I.

INTRODUCTION In January 1983, the United Nations declared 1983 to 1992 the International Decade of Disabled Persons [Persons with Disabilities]. Less than two months after this declaration, Batas Pambansa Bilang 344 (BP344), otherwise known as An Act to Enhance the Mobility of Disabled Persons [Persons with Disabilities] by Requiring Certain Buildings, Institutions, Establishments, and Public Utilities to Install Facilities and Other Devices, or the accessibility Law was passed into law on February 25, 1983. The Implementing Rules and Regulations of BP 344 were amended in 1994 and is the current version in use and being implemented by all Local Government Units, the DPWH, the DOTC, and all other concerned government agencies. The contents of this Plan Review Report for Compliance with Batas Pambansa Bilang 344 (BP344) or the Accessibility Law were based primarily on the current version of BP344 and the Draft Amendments to the Implementing Rules and Regulations (IRR) of BP344. Reference to the Draft Amendments of BP344 were made to cover provisions not yet incorporated in the current version of BP344 as well as sections that need updating or in the current version of BP344. Recommendations that are based on the Draft BP 344 IRR Amendments are noted in this Plan Review Report.

II. FINDINGS AND RECOMMENDATIONS A. Proposed Ground Floor Plan 1. Findings 1.1 There are no indications of finish floor elevations. There are no accessible ramps to address the changes in elevation from the Finish/Natural Grade to the Finish Ground Floor level. 1.2 There is no accessible toilet cubicle in both the male and female toilets. 1.3 The layout of the toilet and bath in the Dean’s Office is not accessible. 1.4 The layout of the toilet at the Admin Office is not accessible. 2. Recommendations 2.1 Provide an accessible ramp(s) corresponding to the difference in elevation between the Finish/Natural Grade and the Finish Ground Floor. Accessible Ramps shall comply with all applicable provisions of BP 344: a. Accessible ramps shall have a maximum gradient or slope not steeper than 1:12. b. Accessible ramps shall have curbs on both sides with a minimum height of 100MM to protect people who use wheelchairs from overshooting the edges of the ramp (Please refer to Fig.A.2.1). c. Accessible ramps shall have signage using the international symbol of access (Please refer to Figure A.2.2) to help people with disabilities locate it. Signage shall be mounted at a height of between 1.50 Meters on center from the finish floor if mounted on walls, and not less than 2.00 meters from the bottom to the finish floor if pole mounted or if it protrudes across a walkway. d. Accessible ramps shall have a level area of not less than 1.80 Meters at the start and end of the ramp. e. Accessible ramps shall have a minimum clear width of 1.20 Meters. f. Accessible ramps shall be provided with handrails on both sides of the ramp at a height of 700MM and 900MM from the ramp level.(Please refer to Fig.A.2.1)

g. The maximum span of accessible ramps is 6.00 Meters. Ramps that are longer than 6.00 Meters shall have 1.50 Meter long landings for every 6.00 Meter length of ramp. (Please see Fig.A.2.3)

2.2 Provide one accessible toilet cubicle each for the Men’s Toilet and Women’s Toilet in the ground floor as shown in Fig. A.2.3; Fig. A.2.4; Fig.A.2.5; and Fig.A.2.6. A common single passenger accessible toilet is also acceptable. Accessible toilets shall comply with the following requirements of BP344 in accordance with item 8, Section C of Appendix A of BP344:

a. Accessible public washrooms and toilets shall permit easy passage of a wheelchair and allow the occupant to enter a stall, close the door and transfer to the water closet from either a frontal or lateral position; b. Accessible water closet stalls shall have a minimum area of 1.70 x 1.80M. One movable grab bar and one fixed to the adjacent wall shall be installed at the accessible water closet stall for lateral mounting; fixed grab bars on both sides of the wall shall be installed for stalls for frontal mounting (Please refer to Fig.A.2.3; Fig.A.2.4; Fig.A.2.5; and Fig.A.2.6). c. A turning space of 2.25 Sq.M. with a minimum dimension of 1.50 Meters for wheelchairs shall be provided outside water closet stalls; d. The minimum number of accessible water closets on each floor level or on that part of a floor level accessible to the disabled [persons with disabilities] shall be one (1) where the total number of water closets per sex on that level is 20; and two (2) where the number of water closets exceed 20; e. The maximum [seat] height of water closets should be 0.45 M; flush control should have a maximum height of 1.20 Meters; f. Maximum height of [the top of] lavatories should be 0.80 M with a knee recess of 0.60 - 0.70 M vertical clearance and a 0.50 M depth;

2.3 The current version of BP344 and the proposed amendments to the Implementing Rules and Regulations of BP344 does not require individual toilets for executive’s offices to be made accessible if there is an accessible toilet in the vicinity. It would however be inconvenient and awkward for a future Dean, faculty, or admin staff with disabilities of the UP School of Health Sciences in Palo, Leyte would not to be able to use the toilet provided for in the Dean’s office, admin, and faculty offices and would have to use a common accessible toilet. It would also be discriminatory against potential faculty members and candidates for Dean with disabilities if this were so. a. Make the Dean’s toilet and bath accessible to persons with disabilities in accordance with items a. to f. in preceding section 2.2 and as shown in Fig. A.2.3; Fig.A.2.4; Fig.A.2.5; Fig.A.2.6; and Fig.A.2.7. b. Make the Admin toilet accessible to persons with disabilities in accordance with items a. to f. in preceding item 2.2 and as shown in Fig. A.2.3; Fig. A.2.4; Fig.A.2.5; Fig.A.2.6; c.

Use lever type faucets, lever type flush valves for urinals and waterclosets, and lever type shower valves.

d. Make the doors to the Dean’s toilet & bath and Admin toilet swing out coming from inside the toilets/bath.

B. Proposed Second Floor Plan 1. Findings 1.1 The second floor is not accessible to persons with disabilities. There are functions and spaces like the faculty room, conference room, learning resource center, and MDL room that are located on the second floor. 1.2 There is no accessible toilet cubicle in both the male and female toilets. 1.3 The layout of the toilet for the Faculty Office is not accessible. 1.4 The layout of the toilet at the Conference Room is not accessible. 2. Recommendations 2.1 Provide an accessible ramp or a platform lift to make the second floor accessible to persons with disabilities in accordance with items a. to .g in the recommendations 2.1 for the ground floor and as shown in Fig.A.2.1, Fig.A.2.2, and Fig.A.2.3. a. The cost of a platform lift is only about 25% to 35% of the total cost of a full elevator but would require periodic maintenance provided by the supplier and would be dependent on electrical power. b. An accessible ramp would require six (6) - 6.00 Meter spans and six (6) 1.50M landings but would require minimal maintenance compared to a platform lift and would be functional even without electrical power. Furniture and office equipment can also be easily rolled up using a trolley. 2.2 Provide one accessible toilet cubicle each for the Men’s Toilet and Women’s Toilet in the ground floor as shown in Fig. A.2.3; Fig. A.2.4; Fig.A.2.5; and
