in place. 12. If the CNUIRB works with studies that include vulnerable populations, the CNUIRB should have members who are familiar with these groups. It is common for a CNUIRB to include an advocate for prisoners when considering research that involves them. 13. The CNUIRB should include both men and women, as long as they aren't chosen specifically for their gender. 14. The members of the CNUIRB must not be all of the same profession to ensure that research protocols are reviewed from different perspectives. 15. The CNUIRB must include at least one person who is not affiliated with the institution. 16. IRB members may not vote on their own projects. 17. The IRB may include consultants in their discussions to meet requirements for expertise or diversity, but only actual IRB members may vote. 18. In order to vote on a proposal, more than half of the members of the board must be present. There are exceptions for expedited review, where only the chair of the committee or a designee reviews research. Roles of CNUIRB The CNUIRB should institute a Code of Research Ethics and provide an oversight committee for all research-related ethical issues. Specifically:

CNU Protection of participants and their rights. The participant has the right to participate or not participate in any investigation, and this right must be respected. He/she shall have the right to protection from physical, psychological, social, legal and economic harm at all times during the investigation. Informed consent. The participant must be given as much information about the research to be conducted in order for him/her to make an informed decision. The consent should be expressed in a form that bears the participant’s signature. Selection of and expenses pertaining to participants’ time & participation. The participant must be made aware if there will be any incentive that he/she shall receive with this active participation in the research process. The CNUIRB should be informed if there will be a financial incentive given to research participants. Ethics Standard. The CNUIRB should inform all the stakeholders of the Code of Research Ethics to be observed in the university. Intellectual Property Rights (pursuant to the Intellectual Property Code of the Philippines or R.A. 8293). Research work made by a faculty member or staff member should uphold the provisions of the Intellectual Property Code of the Philippines. Academic Freedom. Any faculty member or staff member may receive external funding for researches on a personal capacity provided that there is no conflict of interest with regard to his function in the university. Functions of the CNUIRB  Require all faculty and graduate students who will conduct research that involves human participants to submit a complete description of the proposed research using the CNUIRB Protocol Submission Overview including undergraduate and graduate theses and dissertations.  Review all researches submitted by faculty and graduate students that involve human participants to assure, both in advance and by periodic review that appropriate steps are taken to protect the rights and welfare of humans participating as subjects in a research study.  Assess the ethics of the research and its methods, to promote fully informed and voluntary participation by prospective subjects who are themselves capable of making such choices (or, if that is not possible, informed permission given by a suitable proxy) and to maximize the safety of the subjects once they are enrolled in the project.  Approve or disapprove the implementation of the research project or withhold approval of the implementation of the study pending modifications or changes to protocol or the consent procedures.

CNU The CNUIRB Review Protocol 1. All researches that shall be conducted in the university (students or faculty researches for academic purposes, institutionally-funded researches, externallyfunded studies in CNU or to be conducted in CNU, theses and dissertations) are required to be reviewed and cleared by the CNUIRB. 2. The researcher/s submit/s the duly accomplished CNUIRB Protocol Submission Overview Form (Appendix I) to the CRD. 3. The CNUIRB determines whether the study requires an expedited review or full review. To meet the requirements for expedited review, a study must involve no more than minimal risk or otherwise fall into one of several categories such as survey research or research on non-sensitive topics. Minimal risk means that the probability and magnitude of harm or discomfort anticipated in the research are no greater in and of themselves from those ordinarily encountered in daily life or during the performance of routine physical or psychological examination or tests. Expedited review can also be obtained for minor changes in previously approved research protocols during the period (one year or less) for which the original protocol was authorized. Expedited review can only be handled by a single CNUIRB member specifically the Chair. Protocols that do not meet the criteria for expedited review must receive a full review by all members of the CNUIRB. Under full review, all members of the CNUIRB receive and review the protocol, consent and any additional materials prior to the scheduled meeting. 1. The CNUIRB may invite research proponents to answer questions regarding the research protocol, if the body deems it necessary. i.

