MESSAGE OF THE RDC CHAIR

Connections and communications. These are the backbone of strong relationships in business and organizations. By connecting with the right people, we can open doors of opportunities for our region. Our primary goal is to achieve inclusive development. To achieve this, we need connections. From the people in the government to the private sector, the local planners are one of our important partners in our pursuit of development for the region. They are our contacts, our confidant, and our allies in planning out strategies that will alleviate the local economies. They are the economists, architects and engineers behind most programs and projects of the local government units. They are recognized as engines for development. Convergence among local planners is critical to the achievement of our regional goal of poverty reduction and economic growth. Development can never be sustained if confined only within the boundaries of the municipalities, cities and provinces. So, this directory is an attempt to help the local planners expand more their network and development horizons. As we connect local planners with their fellow local planners, we will build the largest network of individuals with the same vision of development for Eastern Visayas. More power to us all!

MESSAGE OF THE RDC VICE-CHAIR

Recognized as one of the most dynamic civil servants, we are pleased to present this Directory of Local Planners in Eastern Visayas. We call them as local planners and all these years they have served a great deal in the development of our region. Many may not know your deeds and sacrifices. To see the improvement in their respective provinces, cities, and municipalities is enough to encourage us to continue more in our endeavor particularly in our fight to reduce poverty in the region. Recently, our region was caught in the midst of great challenges. We experienced the wrath of Super Typhoon Yolanda, Ruby and Seniang. We are still one of the poorest regions in the country. These circumstances took our roles as development planners at a whole new different level. These has changed our mindsets and our goals. Now is the time that we need to work more vigorously and collectively not only for our respective cities, municipalities and provinces but for the whole region and the country. If there is one thing we have learned from the past, it is the need to unite not only in times of adversities. What used to be more of a talk has now become a cry for action. Together, let us make sure that the plans we make will make a difference and improve the lives of the people in Eastern Visayas. Hand in hand, let us face the challenges and with dedication and sincerity as we build back better our region towards inclusive development. As the head of the secretariat of the Regional Development Council VIII, we hope that this simple token to the local planners will serve as a useful tool for the convergence of their development efforts at the local level. INTRODUCTION

The Directory of Local Planners is your handy reference to find the names and contact details (i.e, phone numbers, e-mails, addresses) of all local planning and development coordinators, from the provincial, city and municipal levels in Eastern Visayas. This Directory is primarily intended to strengthen the League of Local Planning and Development Coordinators of the Philippines, Inc. – Eastern Visayas Chapter (LLPDCPI-EVC) by keeping the members updated on the network of people that they can work with or consult in the preparation of their local developments and other related concerns. This Directory was produced by the National Economic and Development Authority (NEDA) and Regional Development Council (RDC) VIII as one way of supporting the local planners in recognition of their critical role in regional development to promote solidarity and unity among the key players of development in the region.
