-Complaintshave been receivedthat the Pharmacistsin the Railway Hospitalsetc., have been denied HPCA/PCA,on the pleathat they are ,,Storepharmacists,,. 2' In this connection,NFIR desiresto statethat Railway Board vide their letter dated 0gl0ll200g,item(ii) of para2 hasstipulatedas under:"Pharmacists (exceptexclusiveStore Pharmacistsand not involved in dispensingof medicines).,, 3' NFIR contendsthat there is no designationor post of "Store Pharmacist,, on Indian Railwaysand all the Pharmacists havebeenworking in the Health Caredeliveryinstitutions/establishments whosedutiesinvolve dispensingmedicinesand maintainingrecordsof medicines.in the Railways there is no categoryexclusively designated as "storepharmacist"not involved in dispensingof medicines. The Pharmacists, who work in medicalstoresin Hospitalsdeal on an average1200to 1500medicines. They prepareindentsand take_followup action for procurement.After receivingthEse medicinesin bulk, they dispensethesemedicinesto different wards, oPD etc. and costly & restrictei medicines,which are locally purchased, are dispensedto the patientsby them after ensuringtheir identity outuinirg ;ir.""*i"jg""r.r?'ir. receiptof medicines "na 4' Apart from above,the Federationdesiresto re-iteratethat all the Pharmacists in Railways have been performing the duties_of medicinesand are also fully covered by the guidelines[;r;a ;t;[. .disp_ersing Ministry of Health & Family welfari, the nodalministry.The actionof the zoialRaiiways for discontinuance of the HPCA/PCA to the pharmacistson the prerextthat they ;':sto;; ph;;";;;;' is inco'ect. It is also learnt that on North western Railway, the paymentof HPCA/PCA has been stoppedafter exchangingletters betweenMD' CMD andvigilance organizition. It is sad to note that the Adminisirationhas stoppedpayment on.theplea that pharmacistsale working in medicalstores.This interpretation is incorrectand emoneousin the light of factsand meritsof the casemeniionedvide para3 above. NFIR' therefore,requeststhe Railway Board to interveneand issue clarificatory instructionsto the Zonal Railwaysetc.,for ensuringpaymentorrtpcRrpcA to all the pharmacists. Yours faithf l
