File: IHBEA ENGLISH LANGUAGE LEARNERS In keeping with the intention of the state of Colorado and this school district to offer educational opportunities to those students with limited English proficiency, the district shall provide suitable research-based language instructional programs for all identified English language learners in grades kindergarten through 12 in accordance with the requirements of state and federal statutes and Colorado Department of Education regulations and guidance. The district shall identify students who may have limited English proficiency through home language surveys that identify a primary home language is other than English (PHLOTE), observations, intake assessments, and recommendations of parents, teachers and other persons. Identified students shall be assessed annually to determine their level of proficiency in the English language. Students shall be assessed through use of the language assessment approved by the Colorado Department of Education. The district shall certify to the Colorado Department of Education each year those students with limited English proficiency , including specification of the number of non-English languages identified as the students’ primary languages and the number and percent of students who speak each non-English language as their primary language. The district shall provide additional information as required by the Colorado Department of Education to comply with federal law. LEGAL REFS.:
