I.

PURPOSE The purpose of this policy is to provide for the structure and the operation of committees and task forces of the school board.

II.

GENERAL STATEMENT OF POLICY The Board will function as a Committee of the Whole to function efficiently and focus on student achievement rather than management of the school district, or performing functions of the Superintendent or other district administrative personnel.

III.

TASK FORCE STRUCTURE A.

There shall be no standing committees except the Committee of the Whole. The Board chair shall appoint special task forces as the Board may deem necessary or advisable, and the chair shall be an ex-officio member of each task force. Special task forces may be appointed for fact-finding, deliberation or advisory functions, but never to have legislative or administrative power. All task forces of the Board shall follow the provisions of the Minnesota Government Data Practices Act. The task force shall report to the full Board for any action and will be considered dissolved when its final report has been made to the Board.

The Chair will appoint members to the task force, based upon Board members’ expressed interest.

PROCEDURES FOR SPECIAL TASK FORCES A.

All meetings of special task forces shall be open to the public in compliance with the Open Meeting Law, and notice shall be given as prescribed by law. Pursuant to law, if the special task force contains fewer Board members than a quorum of the full board, the meeting need not be open or held pursuant to notice.

B.

A special task force shall act only within the guidelines and mission established for that task force by the school board.

C.

The power of a special task force of the school board is advisory only and is limited to making recommendations to the school board.

D.

When appropriate, a special task force shall clarify to the public that its power is only advisory to the school board.
