GUIDELINES FOR DELEGATION/PUBLIC SESSION PRESENTATION(S) The Board of Trustees welcomes constructive public input into its deliberations at delegation/public session. Any citizen or group 18 years of age or over served by the Ottawa Catholic School Board may appear during the delegation/public sessions before the Board of Trustees to express views or concerns pertaining to matters within the mandate of the Ottawa Catholic School Board which are in accordance with the Board’s Procedural By-laws. PUBLIC SESSION: During the Public Session on the agenda, individuals who have signed up prior to the start of the Board meeting and meet the criteria stated above may address the Board of Trustees at this time. NOTE: maximum 5 minutes/per presenter, at discretion of Chair. DELEGATION: All delegations are required to submit a “Delegation Registration Form” outlining key points to be presented. This form must be received in the Director’s Office no later than seven (7) days prior to the Board meeting (see Board’s website for more information and to access the form). NOTE: maximum 10 minutes per delegation with no more than two (2) spokespersons and maximum two (2) delegations per Board meeting, at discretion of Chair. In recognition of our Catholic values, and in view of established standards of decorum, civility and propriety, the following guidelines have been instituted to promote an atmosphere of dignity and respect in all Board delegation/public sessions: 1) The spokesperson(s) will be asked by the Chair to come to the presentation table. All other guests of the Board shall remain seated in the gallery behind the presentation table. 2) Only constructive criticism of ideas, proposals or resolutions is appropriate. In presenting opinions on contentious issues, presenters will refrain from criticizing individuals by name or position. 3) Presenters will refrain from the use of derogatory, defamatory or inflammatory language in presenting their point of view. 4) Guests are asked to not interrupt the speaker during his/her presentation. 5) Signs and/or placards are prohibited in the meeting. 6) To assist presenter(s), a timekeeper will be displayed on the projection screen counting down from the allotted time. When one (1) minute remains, the spokesperson will be notified. When time has elapsed the Chair will inform the spokesperson. When decorum standards are not followed, members of the public may be asked to change their behaviour or they may be asked to leave. Following the presentation, the Chair of the Board will ask Trustees if they have any questions for clarification from the spokesperson. All Saints High School – Robotics Club
The Robotics club at All Saints High School was established in September 2006 as an extracurricular opportunity for students in grades 7 to 12. Most of the membership for the club has historically drawn individuals from the credit course in robotics TDR3M as well as those students with a keen interest in technology. Initially the goal of the club was to participate in the Skills Canada, Ontario Technological Skills Competition: Canada’s largest skilled trades and technology competition held in Waterloo, Ontario each year. Since September 2009 the program has grown and the team (FIRST Team 2994 - The ASTECHZ) now participates in FIRST (For Inspiration and Recognition of Science and Technology) challenges and competitions which include the FIRST Lego League for grades 7, 8 and 9 students and the FIRST Robotics Competition. Additionally the club has established a web-site www.team2994.ca celebrating the team’s initiatives and successes. Student presenters: Adam Prittie, Connor Mozer and Sam McCracken, and All Saints High School alumni: Will Prado and Jack McCracken will present on overview of the club’s initiatives and successes at the meeting on September 9, 2014. Principal William Walsh and teacher Paul McDonough will also be in attendance. I am pleased to have the opportunity to highlight this All Saints High School initiative. Sincerely,

Compliance Audit Committee – 2014 Elections
In accordance to the Municipal Elections Act, 1996, every school board must appoint a Compliance Audit Committee by October 1, 2014. The purpose of this Committee is to hear and decide on applications for compliance audits regarding candidate’s campaign expenses. A compliant audit may be requested by any eligible elector where the elector has reason to believe that a candidate has not complied with election campaign finance rules. Although the Committee must be established by law, it should be recognized that the Committee may never be required to meet. Guidelines the Committee must be composed of three to seven people, Committee members cannot be a member of the school board, an employee, or a candidate in the election, and members serve a four-year term beginning December 1, 2014 on an as-needed basis. Municipalities and school boards can appoint the same members to their respective audit committee. Each Council or Board, however, must establish their own Committee. In 2010, the City of Ottawa, Ottawa Carleton District School Board and the Ottawa Catholic School Board agreed to work collaboratively to recruit committee members, thereby lowering the costs, and joined together to form the Compliance Audit Committee. Selection Panel was established and interviews have been held and candidates were: 1. questioned to ensure they possessed knowledge of campaign finance rules and accounting principles, 2. asked if they understood the legislation ensuring they be politically neutral, 3. asked if they had any relationship with either school board, 4. informed that it is a joint committee, in such, members will be appointed to the Compliance Audit Committee, however, in the event that a compliance audit request is received, the Committee members would report to the organization on which the candidate sought election.

Cost to Board Given the qualifications of the members of the Committee and requirement to address compliance audit requests in a timely fashion, Committee members will be paid an honorarium/retainer of $600/each annually. 5 members x $600/annually = $3000, divided by 3 organizations = $1,000/annually Additionally, Committee members report to the organization on which the candidate sought election. Should an application arise against the Ottawa Catholic School Board, a $175/hr rate will be applied to a maximum of $1250/day. NOTE: The Board assumes no additional costs should an application be against the City or the Ottawa Carleton District School Board. I will be pleased to address your questions at the Board meeting on September 9, 2014. RECOMMENDATION: 1) That the Memorandum from the Director of Education dated September 5, 2014 entitled “Compliance Audit Committee – 2014 Elections” be received. 2) That the recommendation that the Board establish a Compliance Audit Committee for a Four-Year Term commencing December 1, 2014, be approved.

Summer Programs Report
On behalf of the Continuing & Community Education Department, I, along with Mr. Gino Milito and Ms. Marianne Kayed (Principal and Manager, respectively, of the Continuing and Community Education Department), are pleased to provide information on the programs offered by our department during the summer of 2014. The various programs offered during the summer helped support the Ottawa Catholic School Board’s core priority of meeting the diverse needs of all learners. 1. Summer School Credit Program This summer, along with the regular complement of Reach Ahead and Make-Up courses, we offered e-learning Reach Ahead courses for grade 11 and grade 12 English. 4. Summer International Languages Elementary Program The IL summer program continues to increase in popularity, with enrolment increasing by 33% over the last three years, and by 11% from last summer. The language programs offered were Cantonese, Italian, Korean, Mandarin (traditional), Russian, Dutch, Tigrinya and Spanish. 5. Summer Adult Non-credit ESL Again this summer, adult non-credit ESL classes were offered at Queen of the Angels, St. Joseph Adult, St. Patrick Adult, and Holy Trinity High School. A total of 1056 students registered for these classes in July and August, 2014, while 810 students registered during the summer of 2013. This represents an enrolment increase of 23%. 6. Focus on Youth This initiative offered employment and leadership opportunities, over a 6-week period during the summer, to youth who attend Ottawa Catholic high schools. 7. Summer Learning Program This is the second year the Board has offered the Summer Learning Program, which is part of a provincial research project focused on retention and loss of learning over the summer. This program supported primary-age students in the Dr. F. J. McDonald and St. John Paul II school communities who were at risk of not meeting the provincial standard in numeracy. A total of 44 students participated in the Summer Learning Program. The 2014-2015 school year is an exciting time in Kindergarten, with all of our schools offering a full-day immersion program at the Junior Kindergarten and Kindergarten levels. The Board Kindergarten registration dates for the 2015-2016 school year are being scheduled for January 19 - 23, 2015. As per past years, a comprehensive registration package will be prepared for schools, including information about our Extended Day Programs. All of the registration forms are also now available on line for parents to complete prior to their scheduled appointments at the school. RECOMMENDATION: THAT the Memorandum from the Superintendent of Student Success, Elementary, dated September 2, 2014 entitled “Junior and Senior Kindergarten Registration, 2015-2016” be received.
