I.
INTRODUCTION In January 1983, the United Nations declared 1983 to 1992 the International Decade of Disabled Persons. Less than two months after Batas Pambansa Bilang 344 (BP344), otherwise known as An Act to Enhance the Mobility of Disabled Persons by Requiring Certain Buildings, Institutions, Establishments, and Public Utilities to Install Facilities and Other Devices, or the accessibility Law was passed into law on February 25, 1983. The Implementing Rules and Regulations of BP 344 were amended in 1994 and is the current version in use and being implemented by all Local Government Units, the DPWH, the DOTC, and all other concerned government agencies. The contents of this Plan Review Report for compliance with Batas Pambansa Bilang 344 or the Accessibility Law were based primarily on the current and latest version of the Law. References were made to the July 2013 Draft BP 344 IRR Amendments of BP344 to cover areas not yet considered in the current version of BP344. The draft amendments are still undergoing peer review hence these can still change or be modified afterwards. There may be variances in dimensions and clearances after the results of the peer review. Recommendations based on the July 2013 Draft BP 344 IRR Amendments are noted in this Plan Review Report.
II. FINDINGS AND RECOMMENDATIONS FROM THE PLAN REVIEW A. Site Development 1. Parking Recommendations 1.1 If the same existing Site Development Plan will be adopted (as shown in Photo A.1.1) where there are parking slots immediately before the front entrance of the building provide at least one (1) accessible parking slot located closest to the accessible ramp as shown in Fig. A.1.1. Depending on the total number of parking slots behind Fonacier Hall provide the appropriate number of accessible parking slots in accordance with Table A.1.1. 1.2 Provide signage in accordance with Section E of this Plan Review Report.

B. Building Entrances s 1. Accessible Ramp at the front and rear of the building 1.1 Findings a. Given the length of 3.60M of the proposed ramps at the front and rear entrance of the building these ramps can accommodate a change in grade of 300MM from the finish parking level to the finish ground floor line to be accessible. A higher change in grade ffrom rom the finish parking level to the finish ground floor will require a longer ramp. 1.2 Recommendations a. Make the proposed new ramp up from the Lower Ground Floor to the Upper Ground Floor Level BP344 compliant with details as shown in Fig.B.1.1, Fig.B.1.2, and Fig.B.1.3 b. Provide directional signage in accordance with Section E on Recommendations for Signage and Way Way-Finding. c.
For entrances doors requiring thresholds provide thresholds with details according to Fig. B B.1.4.

1.3 The 2013 Draft BP344 IRR Amendments recommends the following for the easy location of emergency exits especially by persons with disabilities: a. Wall mounted or free standing tablets with an embossed plan configuration of the building which would also indicate locations of lobbies, washrooms and emergency exits (through the use of different textures to symbolize the spaces) should be provided at the main lobby of each floor or other strategic locations; the markings on this tablet should be readable by both the blind and the fully sighted; b. Flashing light directional signs indicating the locations(s) of fire exits shall be provided at every change in direction with sufficient power wer provided in accordance with the provisions for emergency lighting under Section 3.410 of P.D. 1185 (The Fire Code of the Philippines).

E. Recommendations for Signage and Way-Finding 1. The International Symbol of Access 1.1 The International Symbol of Access shall be composed of a white symbolized figure of a person in a wheelchair with a square background in United Nations Blue Color. The symbolized figure shall always face to the right. Provide directional arrows when the space/area/function being referred to is facing left.(Draft BP 344 IRR Amendments p.8) Hex value #5B92E5 1.2 All directional signs and way-finding aids for accessibility shall use the International Symbol of Access.

3. Dropped Sidewalks 3.1. Signage for all dropped sidewalks shall have both pavement and pole mounted signs. The pavement sign shall have a least dimension of 600mm (1200MM preferred). Wall-mounted signage shall have least dimension of 600mm mounted at a minimum height of 2.00 M. measured from the finish floor to the bottom of the sign as required by BP 344 as shown in Fig. E.3.1 and Fig. E.3.2. 3.2. Pole mounted signage is very helpful for persons who use wheelchairs who have a low line of sight so they can easily locate dropped sidewalks and accessible ramps.

4. Accessible Ramp(s) 4.1 Signage for accessible ramps shall be pole mounted. Pole mounted signs shall have least dimension of 600mm mounted at a minimum height of 2.00M. measured from the finish floor to the bottom of the sign as required by BP 344. 5. Accessible Toilets 5.1 Signage for accessible toilets could be either wall or door mounted. Both wall and door mounted signage shall have least dimension of 200mm.
