BUILDINGS AND GROUNDS MANAGEMENT It shall be the policy of this Board that school properties be maintained in good physical condition. Safe, clean, sanitary, comfortable and adequately maintained facilities are basic indications of efficient management. Their provision is a responsibility of highest priority. The Board recognizes that the services and skills of many trained persons are required to maintain the buildings, grounds, playgrounds and equipment at acceptable safety-related standards, to adequately repair, alter or improve properties and to effectively plan and construct new facilities all commensurate with the requirements of the education program. The school system, therefore, shall be properly staffed and equipped to perform all normal building and grounds maintenance, repairs and improvement functions. Contractual work shall be initiated after Board approval and in accordance with state statutes for items which are not sufficiently repetitive in nature to justify additional employment or specialized staff or equipment. Additionally, land and property titles shall be duly examined by the Board attorney and protected at the time of acquisition for school purposes. All real or personal property purchased by school organizations, activity fund accounts, or contributed by outside organizations becomes the property of the school property shall be disposed of in accordance with State law.

FILE: EBA INSURANCE PROGRAM The Board is authorized to insure every system owned building and certain equipment for its insurable value. The Board shall insure all system owned property through the insurance program offered by the State of Alabama. The Board may use other insurance agencies to obtain coverage on selected properties.

FILE: EBB 1 of 2 SAFETY PROGRAM The Board strives to maintain safe buildings, grounds and equipment in order to prevent accidents or injury to students, employees and other individuals. Protection shall be provided from such dangers as fire, natural disasters, mechanical and electrical malfunctions and other avoidable hazards. Buildings shall be planned, equipped, and maintained in accordance with state and federal building codes and safety regulations. Buildings shall be equipped with fire extinguishers. A comprehensive safety plan shall be developed and implemented at each school site in accordance with state guidelines. Proper supervision of students and other individuals using the facilities is required at all times. The Superintendent shall develop a system-wide safety program in coordination with the offices of Civil Defense and Emergency Management. Safety instruction, including accident prevention and safety drills, shall be stressed at all grade levels. Expertise of fire prevention experts, health officials and other community agencies shall be incorporated into the total safety program. First aid equipment shall be readily available. At least one staff member should be trained to administer CPR in cases of emergency. The Superintendent shall instruct principals of all schools to prepare and disseminate supervision schedules concerning supervisory areas. Copies of such schedules shall be available upon request by the Superintendent.

FILE: EBB 2 of 2 Special emphasis shall be placed upon supervision within classrooms and requirements concerning safety precautions in such "high-risk" areas as shop, physical education classes, and extra-curricular activities. The Superintendent shall require regular inspections of buildings and grounds of the schools. These inspections shall be conducted by the person(s) responsible for managing the site inspected or by his/her designee. All Health Department sanitation standards shall be followed. Appropriate personnel should work with the Health Department in maintaining acceptable sanitation standards.

FILE: EBBB EMERGENCY WARNING SYSTEM Each principal shall develop an appropriate emergency warning system to warn students, teachers, and other staff of impending danger. The warning system should include fire, severe weather, intruders and other potential dangers.

EMERGENCY DRILLS

The Board requires that at least one fire drill be held in each school during each month school is in session. A fire drill shall require complete evacuation of the building. Each school shall keep a record on file of all fire drills. At least one severe weather drill shall be held each month school is in session. A record shall be kept on file of the severe weather drills. School personnel shall cooperate with local, state and national organizations to develop plans dealing with all possible emergencies. All doors and exits shall remain unlocked from the interior during school hours and shall meet the required codes.

EMERGENCY CLOSING

The Superintendent shall determine if conditions are such that the schools or an individual school should be closed. Particular attention shall be paid to weather conditions which could create hazardous road conditions.

FILE: EBBE TRAFFIC AND PARKING CONTROLS The Board and administrative staff will work with local law enforcement agencies in an effort to provide the best possible safety procedures for students leaving and entering school grounds. These safety procedures will include the marking of school speed zone areas as required by law. Principals are charged with developing rules and regulations relative to parking and traffic controls on school property under their supervision.

