I.
INTRODUCTION In January 1983, the United Nations declared 1983 to 1992 the International Decade of Disabled Persons. Less than two months after this declaration, Batas Pambansa Bilang 344 (BP344), otherwise known as An Act to Enhance the Mobility of Disabled Persons [Persons with Disabilities] by Requiring Certain Buildings, Institutions, Establishments, and Public Utilities to Install Facilities and Other Devices, or the accessibility Law was passed into law on February 25, 1983. The Implementing Rules and Regulations of BP 344 were amended in 1994 and is the current version in use and being implemented by all Local Government Units, the DPWH, the DOTC, and all other concerned government agencies. The contents of this Plan Review Report for Compliance with Batas Pambansa Bilang 344 (BP344) or the Accessibility Law were based primarily on the current version of BP344 or the Accessibility Law and the Draft Amendments to the Implementing Rules and Regulations (IRR) of BP344. Reference to the Draft Amendments of BP344 were made to cover provisions not yet incorporated in the current version of BP344 like walk-in or accessible showers, areas of refuge and enhancements to grab bar configurations that need updating or in the current version of BP344. Recommendations that are based on the Draft BP 344 IRR Amendments are noted in this Plan Review Report.
II. FINDINGS AND RECOMMENDATIONS A. Site Development Plan 1. Findings 1.1 There is no dropped sidewalk or curb ramp provided at the start of the driveway going to the Porte Cochere. 1.2 The slope of the flares on both sides of the curb ramp immediately in front of the access ramp entrance is not 1:12. 1.3 There seems to be a pedestrian ramp along Grid Line 1’ from Grid Line B’ to D’. 2. Recommendations 2.1 Regarding travel route for persons with disabilities under the Porte Cochere: a. Option 1 1) Provide a dropped sidewalk just before entering the driveway (protected from the existing open canal) to enable persons with disabilities especially those who use wheelchairs already go up to the sidewalk that leads to the access ramp (persons without disabilities can easily go up the sidewalk without a dropped sidewalk). 2) Convert the curb ramp immediately in front of the access ramp into a dropped sidewalk as shown in Fig. A.2.1 (without the continuous curb and plants, and the pedestrian crossing) so that there will be no abrupt grade changes along the sidewalk which can be tripping hazards even to persons without disabilities.

b. Option 2 1) Provide a curb ramp with details as illustrated in Fig.A.2.2 along the sidewalk in front of the main entrance stairs so that persons with disabilities who use wheelchairs will not have to walk (wheel) towards approaching vehicles to get to the curb ramp and access ramp in the present design. This would allow persons with disabilities especially those who use wheelchairs to get on to the sidewalk as soon as they cross the driveway. As shown in Fig. A.2.2 and per Draft BP 344 IRR Amendments: “Curb ramps shall only be allowed when it will not obstruct a sidewalk/walkway or in any way lessen the width of a sidewalk/walkway or lessen the level/turning area of 1.50 m x 1.50 m. Curb ramps shall only be allowed if the width of sidewalks/walkways are more than 3.30 m with a corresponding curb height of 150 mm, otherwise dropped sidewalks shall be used.”

(“Fig. B.2.1” in the Draft BP 344 IRR Amendments, page 18) 2) Remove the curb ramp in front of the accessible ramp in the present design. 2.2 Provide an accessible ramp from the level of the sidewalk along Maguindanao Ave. to the level of the Porte Cochere if the slope of the sidewalk along the driveway is steeper than 1:12. 2.3 Provide guard rails along Grids B’ and D’ starting from Grid line 1’ to the edge of the sidewalk/existing open canal in accordance with DPWH guidelines for pedestrian and vehicular safety for roads and sidewalks.
B. Proposed Floor Plan 1. Access Ramp 1.1 Findings a. Assuming that the risers in each step of the main entrance stairs are 1500mm high the total rise from the level of the sidewalk to the ground floor level will be 750mm. This would require a total ramp run of 9 meters and a 1.50M long intermediate landing for ramp runs longer than 6.0M. The total length of the access ramp provided seems to be in the vicinity of 8.0M only. b. The access ramp does not seem to have handrails on the right in the first two (2) flights of ramp from the sidewalk when going up to the level of the offices. 1.2 Recommendations a. Make sure that the slope of the access ramp is not steeper than the 1:12 slope required by Batas Pambansa Bilang 344 (BP344) with landings 1.50M long and 1.20M wide for every ramp run that is more than 6.0M long. b. Provide handrails on both sides of the access ramp.

2. Landscaping 2.1 Findings a. There is no accessible ramp from the corridors to the Landscaping (landscaped area). 2.2 Recommendations a. Provide an accessible ramp that goes down from the corridors to the Landscaping (landscaped area). b. Provide a walkway (1.20M wide Min) with a firm flat surface that can support the weight of a person who uses a wheelchair (without sinking), with no depressions or protrusions greater than 6mm in the Landscaping (landscaped area) that can be comfortably used by persons with disabilities especially those who use wheelchairs. 3. Toilet for Persons with Disabilities 3.1 Findings a. There are no grab bars shown for the water closet. b. The water closet seems to be positioned farther than the 450mm required by BP344, measured from the centerline along the length of the watercloset to the face of the adjacent wall. 3.2 Recommendations a. Provide grab bars for users of the watercloset as shown in Fig.B.3.1, Fig.B.3.2, and Fig.B.3.3. b. Position the watercloset 450mm away from the adjacent wall measured from the centerline of the watercloset to the face of the adjacent wall. 4. Toilet at Director’s Office 4.1 Findings a. The toilet is not accessible. 4.2 Recommendations a. BP344 does not require individual toilets for private offices to be made accessible if there is an accessible toilet that is close by. It would however be very awkward when the time comes that the UP CARIM Building will have a Director with disabilities and would not to be able to use the private toilet at the director’s office and would have to go out of the office to use the common accessible toilet.
