DEPARTMENT ORDER NO. Series of 1976 RULES ON PRIZE DRAWS FOR THE PREMXO SAVINGS BONDS

Pursuant to Section S Rule VII of Department Order No. 23-74, Series of 1974, as amended, governing Premyo Savings Bonds, the following regulations are hereby issued to supersede the rules on prize draws under D.O. No. 32-74, Series of 1974, as amended: RULE I APPLICABILITY SECTION 1. - These rules shall govern lottery draws using the

Integrated Random Electronic Vambering Equipment (IRENE). SECTION 2. - The use of the IRENE, however, shall not prevent the Lottery Committee from utilizing the Random Number Generating Equipment (RANGE) to generate random numbers, or such other method as circumstances may warrant, and which may be deemed appropriate by the said Committee.

RULE fI LOTTERY EQUIPMENT SECTION 1. - The Integrated Random Siectronio Numbering Equipment (IRENE) is an electronic machine constructed such as to

accept eligible bond numbers, mix them up and select winning numbers completely at random. IRENE operates on the chance movement of atomic particles in electrified neon gas. It generates numbers separately, but each of the eight letters/figures makes up the complete number of a. bond. When the complete number has been formed, IRENE scans it to ascertain whether it is within the range of numbers issued and sold in a particular bond ualue. If the number selected is not within the range, IRENE rejects it and if the number is within the range, the machine prints it by teleprinter.. SECTION 2. - A complete serial number is forined by reading from the left the two letter-prefixes, followed by six numbers appearing on the right. The number thus for mad shall represent the serial number of the bond certificate.

Winning numbers may be flashed

by the IRENE in a screen.

RULE III CONDUCT OF TIIE DRAWS SECTION I. - The Lottery Committee shall supervise the prize draws in all the stages and shell see to it that these Rules are faith-

fully observed to assure that the proceedings are fair and honest. SECTION 2. - The Lottery Committee shall see to it that before

any draw is conducted ,

the IRENE is examined and tested and shall

certify that such. tests have been conducted and the machine is in good operating condition. SECTION 3. -An far as practicable, the Committee shad generate as many winning numbers as would enable a more extensive distribution of prizes to holders, fof which purpose the number of major prizes may be limited to only three while increasing the number of minor prizes. SECTION 4. - The official list of winning numbers shall be printed such that the arrangement shall be in groups according to the prizes won, the numbers to be arranged in numerical order from the lowest to the highest in each category. SECTION 5. - The official list shall bear the certification of I

the Chairman of the Lottery Committee and the Auditor that all the numbers included in the draw and generated by the IRENE represent bonds that have been issued and outstanding. Additional certification of other officials taking part in the draw may be required to show to the public in general that the draw was conducted fairly and in

accordance with the procedure established in these Rules. SECTION 6. - The official list shall be prepared and chi ®!.r

SECTION 7. - The Committe e shall cause the publication of the official list of Winning Numbers in all newspapers of general circulation, and instruct, the Director, Securities Servicing Department,

Central Bank of the Philippines, to cause payment of the corresponding prize awards. RULE IV MISCELLANEOUS PROVISIONS SECTION 1.., The Lottery Committee shall at all times permit the operation of the IRENE to be viewed by the public to demonstrate the randomness and, fairness of the prize draws. SECTION 2. -Anything not herein provided for shall be decided by the Lottery Committee and the decision of a majority of said Committee on any matter connected with the draw or with the interpretation of the Rules shall be final.

RULE V AMENDMENT AND EFFECTIVITY SECTION 1. - Modification, amendment or supplements to the foregoing rules, may at any time be prescribed by the Secretary of Finance.

SECTION 2. - These Rules shall take effect immediately.