CNU 1. cite under bibliography and end notes the authors of the studies or literature utilized in the research manuscript; 2. researchers should in no way copy the text used verbatim in either parts of the original study nor results of the study referred to but should only refer some relevant context utilized in the study; 3. parallel studies are allowed, but the researchers should only utilize the variables and design used in the study referred to but the entries on methodology and results, as well as the introductory parts should fit the focus of the current study; 4. researchers must include in their research procedure provisions for anonymity, confidentiality and informed consent must be provided for; accuracy of data is highly required of the researchers; 5. tampering or improvising research data is not tolerated and is subject to legal sanctions as provided for in the university code of conduct. Ownership of Patent and/or Copyright The university owns the research product but the research grantee reserves the right to authorship. Ownership of the copyright shall be in the name of the author(s). The university shall have the first two-year option to publish the manuscript of the project output.

Comply with all recommendations and implement all revisions and improvements that may be raised by the URC through the CRD for the effective and successful conduct of the research study. 3. After incorporating all the recommendations of the final output by an external expert, submit to the CRD three types of the research final report outputs: (a) one hardbound copy; (b) an electronic file copy, in CD for databank/database, reproduction and dissemination purposes; and (c) a publishable version of the paper for publication in local/national or international journals. The prescribed forms of these outputs are within the guidelines set forth by the URC and the CNU Journal of Higher Education Editorial Board. 4. Present the research project study results/output(s) in the right forum and take charge of all technical preparations for the computer-aided presentations for the said forum to be scheduled by the URC through the CRD; 5. Turn over to the University any item and/or equipment worth ONE THOUSAND PESOS (P1,000.00) AND ABOVE purchased during the conduct of the Research Project Study paid for from the research project fund and such items and/or equipment shall become the legal property of the university to be deposited at the CRD office; 6. In the event that the study will be recognized and awarded with cash, the award shall be divided at on a 70 – 30 percent sharing basis in favor of the researchers; in case of a plaque or citation, the CRD shall be the custodian; 7. Article II. The Cebu Normal University shall: 1. Provide funding of no more than Ph___________ for the conduct of the approved research project study upon recommendation by the URC through the CRD based on the following scheme:

CNU 1.1 Release fifty percent (50%) of the total project cost upon submission by the researcher to the CRD of the full blown research project proposal which conform to the appropriate research proposal format (RPF) stipulated in the university research guidelines including the operational work (tabulated GANTT chart) and financial plans and actual survey instrument(s) whenever applicable; 1.3 1.2 Release the next fifty percent (50%) of the project cost upon submission by the researchers of the liquidation documents (of the fund released for operating expenses if any) to the accounting office (AO) and upon submission of the complete, revised and final research project study report to the URC through the CRD as afore stated under Article I-3; 2. Monitor, evaluate, review and provide technical assistance in the conduct and progress of the research project study through the CRD throughout the duration of the project study. 3. The CRD shall have the prerogative to identify and recommend external experts to review and evaluate the final report. Article III. Other Covenants 1. The researchers shall be responsible for the accuracy of the information generated from the research project study and shall address any concern arising from the study; 2. The researchers shall not, in any way, disclose any information relative to the research unless the study results/output(s) are duly received and approved by the URC , where the dissemination of which shall be made official through the CRD; 3. In the event that the researchers cannot, in any way, complete the research project study of which partial fund assistance had already been released, they shall be made to reimburse the excess amount released for project expenses vis-à-vis project accomplishment as jointly determined by the URC through the CRD and the AO in the most affordable and acceptable schedule. The researchers then waive their rights to subsequent researcher(s) who shall continue and complete the conduct of the research project study wherein the latter shall assume the privilege to claim the remaining fund assistance after duly complying with all legal and just requirements stipulated in the university research guidelines.

