Consequent upon the decision taken by the Governrnent on the recommendations of the Seventh Centra! the President, is pleased to decide that Transport Allowance shall be admissible to Centra! Government employees ai the following rates-

The allowance shan not be admissible to those employees w(,o have been provided with the facility of Government transport. In respect of those employees who opt to continue ffl their pre-revised Pay-structure/Pay Scajes, the corresponding Level in the Pay Matrix or the post occupied on 01.0i.20',!6 as indicated in CCoS (Revised Pay) Rules, 2016 would. determine the allowance under these orders, Physica!iy disabled employees as mentioned in DoE O,M. No. 19029!1!78-E.lV(B) dated 31.08.19"18 and subsequent orders in respect of the cateaories viz. visuaHy impaired, orthopaedcally handicapped, deaf and dumb/hearing impaired, spina! deformity, shall continue to be paid Transport Ailowance at double the normal rates, subject to fuifi!rnent of the stipulated conditions, which shall, in no case, be less than RS.2250/p.m, plus appficab!e rates of Dearness Ailowance Officers drawing pay in Levels 14 and above in the Pay Matrix, who are entitled to the use of official car in terms of Department of Expenditure's O.M. N.o20(5)-Efi(A}.f93 dated 28,01.1994, shan be given the option to avail the official car facility or to draw Transport AHowancB at the rates of Rs.15,7SDf- p.rri pius Dearness Allowance thereon. Before, allowing Transport Allowance @ RS.15}50f- pius D.I\. thereon, the option exercised by an officer wi!! be examined by the administrative Ministry and his/her entitlement to the use of official car in terms of the M dated 28,01.1994 ihid wiH require to be certified by the competent authority 1n case, an offlcer opts to draw Transport Allowance @ Rs 15J50/- p.m. pius DA thereon, he/sbe wm not be a:iowed to change his/her option during the remaining period of hlsjher current assignment.

Transport Allowance is given to compensate tor the expenditure incurred for commuting for both to and fro between the place of duty and residence. In case when one gels Road Mileage/Daily Anowarce or free transportation for fJeld/inspection/sunrey duty or tour tor a period covering the whole calendar month, he/she wiB not be entitled to Transport Allowance during thai calendar month. . I.9__vacation staft: Vacation staff is entitled to Transport Allowance provided no free transport facility is given to such staff. However, the aliowance shall not be admissible when such vacation spell, including all kinds of leave, cover the whole calendar montrus) .Q.urina susoenslon: As a Government employee under suspension is not required to attend office, he/she is not entitled to Transport {-\!1owance during suspension where suspension covers full calendar rnonthls). This position wili hold good even if the suspension period is finally treated 2S duty. Discontinuance of Family Planning Allowance for adoption of small family normsrecommendation of the 7th Central Pay Commission.
The undersigned is directed to refer to L1is Ministry's OM No. 7(20)/2008-E-HIA dated 24.9.2008 regarding the existing fates of Family Planning AHowance (FPA) admissible to Central Government employees and to say that as provided for in para 7 of this Ministry's Resolution No. 1-2!2016-IC dated 25th July, 2016, the matter regarding allowances (except Dearness Allowance) based on the recommendations of the 7b Central Pay Commission was referred to a Committee under the Chairmanship of Finance Secretary and until a final decision thereon, all allowances were required to be paid at the existing rates in the exisiing pay structure (the pay structure based on 6~'Pay Cornmisskm) as if the pay has not been revised w.eJ. 151 january. 2016. Accordingly, FPA was also required to be paid at the eXisting rates specified in the aforesaid OM dated 24.9.2008. 2. The decisions of the Government on various allowances based on the recommendations of the 71h Central Pay Commission and in the light of the recommendations of the Committee under the Chairmanship of the Finance Secretary, have since been notified as per the Resolution No. 11-1!2016-IC dated 6th July,
2017 3. As mentioned at Sl. No. 60 of the Appendix -II of the said Resoiution dated 6th July, 2017, the recommendaflon of the 7th Central Pay Commission to abolish Family Pfanning AUowance has been accepted and this decision is effective from 1st July, 2017. Accordingly, FPA Family Planning Allowance, as admissible hitherto, shall cease to exist in aU cases 4. These orders shall take effect from 1st July, 2017 and hence Family Planning Allowance shall stand discontinued w.e.f. is! July, 2017. 5. In their application to the employees serving in the Indian Audit & Accounts orders are issued in consultation with the Office of C&AG. 6.

