Law on Red Cross of Serbia The position of the Red Cross of Serbia Article 1
The Red Cross of Serbia shall exercise public powers set under the law and perform other work of public interest in keeping with the ratified international treaty, the law, other regulations and Acts, and while performing such work the Red Cross of Serbia shall have the position of an organization being auxiliary to the competent state authorities in the humanitarian domain.
Law on Red Cross of Serbia Article 7 The Red Cross of Serbia shall also exercise the public powers conferred by the Law which are: 1. to initiate, organize, carry out or participate in regular and emergency solidarity actions in the Republic of Serbia in order to assist the vulnerable population and victims of natural, ecological and other disasters as well as armed conflicts, to provide the training of staff as well as material, financial and other means for such actions; 2. to provide training to the population organized on a voluntary base for civil defense activities on the territory of Serbia which shall react with the provision of first aid in the event of natural, ecological and other disasters as well as armed conflict;
Law on Red Cross of Serbia Article 7 3. to organize, train and prepare teams which shall provide first aid, hygiene-epidemiological protection, care for the injured and sick, to carry out social work and psychosocial support to the population and provide technical support to the aforementioned tasks in the event of natural, ecological and other disasters as well as armed conflict;
RCS Programmes / Article 9 The Red Cross of Serbia shall implement programs and activities stemming from the objectives and tasks of the International Movement, as follows: 3. it adopts plans and implements the disaster preparedness and response programs in collaboration and in co-ordination with relevant state authorities;
Position of the Red Cross of Serbia
• Red Cross of Serbia is a constitutive part of the integrated, unique system of rescue and protection of the governmental bodies and local communities at all levels for all type of disasters corresponding to obligation stipulated in the Law on Emergency situations. • Red Cross of Serbia and its branches participate in planning, preparations and response in case of disaster in accordance with Law on the Red Cross of Serbia and its auxiliary roll in humanitarian field.
Position of the Red Cross of Serbia
• Red Cross of Serbia representatives are members of emergency bodies at all levels. • Red Cross of Serbia participate in evacuation, sheltering and relief activities through its local, district and national disaster response units
Tasks of the Red Cross of Serbia • Red Cross of Serbia contributes to disaster response and assists the most affected people in case of disaster by: • evacuation, • sheltering, • distribution of emergency & relief items, • provision of water supply and sanitation, • being leading agency for first aid delivery, • Tracing service (Restoring Family Links) • RCS is the leading agency in the country for first aid • RCS is the leading agency in the country for Water Life Saving (ILSE member since 1998)
Republic of Serbia emergencies in 2014. In responding to 5 emergencies (floods in May are not included), the Red Cross of Serbia provided aid: in 27 cities and municipalities, to 17.532. The aid consisted of: 103.166 pieces of canned meat, 1.320 family food parcels; 1.320 hygienic parcels and 1.045 pairs of rubber boots.

In responding to emergency caused by pollution of public water supply system, the RCS assisted population with 41 water tanks and more then 200 foldable jericans.

The biggest emergency in 2014 was caused by flash floods and landslides in the Western, Central and partially Eastern parts of the Country. Just to respond to May floods emergencies, the Red Cross of Serbia purchased, warehoused and distributed to the affected population totally 5.510.270 kg of humanitarian aid.

Red Cross of Serbia and his structure assisted: 54 affected municipalities 20.120 affected families with 57.799 members - direct beneficiaries. In the operation RCS engaged: 7.936 employees, members of the National and local disaster response teams and volunteers of the RCS network - they provide more then 1.000.000 volunteer working hours.

International humanitarian aid – IFRC, NS, ICRC Secretariat of IFRC mobilize DR tools – DREF and later on lunched Emergency Appeal.
