The Greenfield Township Trustees met in regular session at the firehouse. Larry Joos called the meeting to order and led those present in the Pledge of Allegiance. Larry Joos, George Hallarn, and John Reef were present. After each Trustee had reviewed the minutes from the 3-10-10 meeting, Larry moved to approve the minutes; John seconded, and all voted yes. After each Trustee had reviewed the minutes from the 3-18-10 meeting, John moved to approve the minutes; George seconded, and all voted yes. ZONING BUSINESS Leonard Lewis is starting to get a little activity. With the good weather, construction begins. Leonard stated he had received a letter in regards to excessive light shining into a residential area. He will review the area and see if they are in compliance. Larry and Leonard had a nuisance complaint on 561 Carroll Eastern Road in regards to junk vehicles. Leonard will pursue a remedy for the situation. There was nothing new on the poker establishment, in the Greenfield Center. Larry did receive another complaint about Mr. Rockhold’s property. Larry and John have both looked at the property and feel there is nothing that is not in compliance at this time. Attorney Ray Michalski was supposed to send a letter stating that all items had been completed. Larry will contact Attorney Ray Michalski to find out if the letter was completed.
ROAD AND CEMETERY DEPARTMENT BUSINESS Lonnie Kosch presented the Fairfield County and Liberty contracts for signature. Larry moved to approve the Fairfield County contract, George seconded, all voted yes. George moved to approve the Liberty contract, John seconded, all voted yes. Contracts will be forwarded to their respective entities. Larry moved to put the Liquid Asphalt MWS90 out for bid, George seconded, all voted yes. Lonnie will check with Dorian again on the problem with Election House Road.
Lonnie is ready to hire a part-time person for seasonal mowing and various odd jobs. Donnie Crow has applied and Lonnie would like to hire him if he passes all drug tests. Mr. Crow has a CDL that would be an advantage if needed in the future. John moved to hire Donnie Crow if he passes his drug test, George seconded, all voted yes. 1

John brought the books to share from the class he and Lonnie attended on Asphalt Paving. John felt it was very informative. George asked Lonnie to put some patch in the pothole located by the drive at the Bloom Carroll School on Plum Road. Susan Trancy was concerned about the culverts needed on the southwest corner of Carroll Southern and Coonpath. Larry advised her that Lonnie can provide the information she will need to proceed. FIRE DEPARTMENT BUSINESS George moved to accept the resignation of Kevin Cunningham, Larry seconded, all voted yes. George got a price of $4.00 or $5.00 for the used chairs. George told the church officials he would take 75 of the chairs. Chief Morris presented a quote for a Sutphen Commercial Pumper. George stated that Bloom Township has a Grummen truck for $20,000.00 that might be a viable option. Chief Morris would like to see the maintenance records prior to purchase. Larry felt there should be a couple committees to look at needs in the future for truck and medic needs. Larry made a motion to go ahead and purchase the Grummen truck for $20,000.00 out of the Capital Fund, John seconded, all voted yes. Larry made a motion to go into executive session to discuss fire personnel, George seconded, all voted yes. Chief Morris was invited in at 8:10PM. George made a motion to come out of executive session, Larry seconded, all voted yes. Various problems with personnel were discussed and the Chief and Trustees will be working to resolve those issues. John asked how much has been spent to rehab the Old Firehouse, the Chief felt it had been less than $3000.00.
FROM THE TRUSTEES George, John and Larry attended the Weather Spotters class yesterday. George was amazed there were so many people involved. George and Larry attended the Flood Plain review today. George felt the flood plain is increasing by varying degrees.

Mr. Shetrone called George and asked if there was a noise ordinance that prohibited 4 wheelers. George told him no. George will provide him a copy of the ordinance. One of the Trustees will attend the Carroll Village Council Meeting. FROM THE FISCAL OFFICER The Fiscal Officer passed various pieces of correspondence and the Financial Reports. George moved, John seconded, and all voted yes to pay the bills and the Payroll Electronic debit associated with warrants 25456 through 25484 listed on the attached Check Register. Receipts received since the last meeting are listed on the Receipts Report. George moved, John seconded, and all voted yes to approve financial reports and all transfers between line items. Business concluded; meeting adjourned.
