Randy Tuuri Selected for 2013 Chaloner Award Randy Tuuri of the East Bay Collectors Club was selected by the Council to receive the 2013 Chaloner Award for service to area philately. The Chaloner Award is sponsored by the Northern California Council of Philatelic Societies. The Award recognizes special individuals who embody the qualities of service and leadership in philately in the Council area. The first award for service went to Henry Chaloner in 1951. General qualifications of recipients: Service to philately over an extended period of time in many activities. Examples include serving local philatelic organizations and shows as an officer, chairperson or jury member; mentoring new collectors, exhibitors or judges; promoting philately through presentations to the public or to local philatelic clubs; and philatelic publications which promote or support local philately. These are people who have not only been long-time volunteers in philately, but also have taken leadership positions; generally, these are the people that went out of their way to serve philately in our Council area. President, Akthem al-Manaseer, presided over the December 8, 2013 meeting at PENPEX which was called to order at 1:00 PM. Minutes: The minutes of the October 2013 EBCC meeting were accepted as written after a motion by Larry Crain and a second by Martin Feibusch. The motion to accept the minutes was approved unanimously by those in attendance. Treasurer’s Report: David McNamee, Treasurer, advised us that the Mendocino and Napa Clubs will be sent a dues form with a notice that their current dues are in arrears. Currently, there is a stable amount of $3,315.36 in the bank. The storage fees for the Council exhibit frames are covered and split equally by the current 3 Shows which currently use them. New Business: Ron Biell, retiring Council Courier Editor, was acknowledged and thanked for his 4 years of service. David McNamee has volunteered to accept the responsibility of becoming the new Council Courier Editor. He noted that there will be 4 annual issues of the Courier in the future The Holmsten Award for “Best Exhibit by a Council Club Member at the Annually Designated Council Show” was won by Terri Edwards at Nevada Stamp Study Society show held in Reno August 17-18, 2013. A photo and article about Terry and her exhibit are available on the web-site. The Holmsten Award challenge will be held at SOPEX 2014 next April; SOPEX is the designated location for next year. Perhaps, FRESPEX will be considered in 2015. The potential status of COALPEX was discussed. At this point in time, the Show is still “up in the air”. The Walnut Creek facility is completely booked through 2014. Other venues will be check for costs. Jim Sauer suggested that the Fremont Stamp Club to contacted to participate in “manning the staff”. David noted that a facility need be procured first along with a Show date. The dealers have clearly stated that the Show date need be in June. Tim Burgess was thanked for continuing to handle the Jury assignment for Council Shows. The Bi-Annual Elections were conducted. President Al-Manaseer thanked the out-going officers for having served the Council and excused himself from conducting the formalities of the election and Nominating Chairman, Verma Grinfelds continued the meeting. The nominating committee had been composed of: Tim Burgess, David McNamee and herself. She introduced the slate as proposed: President: Akthem Al-Manaseer Vice President: Larry Crain Treasurer: Nigel Moriarty Secretary: Gayle Hamilton The slate was voted into office positively by those in attendance. Concerning Committee Appointments: Tim Burgess has agreed to retain his position as Jury Coordinator. Kristin Patterson has agreed to retain her position as Speaker Chairman. Vesma Grinfelds agreed to assume the position of Awards Chairman. Tim Burgess will retain the responsibility of being Webmaster. The Youth Advisor is unfulfilled pending a response from Current Youth Advisor, Gary Jensen. Vesma Grinfelds was appointed Advisor to the Council Vesma Grinfelds moved and Larry Crain seconded a motion to remove the post of Communications Chairman as it is redundant. The motion carried unanimously. Adjournment: The meeting was adjourned promptly at 1:50 PM after a motion by Ed Laveroni and second by Tim Burgess. What Does the Council Do? The Council promotes local philately through support for clubs through the Speakers’ Bureau for club programs and support for stamp shows through:

A number of questions arise at this time every year (dues collection time) about what the clubs get for their ten bucks. It is a fair question, because a lot of what the Council does is not visible to everyone or not associated in people’s minds with the CNCPS.

IMPORTANT NOTES FOR CLUBS Club and Society Fliers (information sheets) and sample newsletters are ways that people find out about you and join. You should take advantage of opportunities to showcase your group. The Council has a table at WESTPEX, plus we use these fliers at Council shows.

Fellow Collectors: Akthem is on a business trip until past the Courier deadline, so rather than a Letter from your President, I’m writing a Letter from your Editor. The new Council is creating new excitement and new energy in local philately. As Editor on the Council team, I have pledged to:

1. Create four quarterly issues of the Council Courier promptly January 1, April 1, July 1, and October 1. 2. Feature clubs and members more in our publication. These goals depend on each other, and both depend on YOU keeping me posted via newsletters, emails and photos. So let’s help each other make this among the most successful years in area philately.

One of the key things I have learned from participation in local activities: There are a lot of great ideas out there!

COALPEX REVIVED?

I found that the best way to find those ideas is to go to as many different stamp shows and as many different stamp clubs as I can. Have a look on the Council web site — there are a lot of clubs and societies out there with meeting information, and all of them will welcome you as a visitor.

Jim Dempsey is leading the effort to revive COALPEX, the June exhibition and bourse that last operated in 2009. COALPEX closed for lack of participation — there just were not enough willing hands to get all of the work done that is necessary for a local show.

