DEPARTMENT ORDER No. yr3-9) September 1, 1997
Pursuant to the provisions of Section 2 of Republic Act No. 7901 creating Region XIII, to be known as the Region, the Bureau CARAGA Administrative of Local Government Finance of this Department is hereby authorized to establish in the City of Butuan a Regional Office that shall perform and discharge within said region all the functions and responsibilities of the Bureau's other regional offices as provided for under existing law, regulations and other issuances of proper authorities.

In accordance, therefore, with the provisions of Section of Republic Act 7901, the offices and operations of
provincial, city and municipal treasurers and assessors of the provinces and municipalities of Agusan del Norte, Agusan del Sur, Surigao del Norte and Surigao del Sur and of the cities of Butuan and Surigao shall, henceforth, fall within the scope of supervision and related functional responsibilities of the CARAGA Regional Office of said Bureau.
For purposes hereof, the Executive Director of the Bureau is hereby authorized to take all the steps necessary for the immediate establishment of said Regional Office, such as the leasing and contracting of office space and the filling up of authorized positions. In this regard, the ICO-Regional Director of the Bureau for Region X in Cagayan de Oro City is hereby directed to render all possible assistance, including the temporary assignment of a skeletal force in Butuan City and advancing out of available operating funds of Region X expenses for the purchase of urgently needed office supplies and equipment and the payment of per diems and transportation expenses of personnel concerned.

The ICO-Regional Director for Region X is likewise hereby authorized to sign, for and in behalf of the Bureau, the lease contract for office space and to pay out of the operating funds of his office any advance lease rentals, subject to existing regulations and confirmation of the Executive Director of the Bureau. All funds advanced from the operating funds of Regional Office No. X in accordance herewith shall be reimbursed from the first release of funds by the Department of Budget and Management for the CARAGA Regional Office, subject to the usual accounting and audit requirements.