CNU APPENDIX H TERMS OF REFERENCE COMMISSIONED EXTERNAL RESEARCH GRANT

Commissioned external research refers to a research project designed and implemented by external researcher/s based on the prioritized research agenda established by the university. A commissioned external research grant is launched by the university to support priority research that is innovative, catalytic, and that provides information that could be used for management purposes. It also seeks to strengthen applied and multidisciplinary research on education and its related fields for the purpose of advancing knowledge that is directly relevant to society and resource management. I. Research Agenda for Commissioned External Research Grant The University Research Council (URC) shall create a technical working group (TWG) which shall be composed of faculty experts on identified areas in which researches should be enhanced. The TWG shall formulate the priority research agenda and the description of the research project to be commissioned with specific research topics per agenda and the corresponding budget per proposed research project as bases for the commissioned research grants. These shall be submitted to the Board of Regents for approval.

II. Research Project Proposal b) Scope of Work The research proposal should focus on the research problem applied for in the commissioned research. b) Eligibility Principal investigators and members of the teams should meet the following criteria: a. Demonstrable credibility and capacity to conduct research on the selected topic. b. Educational background: The principal Investigator should have attained an educational level of at least Masters degree and should have established a track record in research in the field where the commissioned research belongs for the last three years. c. The research team should include a faculty member from the Cebu Normal University in the college where the commissioned project is classified. c) Duration and Funding The maximum duration for activities supported under a commissioned research grant is one (1) year. The total funds requested should not exceed Php 200,000.00. However, proposals with less than the maximum amount are encouraged. The URC

CNU ,with the TWG, shall determine the acceptability of the duration and funding per commissioned research project. Funding per project shall be released based on three tranches: first tranche: 50% of the approved budgetary contract (ABC); second tranche: 25% of the ABC and third tranche: 25% of the ABC. Scheduled deliverables shall be given prior to each tranche release. d) Internal and External Review of Submitted Proposals An internal review of the submitted proposals shall be done by the TWG with the following criteria to be considered: a) track record or competence of the proponents; b) technical quality; c) dissemination and utilization of results. This shall be used as basis for the shortlisting of submitted proposals. The URC Director will send shortlisted proposals for commissioned research to at least one external expert in the field for his assessment. The external expert will review the proposals using the same criteria. In addition, external reviewers will be asked to make a judgment as to whether the proposal is acceptable or unacceptable. Double-blind review shall be utilized.

III. Call for Proposals and Awarding of Commissioned Projects The description of the commissioned research project will be posted by the URC for 15 days in the university website and it shall send invitations to universities and agencies within and outside the region which are believed to have the human resources for the research projects to be commissioned. Competitive alternative bidding shall determine which agency shall be awarded the project subject to provisions of R.A. 9184 (Limited Source Bidding Competitive; RA 9184, Sec. 49). The successful commissioned proposals will also be posted, along with the assessments of the TWG and the anonymous external reviewers. IV. Monitoring and Evaluation A monthly progress report with documentary evidence shall be required from the research grantee as soon as the first tranche shall be released until the expected completion of the project. This is to monitor the timely implementation of the project. Upon completion of the project, the terminal report submitted by the research grantee shall be subjected to internal review by the TWG and an external evaluator to determine the compliance with the objectives of the research project and to evaluate the quality of the output.

CNU V. Option to Terminate Project If the RESEARCH GRANTEE is found by the CNU to be unable, unwilling or otherwise impeded to perform his obligations and responsibilities under the contract, the RESEARCH GRANTEE hereby agrees and consents to the termination by CNU of this grant in a prompt and orderly manner so as to minimize further expenses on the part of CNU. Should the research grantee opt to terminate the project or a portion of the work as stated in the approved work and financial plan within the project period or any extension granted thereof, CNU agrees to reduce a portion of the contract price up to fifteen percent (15%) corresponding to the particular incomplete work due per the approved work schedule. Failure by the research grantee to satisfactorily complete the study within the period stated herein or any extension granted shall mean forfeiture or discontinuance of the grant and he shall be banned from joining any research project of the university. The remaining balance of the study shall revert automatically to the CNU fund. VI. OWNERSHIP OF RESEARCH OUTPUTS The research grantee and CNU should agree and understand that intellectual property rights, ownership and enjoyment thereof arising from the project shall be governed by existing and future policies of CNU on Intellectual Property Rights such as but not limited to the following: 1.

