Pre-Bid Conference Agenda Delinquent Debt Collection Services October 12, 2016 Purpose: Discuss the District’s need for a Contractor to provide a turnkey solution that structures debt collection together with a system of record to meet the needs of the Central Collection Unit (CCU) located within the Office of Finance and Treasury Introductions: Define Roles and Responsibilities:
Define the who, what, and when at each phase in the proposal development process
Background
Why centralized debt collection agency created. Why the need for a turnkey solution combining collections services and a system of record.
Current State:
Brief overview of how OFT is currently centralizing debt collection
Desired End State:
Intent of the CFO to implement a turnkey system based on market research and industry best practices. To procure one vendor that can provide debt collection services for all units.
Procurement Process:
CFO encouraging maximum participation of vendor community Procurement time-line (use of procurement schedule) Procurement cautions and warnings LSDBE sub-contracting process outlined and defined
Risk Mitigation:
The CFO is the Executive Sponsor of the overall program to implement a turnkey solution. An Executive Steering Committee consisting of all key stakeholders will provide leadership and oversight. An independent consultant will be on board to assist with the process. A best practice methodology for a turnkey solution and associated practices will be strictly followed by all parties (vendors are free to propose the best practice methodology) Requirements have been developed, rigorously reviewed and approved by all key stakeholders
