Federation is disappointed to note that in the proposal, referred to above, the Railway Board has cited the prime reason for acute shortage of Stenographerscategory due to nonprovision of the panels by RRBs. This clearly indicates that there is something wrong betweenthe demand placed by the Zonal Railways with the RRBs vis-d-vis provision of adequatepanels by RRBs to the Zones. Federation,however, does not agree with the Railway Board's proposed to outsourcethe work of stenographicassistanceto Railway Officers through Manpower Service Providers (MSP) to be selectedby the respective Zonal Railway/PU for the following reasons:Stenographersinclude liaison with other offi cers/departments. papers/files,for providing help to the officers in dischargingtheir duties. surprise/safetyinspections for preparing inspection reports. The services of Stenographer are also required to the Officers for preparing consolidated reports during break-downs, accidentinquiries, departmentalenquiries,D&A inquiries, briefing notes,tender committee proceedings etc., Besides, the presence of Stenographer is very much necessary for preparation of minutes of various formal/informal meetings viz., ZRUCCIDRUCC, Trade Unions, PNI\4/PREM, Punctuality, Coordination, Works Review/Progress, Planning & Coordination, Man Power Planning, Expenditure Control, Scrap Review, Public Grievancesmeetingsetc., conductedfrom time to time at various administrative levels. enquiring whether senior/junior officers are available for a meeting, the Stenographer should have the knack to gather information. This cannot be expected from the outsiders who are not aware of the complex system of Railways and such posting may adversely affect efficiency. of the samemay trigger major industrial unrest and industrial relations problems.
