On perusalof the reportof the EDs Committeeconstitutedto examinethe feasibilityfor paymentof HospitalPatientCareAllowance/Patient CareAllowance(PCA) to the KitchenStaff Units, the Federationfinds that the following vital . working in the Railway Hospitals/Flealth pointshavebeenignoredby the Committeewhile finalizingits recommendations:o Railway Board vide letter No. E(P&A) II-98/HW-6 dated 0910112008 issuedordersfor paymentof HospitalPatientCareAllowance(HPCA).PatientCareAllowance(pCA) to ' the Group'C' &'D' staff working in RailwayHospitals/Health Units/Clinicswith efifect from 01/01/2008pursuantto the directivesissuedby the Ministry of Health & Family Welfare vide OM No. Z. 2801512412001-H dated 4th February 2004 duly removing ambiguityin this regard. .

The Principal Bench/CAT, New Delhi vide order dated 2l't February 2014, while decidingOA No. 974l20I3,hasalsoreliedon RailwayBoard'scirculardaied0gl0l/2008 and directed to pay HPCA/PCA to the Kitchen Staff working in the Railway Hospitals/Flealth Units/Clinicsi.e. from 0| I 0| 12005.
