Director of Management & Special Programs Full-time position Director of Management & Special Programs 2-1-1 Big Bend operates several hotline programs including the Helpline 2-1-1, the Florida HIV/AIDS Hotline and the Family Health Line. In addition, the agency answers calls for the National Suicide Prevention Lifeline and other organizations that contract with 2-1-1 Big Bend for hotline services. Help Me Grow is a program that links families with local resources to address parents’ concerns about the health, development, behavior and learning of their young children. This position manages agency contracts; assists with budget management and fund development; coordinates quality assurance of agency services with the Director of Hotline Programs who has direct supervision of the counseling and clinical aspects of the programs; represents the agency in the community and in key agency collaboration activities; and manages personnel records. The position involves the use of administrative, managerial, technology, communications and personnel management skills. Work hours will be primarily M-F with occasional night and weekend hours required. Must have a car and be willing to travel to meetings in the Big Bend region. BA/BS degree and three years of supervisory and management experience required. Knowledge of contract management, data management, call center systems, and computer systems preferred. Experience in a mental health or health education setting is preferred. Effective communication and organizational skills required. Help Me Grow (HMG) is an agency program that is designed to identify children eight and younger at-risk for developmental or behavioral challenges, and connect them with community-based programs for health and developmental services. This position manages
agency contracts; assists with budget management and fund development; coordinates quality assurance of agency services with the Director of Hotline Programs who has direct supervision of the counseling and clinical aspects of the programs; represents the agency in the community and in key agency collaboration activities; and manages personnel records. The position involves the use of administrative, managerial, technology, communications and personnel management skills. Directly supervises the Help Me Grow Program Coordinator. In times of community emergencies, the agency provides services that may require agency staff to be available for extended shifts to perform functions needed to continue operations. Minimum Qualifications Bachelor’s degree and three years of supervisory and management experience required. Knowledge of contract management, data management, call center systems, and computer systems preferred. Experience in a mental health or health education setting is preferred. Effective communication and organizational skills required. Primary Job Responsibilities GOAL 1:
Assist president with the development and management of agency contracts and formal agreements with other organizations, including but not limited to, government agencies, other 2-1-1 centers and the Florida Alliance of Information and Referral Services (FLAIRS).
OBJECTIVES:
A. Assist with contract negotiations and budget planning. B. Coordinate contract responsibilities with 2-1-1 Big Bend directors and supervisors to ensure contractual requirements are being implemented. C. Serve as agency representative and primary contact person for external contract managers. D. Coordinate the FLAIRS Operation Wireless Network (FLOW) including management of the system with vendors, problem resolution, invoicing and communications between the Florida Department of Management Services and Florida 2-1-1 Network Centers. E. Ensure that all reports required by contracts are prepared, reviewed and submitted by due dates.

GOAL 2:
Manage agency quality assurance program and oversee performance standards and outcomes as specified in service contracts, annual agency goals, accreditation and certification standards.
OBJECTIVES:
A. Chair the agency Quality Assurance Committee. B. Coordinate all agency accreditation and certification processes. C. Review all agency contract requirements related to service tasks and performance expectations to ensure that all needed systems are in place. D. Assist the Leadership Team with the establishment of agency goals, objectives and program outcome models on an annual basis. E. Develop measurement indicators for objectives and outcomes; ensure that all indicators are reported at monthly Quality Assurance Committee meetings. F. Develop monthly, quarterly and annual reports for all indicators. G. Review accuracy of information and products shared with community.

Manage the Help Me Grow (HMG) program and staff. A. Supervise and evaluate the Help Me Grow Program Coordinator. B. Provide program leadership and support to the HMG staff. C. Assist with contract reporting and ensuring that contract objectives are being met

Assist with agency emergency preparedness and response planning. A. Maintain agency plan for responding to community disasters and emergencies. B. Assist with managing formal relationships with community organizations involved in responding to community disasters and emergencies. C. Ensure that annual training for agency staff regarding emergency response plans and procedures is conducted. D. Serve on agency Leadership Team to help coordinate the agency response during and after a disaster.

Assist President with fund development. A. Identify new funding opportunities for the agency. B. Assist the President and other staff with the development of funding proposals and grant applications. C. Assist President and development staff with fundraising events and activities.
GOAL 6:
Assist President with agency outreach, business development and the coordination of community partnerships, collaborations and projects. A. Assist the agency staff and the board marketing committee to develop and implement an annual agency outreach plan. B. Identify opportunities to create agency partnerships with other organizations that are consistent with the mission of the agency and that would enhance the agency role in serving the community. C. Build and maintain working relationships with community partners; serve as key agency liaison to formal collaborative initiatives. D. Assist with the development and coordination of agency protocols, training and reporting that is required for the implementation of new projects.

Serve as the official Single Point of Contact, which is designated to coordinate the provision of auxiliary aids and services to the deaf or hard of hearing. A. Provide Customer Feedback Forms to each deaf or hard of hearing Customer or Companion who is provided an interpreter or other appropriate auxiliary aid or service. B. Complete Self-Assessment Tool to evaluate the Department of Children and Families’ (DCF) operational performance in providing appropriate auxiliary aids and services to deaf or hard of hearing persons and to identify methods to improve the provision of such auxiliary aids and services. C. Assist designated personnel with any concerns, grievances or complaints raised by deaf or hard of hearing Customers or Companions regarding effective communication as soon as reasonably possible, with a goal of resolving all matters raised. D. Manage service records and report the data and any resource and/or training needs to the designated ADA/Section 504 Coordinator (Civil Rights Officer). Other Duties. A. Coordinate the agency’s compliance with ADA and access issues. B. Coordinate agency’s ongoing anti-fraud training C. Assist with facility and supply management D. Provide training to other agencies as requested by the President. E. Attend training and in-service meetings as requested by the President. F. Assist with recruitment and supervision of volunteers and interns who can assist with marketing, fund development and information programs.
