The bidder should have participated as contractor, management contractor, or subcontractor, in at least one (01) Road Construction contract within the last Seven (07) years, each with a value as mentioned below that have been successfully or are substantially completed and that are similar to the proposed works. The similarity shall be based on the physical size, complexity, methods, technology or other characteristics.
The bidder should have an average annual construction turnover of US$ as mentioned below, calculated as total certified payments received for contracts in progress or completed, within the last three (03) years.

1. This Corrigendum no.1 updates the previous Advance Contracting Notice (http://www.adb.org/sites/default/files/coso/pak49300-NMSKSP.pdf) and the Invitation for Bidding (IFB) (http://www.adb.org/sites/default/files/coso/pak48402-002-ICB-M4-IIIA_IIIB.pdf) for this project published on the Asian Development Bank (the Bank) website on 12 October 2015 and 15 February 2016, respectively. 2. The same IFB for the above Contract No (ICB-M4-IIIA to ICB-M4-IIIB) was also published and accessible on the National Highway Authority (NHA) website with this link: http://downloads.nha.gov.pk/index.php?option=com_nhadocs&view=document&layout=detail&ci d[]=2532 as Corrigendum-2 along with the Bidding Document, including relevant sections (specification, drawings, etc.), Addendums No 1 and 2 to the Bidding Document, and Minutes of the 1st Prebid Meeting which took place on 11 March 2016. 3. The Islamic Republic of Pakistan has applied for financing from development partners towards the cost of National Motorway M-4 Shorkot – Khanewal Section Project. The Project is contemplated to be jointly co-financed by the Asian Development Bank (ADB), the Asian Infrastructure Investment Bank (AIIB) and the UK Department for International Development (DFID). ADB is the lead financing partner for the project and administers it on behalf of the other co-financiers. 4. The NHA (“the Employer”) now invites sealed bids from eligible bidders for construction and completion of the packages as mentioned above (“the Works”). The Bidding process shall be International Competitive Bidding (ICB) and shall be conducted on Single-Stage: TwoEnvelope Basis in accordance with ADB’s Standard Guidelines and Procedures. 5. This Bidding was initially open to bidders from eligible member countries of the ADB. As the Charter of the co-financier AIIB requires Universal Procurement, this Bidding is now open to all bidders and no nationality restrictions apply. However, firms shall be excluded if by an act of compliance with a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations, the Purchaser’s country prohibits any import of goods or contracting of works or services from that country or any payments to persons or entities in that country. In other aspects, the Bidding shall be carried out in accordance with ADB’s procurement guidelines and procedures. 6. In line with the above, the original bid submission deadline of 11 April 2016 is now extended to a new bid submission deadline of 23 May 2016. 7. National Bidders if applying as a single entity are required to be registered with Pakistan Engineering Council with a valid registration Certificate in Category C-A or above with Specialization in CE-01& 02. In case of JV, details can be seen from the Bidding Document. 8.
To purchase the Bidding Documents in English, eligible bidders should: (i) Write to address mentioned below (paragraph 10) requesting the bidding document for any of the project / package separately as mentioned above. (ii) Pay a non-refundable fee of Pak Rs.10,000/- (Pak Rupees Ten Thousand Only) or US$ 100 (US Dollars One Hundred only) by Pay Order / Demand Draft in favour of National Highway Authority.
The eligible bidders also have the option to download the Bidding Documents (Corrigendum–III including attachments and Addendum No. 1 through 3) from NHA website as
provided in paragraph 2. For ease of reference, copy of Corrigendum-III and Addendum no.3 is attached below. The rest of documents are available in the NHA Website. 9. The first pre-bid meeting of all the projects / packages has taken place on 11 March 2016 at 14:30 hours at the address mentioned below (paragraph 10). The second pre-bid meeting will be held on 29 April 2016 at 11:00 hours local time at the same address. 10.

11. Technical Bid will be opened on 23 May 2016 at 12:00 hours in the presence of bidders’ representatives who choose to attend, whereas the Financial Bids shall remain sealed and unopened and shall be placed locked. The Price Bids of only Technically Responsive and Qualified Bidders shall be opened after technical bids evaluation, whereas, the price bids of those bidders whose technical bids are not responsive and qualified shall be returned unopened.
