1. The Government of Nepal (GoN) has received a loan/grant from the Asian Development Bank (ADB) toward the cost of Kathmandu Sustainable Urban Transport Project (KSUTP) and intends to apply part of the proceeds of this loan to payments under the contract named above. Bidding is open to all bidders from eligible source countries of the ADB as described in Section 5 of Bidding Document. 2. The Kathmandu Sustainable Urban Transport Project (KSUTP), Project Implementation Unit (PIU), Department of Roads, ("the Employer") now invites sealed Bids from eligible Bidders for Design, Supply and Installation of Intelligent Traffic System in Kathmandu. International competitive bidding will be conducted in accordance with ADB’s Single-Stage: Two-Envelope bidding procedure. 3. The Bidders having 5 years of past experience with average annual turnover of last 3 years as USD 8.8 million, having experience himself or proposed Subcontractor in the Supply, Design and Installation of at least of Two SCATS or equivalent based Intelligent Traffic Signal Systems comprising minimum 20 Junctions in at least two different cities in the last five years can apply. The Work comprises of Supply, Design and Install Intelligent Traffic Signal Systems of 37 Controllers at Twenty-seven signalized junctions along with Eight Mid-block Pedestrianization crossing in Kathmandu. 4. 5. The Bidding Document, in the English language, may be purchased by interested eligible Bidders upon submission of a written application to the address above and upon payment of a nonrefundable fees NPR 10,000 (Ten Thousand) or US $100 (One hundred). Bidding document must be purchased during office hours up to 9 July 2016. The method of payment will be either in cash or to submit receipt of deposition in Bank Account as follows: Name of the Bank: Nepal Rastra Bank Bank Revenue Account No: Ka-1-1-999 Name of the Office: KSUTP Project Implementation Unit, Department of Roads Office Code No: 27-337-64 Revenue Head: 1-4-2-2-7 If so requested, the document may be sent by airmail for overseas delivery with an additional fee of NRs. 20,000 or equivalent US$ and surface mail or courier for local delivery with an additional fee of NRs. 5,000. 6. Bids must be delivered to the address given above on or before 12.00 hrs; Date: 10 July 2016. All Bids must be accompanied by a Bid Security amount as indicated in Bid data sheet 21.1. Late bids shall be rejected. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address given above at 12:30 hours on the date of last date submission. 7. The Bidders are invited to participate in the pre bid meeting to be held at above address on date and time stated in bidding document. If the last date of purchasing of bidding document falls on public holiday, the bidding document can be purchased on the following working day and submitted on the subsequent working day at the same time and place stated above. Similarly, if the last day of bid submission falls on public holiday, the bid shall be submitted on or before 12:00 hours of the next working day. In such case the bid security validity shall be recognized with affect from the original bid submission deadline. 8. The Kathmandu Sustainable Urban Transport Project, Project Implementation Unit (PIU), Department of Roads, will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids. 9. Bidders are required to specify the total price of the bid in the letter of price bid or the bid price in the price schedule. Failure to specify the total price of the bid in the letter of price bid or the bid price in the summary of the price schedule shall be ground for declaring the bid nonresponsive.