The RESEARCH outputs developed from the commissioned project shall be owned solely by CNU; however, CNU grants the right to authorship to the research grantee.

2.

In all reports arising from activities undertaken by CNU, the principal authors, researchers and/or project leaders shall be identified, recognized and included in the report.

3.

CNU shall have the right to freely use all data and findings for any of the purposes within its legal mandate. However, the research grantee shall in writing request permission from CNU regarding his intent to use any of the data or information contained in the report and the purposes thereof.

4.

Copyright, royalties and other economic rights arising from work produced or developed from the project shall be owned by CNU and the grantee in accordance with the following proportion: CNU Grantee

CNU Appendix J Research Ethics Protocol

1. CONFIDENTIALITY All information gathered in the conduct of the research shall be held with outmost confidentiality. This includes: (a) Anonymity and privacy of the respondents and personal background of the participants shall at all times be respected /held; (b) Responses /answers to the questionnaires, interviews, focus group discussions, standardized or teacher–made tests, etc. are strictly confidential; (b) Resort to aliases or pseudonyms in focus group discussions and interviews is allowed; (c) Blinders or distortion of pictures of the participants should be observed as and when necessary; (d) Documents and documentations like CDs, videos, and audio tapes involving data collection should be stored in a safe place under the custody and safeguard of the IRB (Institutional Review Board) for five (5) years, otherwise they can be destroyed or condemned; (e) To maintain confidentiality of the respondents, the use of codes may be utilized throughout the study; (f) The cover page of the questionnaire should clearly state and guarantee confidentiality; (g) The information provided shall not be made public or available to anyone other than those involved in the research project without the participants’ consent.

In the research write ups, the IRB should see to it that the researcher will not give extraneous clues to and disclosure of the identity of the respondents When confidentiality has been strictly observed and guaranteed, the respondents or participants of the study are more open to give their honest and candid answers, which is a requisite to quality research. Furthermore, researchers should be discreet and not divulge any delicate information that can destroy or jeopardize the dignity of the respondents. Violation of such will be dealt with accordingly by the IRB following due process.

CNU 2. INCENTIVES Incentives are any form of reward that the researchers opt to give to the respondents as a way of showing gratitude for their time spent during the research implementation. The following guidelines are provided so as to maintain ethical conduct of the study: For the participants: 1. Each participant may be awarded incentives either in cash or in kind. However, this is not mandatory for the researcher/s. 2.The amount of cash or in kind may depend on the length of time the participants are involved in the research process, subject to availability of funds and products. 3. The type of incentive is left to the discretion of the researcher/s. 3. RISKS The research team shall: (a) Possess the required qualifications to undergo research projects involving vulnerable clients; (b) Provide reasonable funding for research projects with vulnerable research participants; (c) Conduct feasible means for risk reduction on research projects that involve mental and physical injury of vulnerable clients; and (d) Call for debriefing if the research entails more physical or mental harm and decide for postponement or the dissolution of the project. (e) A brief summary of the study background, aims and design must be submitted to the CNUIRB panel stating the problem and provide the justification and rationale of the proposed study. The research shall also provide a summary of prior experience and/or history important for understanding the proposed study and procedures. Include any relevant research literature; and the potential benefits to the subject/s and or society. (f) The respondents/participants are informed of the potential risks that might occur during or after the conduct of the study . (g) In case of a foreseen risk that will occur: a. The respondent/s or participant/s is entitled to apply for health assistance from the researcher/s and from the institution with which the researcher is connected ; b. He/She will be placed in a monitored environment for the progress of health promotion; c. He/She shall be informed of the medical conditions that may be related to the study; 62

CNU d. He/She is entitled to extensive diagnostic procedures that may help in the confirmation of foreseeable risks; e. He/She is given the option for a continuance of the health monitoring scheme that may be provided by health agencies for at least 12 months. 4. BENEFITS