AUTOMATED EXTERNAL DEFIBRILLATOR

The Board understands that early defibrillation may sustain the life and temporarily stabilize a person in cardiac arrest. An automated external defibrillator (AED) shall be placed in each school in the Talladega County School System. All AED’s shall meet minimum specifications and shall be regularly maintained and tested. A medical authority (physician or registered nurse) will ensure compliance with training, notification and maintenance. The local emergency communication center or dispatch center should be notified of the type and location of all automated external defibrillators The Board shall designate at least one employee at each school to be trained in the use of an automated external defibrillator.

FILE: EBC SECURITY Principals are charged with maintaining environments which are optimally conducive to learning and are authorized to take appropriate actions to eliminate disruptive influences. Security includes not only maintenance of a secure (locked) building but also protection from such dangers as fire hazards or faulty equipment, and a simultaneous emphasis upon safe practices in the use of electrical, plumbing, and heating equipment. Staff members will cooperate closely with local police, fire, and sheriff's departments and insurance company inspectors. Security also includes maintaining a proper atmosphere for learning and protection from trespassers, agitators and others whose actions materially and substantially disrupt school activities. Access to school buildings and grounds after regular school hours shall be limited to personnel whose work requires it or to those to whom access has been granted by the principal. An adequate key control system shall be established in an effort to prevent illegal entry into buildings. Records and funds shall be kept in a safe place under lock and key. Protective devices designed to be used as safeguards against illegal entry and vandalism shall be installed when appropriate. Employment of security personnel may be approved in situations where special risks are involved.

FILE: EBD ENERGY MANAGEMENT CONSERVATION POLICY It is the intent of the Board that every building and facility have adequate environmental control (temperature, lighting) to insure that a proper learning environment is provided for students and staff. Every effort will be made to conserve energy and natural resources while exercising sound financial management. The implementation of this policy is the joint responsibility of the board members, administrators, teachers, students and support personnel requiring cooperation on all levels. The district will maintain accurate records of energy consumption and cost of energy and will provide information to the local media on the goals and progress of the energy conservation program. The principal will be accountable for energy management on his/her campus with energy audits being conducted and conservation program guidelines being updated. Judicious use of the various energy systems on each campus will be the joint responsibility of the principal, maintenance technicians, and custodians. All district personnel will be expected to contribute to energy efficiency in our district. Every person will be expected to be an “energy saver” as well as an “energy consumer.” Energy management on his/her campus will be a part of the principal’s annual evaluation. Administrative Energy Guidelines will govern implementation of the energy program. To maintain a safer and healthier learning environment and to complement the energy management program, the district shall develop and implement a preventive maintenance and monitoring plan for its facilities and systems, including HVAC, building envelope, and moisture management. FILE: EBF SANITATION The chief administrative officer of each facility shall insure that all buildings and grounds under his/her supervision comply with sanitation standards established by both the State of Alabama and Talladega County Health Department. Periodic inspections of Board owned facilities shall be made and immediate steps taken to correct unsanitary conditions. The Superintendent and/or his/her designated representative shall be responsible for initiating and maintaining an effective school plant cleaning program in compliance with all sanitation requirements of the Health Department and policies of this Board. Necessary personnel may be employed to provide effective custodial services.

LEASING AND RENTALS

The Board recognizes that in some instances there is a need to lease or rent certain types of equipment or facilities. In such cases, prior approval by the principal and/or Superintendent is required. Rental of System owned facilities is further addressed in Board policy DMB.

FILE: EBI LONG-RANGE MAINTENANCE PROGRAM It shall be the policy of the Board to furnish personnel, material and equipment necessary to maintain facilities with sound economic and educational requirements. A system shall be implemented for issuing work orders based on need. A systematic file of work orders shall be maintained. Work orders shall be initiated by the principal or designee. Work orders for emergency repairs shall be labeled as such and processed as quickly as possible. The principal or designee shall continually assess maintenance requirements of the schools, and, in cooperation with the Superintendent or designee, establish a schedule of jobs to be completed. Maintenance jobs, whenever possible, shall be completed when school is not in session in order to avoid disruption of the instructional program.

FILE: EBJ BUILDINGS AND GROUNDS RECORDS The Superintendent or his/her designee shall maintain a comprehensive schedule of property values for all Board owned buildings and other facilities. This schedule of values shall include the actual cash value of each piece of Board owned property and will be updated at least annually. The Superintendent or his/her designee shall also maintain a comprehensive inventory of the contents of all Board owned buildings and other physical assets of the Board. This inventory should be updated annually.

