DEPARTMENT ORDER NO. 8076 March 8, 1976 SUBJECTS Creation of a Special Committee to undertake a Comparative Study of Charters of existing Metropolitan/ Regional Governments, Authorities, Commissions or Councils, with emphasis on Fiscal Administration and Operations For the purpose of introducing modern and progressive systems, practices, methods and procedures including appropriate organizational act-ups, with emphasis on fiscal administration and operations, and recommending additional sources of revenue for financing the programs, projects and activities of the Metropolitan Manila Commission which are relevant to, and geared to the requirements of local conditions, a Special Committee composed of the following is hereby createds

SAMOCTE, City Treasurer of Pasay City - - - - - - - - - -- Member 6. Mr. ANADO M. SAGUINSIN, Provincial Treasurer of Pangasinan - - - - - - -- Member 7. Mr. AGUSTIN C. TALAVERA, Provincial Treasurer of Bulacan - - - - - - - Member Mr. ANTONIO 0. CALSEMj JR., Chief, Financial & Management Service, Department of Finance - - Consultant The Committee shall study, examine and evaluate pertinent provisions of locally available Charters of existing Metropolitan/Regional Governments, Authorities, Cowlesions or Councils in foreign countries,. prepare comments on the World Bank Report on Urban Development and submit a reports with appropriate recorendations on the basis of their findings, to the Secretary of Finance not later than May 15, 1976. The Committee shall convene upon call of the Chairman. A majority of the members shall constitute a quorum for the holding of meetings of the Committee. The Committee is authorized to invite competent personnel in the treasury service for comments, observations and/or advice and to draw clerical support from any local treasury office upon proper authorization of the head of office concerned.
The Chairmsns Co-Chairman and Members of the Committee shall not be entitled to additional compensations except for necessary traveling expenses incidental to the discharge of the Committee's functions in accordance with existing rules and regulations chargeable against the appropriations of their respective offices. This Order shall take effect immediately.