(a) Research outputs should generate new knowledge and answer the needs of the target population of the society like poverty alleviation, literacy, peace and order, environmental protection, etc. (b) Research outputs could be used as basis for policy formulation and implementation. 5. VULNERABLE POPULATION The following shall be undertaken when research studies involve human participation of a vulnerable segment of the population like: abused individuals, people with disabilities, inmates, rape victims, unwed/pregnant women, commercial sex workers, children and infants, the elderly, the mentally challenged, students and institutionalized patients. (a) Secure informed consent from the respondents; (b) Invite a psychologist to assist in the conduct of the research; (as applicable) (c) Undergo debriefing after every interview; (d) Assure the respondents of the confidentiality of the research study; and (e) Seek approval from the respondents as to the schedule of the interview

6. NOTIFICATIONS IN CASE OF RESEARCH INQUIRY A. In cases where participants should inquire about the results of the study: (1) the principal investigator of the study has the sole authority to disclose the results; (2) the unit research coordinator may disclose the results in the absence of the principal investigator; A. In cases where the unit research coordinator is part of the study, the dean of the college may disclose the result. B. The principal investigator shall state in the consent form his/ her name, email address and contact numbers to facilitate the easy access of the results.

Every research should provide a feedback mechanism on its results to the respondents. A full disclosure is limited only to the results of a certain research and the methodology; statistical treatment and the process in which the results are arrived at may remain hidden. Participants should be given the choice whether they would learn the results of the research or not. This is included in the Informed Signed Consent and is highly voluntary. Only the participants of the research are allowed to have access to the formal disclosure of the results. The information is limited to individual entities only. In cases where a community of individuals is concerned, an official qualified representative of the group is given full disclosure. In the event that disclosure may cause harm, psychological interference or may cause a degradation in morality, spirituality and individuality, a screened and careful disclosure should be given to participants of the study. In situations where the results of the study may stimulate lawsuits or legal concerns, the team will not disclose the results to the public unless it compromises national security. Disclosure is done between persons only. For security purposes, telephone, electronic devices and the like are not allowed.

CNU APPENDIX M IMPLEMENTING RULES AND REGULATIONS FOR TRAVEL ASSISTANCE IN INTERNATIONAL ORAL PAPER PRESENTATION OUTSIDE THE COUNTRY

1. Approval of Financial Support for paper presentation outside the Philippines from the University President. 2. Eligibility: a. This grant is open to regular, permanent faculty and staff whose research paper has been accepted for oral presentation in international conference/seminars/workshops/fora b. Theses and Dissertations to be presented are excluded. c. The paper has not been presented in any international conference 3. The paper for presentation should be within the CNU Research Thrusts and Agenda 4. Coverage of Grant: Travel and Conference Expenses a. Per diem during conference plus 1 day– based on the country of destination (UNDP Rate) b. Plane Ticket Fare – roundtrip lowest economy fare to foreign country where the conference will be held, not to exceed $1,500 c. Conference registration – not to exceed US$300.00 d. Pre-departure expenses (travel tax, etc) - US$100 5. Application and Processing: a. Application must be submitted in the prescribed format and should reach the CRD at least two months before the date of conference. b. Two( 2) sets of the following documents with the application: b.1. The paper (full Text) to be presented to the conference b.2. The applicant’s latest bio-data b.3. Photocopy of the Letter of Invitation and Letter of Acceptance b.4. Photocopy of the brochure about the conference b.5. Letter of Intent duly signed by the applicant; recommended by VicePresident for Academic Affairs and the dean of the college where the applicant is affiliated and approved by the President. For nonteaching personnel, recommendation shall be from the head of the office where he/she is affiliated and the Vice-President for Administration. c. The paper shall be reviewed by an expert in the discipline covered by the paper; however if the paper has passed the university protocol for paper presentation outside the university, this process shall be understood as complied 6. Yearly slots to be allotted per college:10 slots per college subject to availability of funds 7. Limitation in the slots per year allows the CRD to give priority to first time applicants. Re-application for those who have previously availed the grant may be done after 2 years from last availment. 67