FILE: EC EQUIPMENT AND SUPPLIES MANAGEMENT All maintenance equipment shall be inventoried and a periodic check made to insure proper accounting. Board owned equipment shall not be loaned to private individuals or used for private purposes. Office and janitorial supplies provided by the Board shall be requested in writing, and accurate records of distribution maintained.

FILE: ED STUDENT TRANSPORTATION MANAGEMENT Buses shall be used for the purpose of transporting students to and from school only, except for extracurricular program activities and approved field trips. Under no circumstances may a bus be used for any reason that will interfere with the transportation of school children to and from school. Only State certified bus drivers shall be employed as bus drivers.

FILE: EDC BUS SAFETY Prior to employment, the Board requires that bus drivers obtain a Commercial Driver License and all certificates required by the State Department of Education to operate a school bus. The State Board of Education requires that all vehicles used for the transportation of children be inspected annually by authorized and qualified State Department of Education employees. Any bus found to be deficient shall be "red tagged" and shall not be used to transport students until the appropriate repairs have been made and further inspection reveals that the deficiency has been removed. All vehicles used for the transportation of children shall be inspected monthly by local transportation personnel in accordance with standards established by the State Department of Education. All bus drivers shall wear seat belts while operating a school bus. All accidents regardless of the damage involved must be immediately reported to the Supervisor of Transportation and Safety Services. Any part of the vehicle rubbing, scrapping or touching (other than bushes, overhanging limbs, etc.) other objects or vehicles in such a manner as to cause damage to the vehicle or to others shall constitute an accident.

BUS SCHEDULING AND ROUTING The Superintendent or his/her designee shall have the responsibility for determining all routes and schedules. Buses must not discharge students except at the school which they attend. Buses are to stop only at scheduled stops except in cases of mechanical problems or emergency. Each bus operates on a regular schedule, which is not to be changed unless absolutely necessary.

FILE: EDDA 1 of 2 SPECIAL USE OF SCHOOL BUSES It shall be the policy of the Board to permit the use of school buses for student trips or excursions to enhance instructional activities. The use of buses for such trips shall be strictly governed by regulations adopted by the Board and/or established by the Superintendent or administrative staff. In addition to any regulations that may be prescribed, the Board shall require the following: 1.

Application for use of any school bus must be submitted to and approved by the Supervisor of Transportation and Safety Services at least five (5) days prior to the date of anticipated use. Any expenses incurred will be the school's responsibility. No trip will be approved unless it is educational in nature.

2.

Only qualified licensed school bus drivers shall drive school buses on any student trip or excursion and expenses incurred shall be paid by the local school.

3.

Only school students and school personnel shall be permitted to ride the bus on such trips. Appropriate school patrons may be used as chaperones as approved by the principal. A teacher or appropriate school patron shall ride the bus at all times when making such trips.

4.

Only buses having properly working stop and clearance lights will be used for night trips.

5.

The use of a bus for such purposes will not interfere with the regular transportation of students to and from school.

6.

Each school must submit accurate mileage of the trip from the point of departure at the driver's home until the completion of the trip.

FILE: EDDA 2 of 2 Special forms will be furnished by the Supervisor of Transportation and Safety Services in order to fully comply with this policy. Principals are responsible for the proper completion of forms and subsequent reimbursement.

CHILD NUTRITION PROGRAM The Board shall make available nutritious meals to all students at a minimal cost. The school principal, in conjunction with the Child Nutrition Coordinator, is responsible for insuring the Child Nutrition Program is operated in compliance with federal, state and local laws and regulations as well as policies of the Board. Students' participation in the school food service program shall be subject to Board policy and such rules and regulations as may be developed by local schools. The following such rules and regulations shall apply: 1.

All students are required to go to the cafeteria at the designated time even if they bring their lunch.

2.

Students are not permitted to leave the school campus during the lunch period.

3.

Cafeterias are expected to operate on a cash basis and neither students nor staff should expect to be extend credit.

The local school principal shall be directly responsible for the operation of the cafeteria located at his/her school. Free and/or reduced-priced lunches shall be available to qualified students. It shall be the responsibility and duty of local school principals to disseminate information concerning free and reduced-priced lunches to all students in their schools.