So many times in the past, I have visited clubs and found their different traditions and ideas interesting and stimulating. But be careful — you may find more ways to have fun with stamp collecting!

Perhaps the circumstances are different now than in 2009.

This is an opportunity FOR YOU to make a difference!

This is YOUR Council and YOUR newsletter so tell me what serves your needs best — I’ll do what I can to make it happen.

The proposed timing is mid-June 2015. Planning typically takes 9-12 months, and it takes at least 6 people. COALPEX is the show sponsored by COntra Costa and ALameda clubs and their members, so we should be able to find 6 people — except that for 2010, we could not.

Southern Oregon The Southern Oregon Philatelic Society is busy planning the SOPEX stamp show and exhibition for April 12-13, 2014, at the Jackson County Expo Park in Central Point, Oregon. SOPEX is pleased to be offering the Leonard Holmsten Award for the best exhibit by Council club members. Leonard attended SOPEX once as an exhibitor (Dung Dung Island) and again as a Council judge.

Interested in joining this club? Dues are $20 (you get the free dinner, remember), and more information can be had from Randy Tuuri at [email protected]. Meetings have a clothesline (show and tell), auction, swapping, and an occasional program presentation.

SOPEX limits exhibits to 48 pages. There is an awards banquet Saturday evening. See the prospectus included with this newsletter for further information.

CCSF On December 11, the Collectors Club of San Francisco welcomed 40 members and guests to their annual Christmas Party at their usual meeting place, Olivier’s Restaurant. The highlight of the evening was the presentation of the Chaloner Award to a surprised Randy Tuuri (see page 1).

While you are visiting the Medford, Oregon area, take in the Pear Blossom Festival, including the parade downtown. SOPEX is part of the Festival activities, and local club members compete for the Pear Blossom Plaque with exhibits that best exemplify the Festival theme. 5

SF Bay Area Postcard Club Have a look at the SF Bay Area Postcard Club’s colorful web site www.postcard.org. This active group meets on the fourth Saturday of every month except December at Room C-260 at Fort Mason in San Francisco Noon to 3 PM. 1. Eligibility: This exhibition is open to all exhibitors. Entries must be the property of the exhibitor or the exhibitor’s immediate family. 2. Entry: Entries must be made on SOPEX entry form. Each exhibitor agrees to accept the rules of SOPEX 2014. Exhibitors may enter multiple exhibits. Exhibits that have won Gold in a previous SOPEX must show significant change to again be eligible for competitive awards. SOPEX committee reserves the right to return an application and fees for any exhibit entered in violation of these rules. Enclose two copies of title page, synopsis and/or plan with entry. 3. Closing Date: Monday, March 31, 2014, or when all available frames are spoken for. Mail entries to: Larry Crain, SOPEX Exhibits Chair, P.O. Box 4395, Medford, OR 97501-0170. Mailed exhibits must arrive by Thursday, April 10. 4. Classifications: Section A (Adult), Section B (Junior), Section C (Non-Competitive), Pear Blossom. 5. Frames: Most exhibits will be mounted in 12-page (8.5”x 11”) frames. There are a few 16-page frames. Adult exhibits are limited to a maximum of 48 pages. Junior exhibits are limited to 24 pages and may be in 6-page frames. 6. Fees: In Section A $2 for 12 or 16 page exhibits, $4 for 24 page exhibits, $6 for 32 or 36 page exhibits, $8 for 48 page exhibits. No charge for Section B, Section C or Pear Blossom entries. Funds sufficient to cover postage and insurance must accompany exhibit entries that are to be returned by mail. 7. Judging: Two qualified philatelists will judge SOPEX 2013 as an open show. They may withhold an award if, in their opinion, any exhibit does not warrant it. Judges’ decisions are final. 8. Delivery Date: Exhibits, if not mailed, should be delivered to the Padgham Pavilion between 7:30am and 8:30am, Saturday, April 12, 2014. Judging will begin at 9:30am. 9. Liability and Security: The exhibitor agrees that the Jackson County Fairgrounds and Southern Oregon Philatelic Society, Inc., officers and members, assume no responsibility for damage or loss of exhibit materials. Every reasonable precaution will be taken to safeguard all exhibits. No exhibit frame may be opened or removed during the show without the permission of the show chairman. Exhibits cannot be reclaimed until after 4:10 pm Sunday, April 13. 10. Awards: Major Awards: Grand - for the best exhibit. (The Grand may not win any other major award.) President’s - for outstanding exhibit by non-SOPS member. For SOPS members only: Bryan Trophy for outstanding use cachet covers, Carley Memorial for an outstanding U.S., Clyde Smith Founders for outstanding foreign, Herbert Memorial for an outstanding thematic, Lukens Award for outstanding aerophilately, Patterson Memorial for outstanding postal history, Sterton Memorial for outstanding use of post cards, Swan Award for an outstanding display exhibit. Special Award: Leonard Holmsten Award for highest scoring exhibit displayed by member of a club in the Northern California Council of Philatelic Societies (Northern California, Reno and Medford). Society Awards: APS for best exhibit by APS member, ATA for the best topical/thematic exhibit, AAPE for non-Gold exhibit of merit, ATA Americana for exhibit representing American culture, NW Federation Thunderbird Medal for exhibit of merit by member of a NW Federation club, US Stamp Society Medal for outstanding US exhibit, WE Achievement award for promising exhibit treatment.
