DEPARTMENT ORDER NO. 60-87 May 25, 1987
In line with existing policy to develop improved real property tax operating systems that will support and maintain local government financial requirements, it is hereby directed that a continuing and extensive Training Program be conducted by the Bureau of Local Government Finance and its Regional Offices for purposes of the following objectives: 1.
To improve work skills of local assessment and treasury personnel actually and directly involved in property valuation and assessment and in the computation and collection of real property taxes;
2.
To enhance uniformity, regularity and consistency in the application and enforcement of policy, rules and regulations governing the administration of the real property tax; and
3.
To develop tax information programs that will assist property owners, local realtors associations, and the public in general in keeping abreast with policy trends, operating guidelines, and work procedures.
As initial activities, the conduct of discussion meetings with the Regional Directors for Local Government Finance and seminar-workshops for prospective Trainors for echo seminars at the provincial, city and municipal levels is hereby authorized.
The Training Program shall be supervised by Undersecretary Victor C. Macalincag with Director Lorinda M. Carlos and BLGF staff rendering direct assistance. Disbursement of funds for travel, transportation, per diems, and other incidental expenses to be incurred by seminar directing staff, trainors, resource persons and participants chargeable against appropriations of their respective offices is also hereby authorized subject to the usual accounting and audit regulations. Accordingly, the attached Training Program (Annex "A"), CY 1987 Activity Schedule (Annex "B") and List of Participants (Annex "C") are hereby approved.