FREE AND REDUCED FOOD SERVICE No child shall be permitted to attend school regularly for an extended period of time without food service. The principal shall determine, in accordance with National Child Nutrition Program Guidelines, the students who are eligible for free or reduced priced meals. When a child transfers from one school to another, the sending principal should report eligibility status to the receiving principal. Every possible effort shall be made to provide free or reduced price meals to eligible students in such a manner that these students are not singled out. The Superintendent shall provide annual reports to the Board outlining eligibility criteria for free and reduced priced meals and any child nutrition policy amendments.

FILE: EEB 1 of 2 CHILD NUTRITION PROGRAM CHARGED MEALS, ADULT MEAL REQUIREMENTS AND STUDENT MEAL PRICING CHARGED MEALS It is the intent of the Talladega County Board of Education to provide an opportunity for each child to eat a nutritious breakfast and lunch during the school day. It is also the policy of the Talladega County Board of Education to comply with all Federal program regulations pertaining to the National School Breakfast and National School Lunch programs. Program regulations do not allow for meal charges of any type; therefore, it is the responsibility of the parent or guardian to pay for the meals a child eats. Students who experience emergencies or special situations may be allowed to charge meals for a one-day period. Payment for charged meals shall be made by the student during the designated time and place for collection on the next school day. The local school principal will be responsible for collecting monies for charged meals and eliminating any outstanding indebtedness of students by the end of each school year. Documentation of efforts to collect all charges and repayments should be maintained. Cafeterias should not charge adult meals or a la carte items for students and adults ADULT MEAL REQUIREMENTS Cafeteria programs require that adults who are served meals provide payment according to a Board approved schedule. The following regulations have been developed for adult meals for Talladega County Schools: Child Nutrition Program Employees Persons who are employed in Talladega County Schools who work directly with the Child Nutrition Program are entitled to, free of charge, a meal for breakfast and a meal for lunch. To qualify for the free meal program, Child Nutrition Program personnel should be employed in the food preparation site.

FILE: EEB 2 of 2 Other School Personnel All other employees, including teachers, principals, janitors, maintenance personnel and others must pay the Board approved price for breakfast and lunch. The price for meals shall be at least the price of a paying student, plus the total of commodity and federal cash assistance for each meal. The board shall publish the exact price of adult meals, after approval each year, in the cafeteria. STUDENT MEAL PRICING Talladega County Schools shall base prices for student meals on the requirements established by USDA, the State Department of Education and the local Board of Education. The prices for student meals shall be based on the following regulations: Regular Paying Students Prices for regular paying students shall be based on the price, which is established by the board at the beginning of each school year. Those costs shall be published in the local newspaper by the Superintendent or designee for communications to parents and in the State Department of Education document entitled “policy Statement for Free and Reduced Priced Meals, Attachment A.” Cafeteria managers are also encouraged to post student meal prices in a prominent location in the school cafeteria. Students who do not meet the standards established by applicable government agencies for free and reduced priced meals shall pay the full price for meals.

RISK MANAGEMENT POLICY STATEMENT The Board recognizes its responsibility for properly managing the resources of the school system. This responsibility includes concern for the safety of students, employees and the public as well as concern for protecting the system's property from loss. No new policy or procedure will be adopted or approved by the Board without giving careful consideration to the school system's risk exposure. The Superintendent or his/her designee shall be responsible for establishing a risk management and insurance program covering all property and program risks related to the performance of the educational and service missions of the system. This risk management and insurance program shall include means for identifying, eliminating, reducing, retaining or transferring risk. Only when a particular risk cannot be eliminated or feasibly retained by the system shall it be transferred by the purchase of insurance. The Board realizes that the assumption of some predictable risks is the most economically feasible method of treating certain exposures. When in the apparent best interest of the system, the Board may budget for and retain limited and predictable risks of financial loss. When the purchase of insurance is deemed necessary, such purchase will be made on the basis of service offered by the insurer, the reliability and financial stability of the insurer, and the price of the insurance as competitively determined. The Board does not recognize any obligation to purchase insurance from a particular agent(s), broker(s), or insurer representative(s) or State Insurance Fund other than an obligation based on the above stated considerations.
