Sub: Procedure for engagement of Consultants in the National Fire Service College (NFSC) on contract basis.

In order to assist the National Fire Service College in discharge of its responsibility more effectively by contract of skill based training to the official of the central/state/industries and others establishment thereby enhancing and building their capacity in Fire Service, Disaster Response and Management, it has been proposed to engage consultants in NFSC on contractual basis from amongst retired Central/State Government Official. General conditions for engaging of consultants:

a) Period of engagement: The initial engagement for a person as Consultants would be for period of six months or till such time the permanent appointment of faculty is done. The engagement would be reviewed on half year to half year basis. The engagement of Consultants would be on full-time and they would not be permitted to take up any other assignment during the period of Consultants with the National Fire Service College. The engagement of Consultants is of a temporary (non-official) nature against the specific jobs and the engagement can be cancelled at any time by the National Fire Service College without assigning any reason. b) Qualification and Number of Consultants: The total number of Consultants to be engaged in the office of the National Fire Service College shall not exceed Three. These Consultants shall be engaged against the vacant post of Deputy Directors to act as the faculty of the National Fire Service College, Nagpur. I. Essential Qualifications: Graduate degree from any recognized university. II. About 4 years' experience in a rank not below the rank of Divisional/Regional Fire Service Officer in an established Fire Service. III. Post qualification experience in the relevant field would consist of professionals having technical specialization at least one in the field of Fire Engineering/Technology, disaster management, industrial safety, chemical science with teaching experience.

c) Age –limit: Normally, the maximum age limit will be 65 years.

d) Duties: The consultants will be performing under mentioned tasks; i. Delivering lecture on the subject assigned. ii. Conduct practical, demonstrations, exercises and skill based training. iii. Conduct of test, examinations to asses competencies. iv. Perform administrative tasks as assigned by the Director. e) Procedure : Based on the requirement, the National Fire Service College will prepare the advertisement for inviting application for appointment of consultants and place same on the NFSC website and also in newspapers in English, Hindi and Marathi. All the applications received in response to the advertisement, will be processed by the National Fire Service College for scrutiny and short-listing as per requirement. f) Composition of Screening Committee: i. Director (Admn.), National Fire Service College -Chairman ii. Director (Academy), National Fire Service College -Member iii. Assistant Director/H.O.O. - Member

Entitlement of Consultants: Payment: The engaged consultant will be paid fixed monthly remuneration based on last pay drawn minus pension plus @4% DA. In the case of those who retired before 01.01.2016, their remuneration will be fixed based on the pension sanctioned plus DA @ 4%. Allowances: The Consultants shall not be entitled to any allowance such as enhanced Dearness Allowance, Residential Telephone, Transport Facility, Residential Accommodation, Personal Staff, CGHS, and Medical Reimbursement etc. Leave: Consultants shall be eligible for 12 days leave in a calendar year on pro-rata basis. Therefore, a Consultant shall not draw any remuneration in case of his/her absence beyond 12 days in a year (calculated on a pro-rata basis). Also un-availed leave cannot be carried forward to next calendar year. TA/DA: TA/DA shall be admissible for joining the assignment or on its completion. Library Facility: The Consultants shall have access to the NFSC library during the period of their engagement and shall be allowed to borrow books as per library rules.
