DEPARTMENT ORDER NO. _5- 0 2 April 04, 2002
To ensure efficient implementation of Administrative Order No. 32 dated March 18, 2002 of the Office of the President entitled "PROVIDING ADJUSTED OFFICIAL WORKING HOURS IN ALL DEPARTMENTS, BUREAUS, OFFICES AND OTHER AGENCIES UNDER THE EXECUTIVE BRANCH OF THE GOVERNMENT, INCLUDING GOVERNMENT-OWNED OR CONTROLLED CORPORATIONS, DURING THE MONTHS OF APRIL AND MAY OF THE YEAR 2002", the following internal guidelines shall be observed: I
The Director shall ensure that at least half of its workforce shall report for work on Mondays and the other half Fridays to assure the efficient delivery of basic governmental services to the public. Said Director shall assume responsibility for the continuous efficient delivery of basic services on days when staff assigned to do the task is on day-off. A full or complete workforce on Tuesdays, Wednesdays and Thursdays should be observed.

For the months of April and May 2002, Department of Finance employees shall have the following options in reporting for work: A. Maintain the Regular Work Schedule An employee who opts to report for work from Monday to Friday (five days a week) shall continue to follow his/her present flexi-time schedule. B. Report for Work Four (4) Days a Week An employee shall select either Monday or Friday as day-off from a) work. The selected day-off by the employee shall thereafter be his/her regular day-off which may only be changed upon prior clearance from the respective head of office with Personnel Services Division duly notified in writing. Such employee shall report for work four (4) consecutive days of b) each workweek, except on holidays.
Such employee shall render not less than ten (10) hours of work a c) day, exclusive of meal periods, either from Tuesday to Friday or from Monday to Thursday of each workweek, except on holidays.--7,u„/

d) The four-day work week schedule shall be from 7:00 A.M. to 6:00 P.M. exclusive of lunch break or a total of ten (10) hours a day. A grace period of one hour shall be allowed e) An employee who reports for work after 8:00 A.M. shall be considered tardy and one who leaves the Office without completing the required number of working hours per day shall be considered on undertime and such period of time shall be accordingly deducted from the employee's leave credits. f) For a day's absence, the employee shall be deducted an equivalent of ten (10) hours from his leave credits. 3.
Employees except for direct staff of Secretary, Undersecretaries and Assistant Secretaries who would be required to stay in the office beyond 7:00 P.M. shall be required to secure prior clearance for their respective supervisors/heads of office.

In case there is a day declared as non-working holiday within a week from April to May 2002, the employee shall have the following options: a)
Complete the required thirty-two (32) hours in three remaining days;
or b) Consider that the implementation of four-day work week schedule is suspended for the week; which means the employee will serve eight (8) hours a day for four (4) days. The employee must notify his supervisor and Personnel Division in writing. This Order shall take effect immediately and all concerned shall be guided accordingly.
