In preparation for the APEC-OECD Symposium on International Business Taxation which will be held on November 4 to 6, 1998 in Shangri-La Hotel, Mactan Cebu, a DOF Secretariat is hereby constituted : Chairman: Undersecretary Milwida M. Guevara Department of Finance Vice Chairmen: Deputy Commissioner Estelita C. Aguirre Bureau of Internal Revenue Collector Buenaventura C. Maniego MICP, Bureau of Customs Members: Pre-conference Activities, Logistics, and Infrastructure Support Coordinator: Stella B. Montejo Co-Coordinator: Anna Maria de Leon The committee shall be responsible for making arrangements with the hotel, transport, security, caterers, and other conference needs ( sound system , computers, photocopying equipment). It shall also coordinate the provision of dinners to be hosted by the DOF. They shall coordinate with the OECD staff with respect to the invitation of delegates . The reception of delegates as well as their departure arrangements shall be the responsibility of this committee. Technical Assistance, Documentation and registration Coordinator: Ma. Lourdes B. Recente Co-coordinator: Alvin Diaz This committee shall be responsible for the preparation of conference kits, and in coordination with OECD, the summary of the symposium's output and recommendations. They shall handle registration of the delegates and see to it that facilities are available for the plenary sessions and workshops and shall coordinate with the rapporteurs for the different workshops. Teresa Habitant Helena Habulan Co-coordinator: Charissa Hipolito This committee will handle the preparations for the cocktails and the dinner to be hosted by the DOF, the tour of the delegates around Cebu and the activities for the spouses. Finance and Internal Audit: Coordinator: Maria Lourdes Dedal Co-Coordinator: Ofelia D. Santos This committee is responsible for the processes and documentation relating to the request, release, accounting and internal control of funds related to the charges which DOF will bear with respect to the conference. The following shall compose the Core-Group of the Secretariat: Delfin G. Espejo Napoleon Micu Rogaciano Buenviaje Augustus Dimagiba Minda Serquena Florefe Patricio Additional members of the Secretariat will be identified by the different Coordinators to strengthen staff-support. Dr. Angel Q. Yoingco, Consultant of the DOF on taxation shall assist in the preparation of technical reports as well as in official reception of the participants. The funding of the symposium shall be provided by the budget for international commitment which is part of the 1998 DOF budget as well as from the Information Campaign for the Comprehensive Tax Reform Program. It is understood that the foreign delegates shall be responsible for their own airfare and hotel lodging and accommodation. Subject to an authority provided by the Chairman of the Secretariat, the members are hereby authorized to travel on official time to the conference site prior to and during the conference . Pre-conference activities shall include preparing the conference facilities and organization of the secretariat. They shall be entitled to per diems and transportation allowances in accordance with EO 248 and the usual accounting and auditing rules and regulations.
