AMENDING THE RECLASSIFICATIONS OF THE CITIES OF IRIGA AND NAGA UNDER DEPARTMENT ORDER NO. 70-91 DATED SEPTEMBER 9, 1991 OF THIS DEPARTMENT FROM FOURTH TO THIRD CLASS AND THIRD TO FIRST CLASS, RESPECTIVELY, EFFECTIVE JULY 1, 1991 IN ACCORDANCE WITH THE PROVISIONS OF EXECUTIVE ORDER NO. 249, DATED JULY 1, 1987 OF THE PRESIDENT.

The Regional Director for Local Government Finance, Region V; the_City Mayors,, the Sangguniang Panlungsod, the City Treasurers and the City Auditors of Iriga and Naga; and Others Concerned.

This Department is in receipt of the letter dated September 27, 1991 of the Commission on Audit, informing that releases under the Local Government Revenue Stabilization Fund for the Cities of Iriga and Naga were reflected as Grants and Aids under Account Code 2-60-000 in the Infrastructure Fund Trial Balances for 1987. Accordingly, these were excluded in the computation of the Certified Statement of Average Annual Income of said cities during the last four (4) consecutive calendar years (1987-1990). Further verification of this Department of the certification by the Commission on Audit under its abovementioned letter shows that the average annual income of the Cities of Iriga and Naga for the aforecited calendar years were actually P15,411,252.42 and P30,101;85.:30,respectively. In view hereof, the Cities of Iriga and Naga are hereby reclassified anew as THIRD CLASS and FIRST CLASS, in that order. Accordingly, the enumeration of cities under Department Order No. 70-91 mentioned above, particularly Region V thereof, is hereby amended to read: "1.