*** Consequent upon the decision taken by the Government on the recommendations of the Seventh Central Pay Commission, the President is pleased to decide that, in modification of this Ministry's O.M. No.2(37)-E.II(B)/64 dated 27.11.1965 as amended from time to time, O.M. No.2(13)/200B-E.1I(8) dated 29.0B.2008 and ·O.M. No.2/5/2014-E.II(8} dated 21.07.2015, the admissibility of House Rent Allowance (HRA) shall be as under:" Classification of Cities!Towns

The rates of HRA will not be less than RS.5400/-, 3600/- & 1BOO/-at X, Y & Z class cities respectively.
3. The rates of HRA will be revised to 27% 18% &.9% for X, Y & Z class cities respectively when Dearness Allowance (DA) crosses 25% and further revised to 30%, 20% & 10% when DA crosses 50%. 4. The term "basic pay" in the revised pay structure means the pay drawn in the prescribed pay levels in the Pay Matrix and does not include Non-Practising Allowance (NPA), Military Service Pay {MSP), etc. or any other type of pay like special pay, etc. 5. The list of cities classified as 'X', 'Y' and 'Z' vide DoFs O.M. No.2/5/2014-E.II(8} dated 21.07.2015, for the purpose of grant of House Rent Allowance is enclosed as Annexure to these orders. 6. Special orders on continuance of HRA at Delhi ("XU class city) rates to Central Government employees posted at Faridabad, Ghaziabad, NOIDA and Gurgaon, at Jalandhar ("Y" class city) rates to Jalandhar Cantt., at "Y" class city rates to Shillong, Goa & Port Blair and HRA at par with Chandigarh ("Y" class city) to Panchkula, SAS. Nagar (Mohali) which have been allowed to continue vide Para.'4' of this Ministry's O.M. No.2/5/2014-E.II(8) dated 21.07.2015 and O.M. No. 2!212016-EII(8) dated 03.02.2017, shall continue till further orders. . 7.
All other conditions governing grant of HRA under existing orders, shall continue to apply.

These orders shall be effective from 1st July, 2017.

The orders will apply to all civilian employees of the Central Government The orders will also be applicable to the civilian employees paid from the Defence Sell/ices Estimates. ln respect of Armed Forces personnel and Railway. employees, separate orders wlll be issued by the Ministry of Defence and the Ministry ofRaiiways, respectively. 10. OFFlCE MEMORANDUM Subject:- Payment on account of discontinued allowances - regarding. The undersigned is directed to inform that the recommendations of the 7th CPC on allowances have been accepted by the Government with 34 modifications. Resolution in this regard has been pubfshed on 6th July, 2017. 2 In this regard, attention is drawn to Para 8.2.5 of the Report of the 7t1 cpe wherein it has been mentioned that any allowance, not mentioned in the Report (and hence not reported to the Commission), shall cease to exist immediately. In case there IS any demand or requirement for continuation of an existing allowance which has not been dell berated upon or covered In this report, it should be re-nofified by the Ministry concerned after obtaining due approval of Ministry of Finance and should be put in the public domain, 3. As the recommendations of the Th epc on allowances have come into effect from lsi JUlY, 2017, disbursement of all existing allowances which 'have not been specifically recommended for oonnnuason in terms of the Resolution dated 61h July, 2017 shall be discontinued from the salary of the month of Ju!y, 2017,

In view of the nature of the Allowances specfc to Ministry of External Affairs, these allowances were not covered by the t» Central Pay Commission. Hence this orderwli! not be applicable to allowances specific to Ministry of External Affairs.

It shall be the responsibility of the Heads of the Department to ensure that no bills relating to disbursement in respect of such allowences ls drawn by the Head of Office/Drawing & Disbursing Officers under their purview/jurisdiction. Pay and Accounts Officers. shail ensure that no payment is effected if any such bill relating to the disbursement of the discontinued allowances is submitted to them. If such bills are reoelved, they should be returned to the DDO and intimation thereof shall also be given to the Head the Department and the Chief ControHer of Accounts. ~

RESOLUTION New Delhi, the 6th July, 2017 No. 11-1I2016-IC.-The Seventh Central Pay Commission (the Commission) was set up by the Government ofIndia vide Resolution No. 1I112013-E.III (A), dated the 28th February, 2014. The period for submission of report by the Commission was extended upto 31st December, 2015 vide Resolution No. 1/1/2013-E.III (A), dated the 8th September, 2015. The Commission, on 19th November, 2015, submitted its Report on the matters covered in its Terms of Reference as specified in the aforesaid Resolution dated the 28th February, 2014. 2. The Government, vide Para 7 of the Resolution No. 1-2/2016- IC, dated 25th July, 2016, decided to refer the allowances (except Dearness Allowance) to the Committee on Allowances (the Committee). It was also decided that till a final decision on allowances is taken based on the recommendations of the Committee, all allowances will continue to be paid at existing rates in existing pay structure, as if the pay had not been revised with effect from 1st day of January, 2016. 3. The said Committee submitted its Report on 27th April, 2017. The Government, after consideration, has decided to accept the recommendations of the Commission on allowances with 34 modifications as specified in Appendix I. The Statement showing the recommendations of the Commission on allowances and the Government's decision thereon is annexed at Appendix II. 4. Some of the allowances paid to the Indian Navy which are also paid to the Indian Coast Guard at present have not been mentioned in the Report of the Commission. The Government has decided that these allowances which are admissible to the Indian Navy shall also be paid to the Indian Coast Guard at par with the Indian Navy. 5. The rates in respect of 12 running allowances relating to the Ministry of Railways shall be notified by the Ministry of Railways with the concurrence of the Ministry of Finance. 6.
