The Regional Director for Local Government Finance, Region VIII; The Provincial Governor, the Sangguniang Panlalawigan, the Provincial Treasurer and the Provincial Auditor of Northern Samar; and Others Concerned.

This Department is in receipt of the letter dated October 24, 1991 of the Commission on Audit, informing that releases under the Local Government Revenue Stabilization Fund (LGRSF) to the Province of Northern Samarrwere not included in the computation of the Certified Statement of Average Annual Income during the last four consecutive calendar years (1987-1990), in view of erroneous presentation of the said account in the trial balances of the province for calendar years 1987-1990. Further verification of the corrected certification issued by the Commission on Audit under its abovementioned letter shows that the average annual income of the Province of Northern Samar for the aforecited calendar years was actually P20,003,580.30. In view hereof, the Province of Northern Samar is hereby reclassified anew from fourth class to second class. Accordingly, the enumeration of provinces under Department Order No. 69-91 mentioned above, particularly Region VIII thereof, is hereby amended to read; "5.
