I.

INTRODUCTION In January 1983, the United Nations declared 1983 to 1992 the International Decade of Disabled Persons. Less than two months after this declaration, Batas Pambansa Bilang 344 (BP344), otherwise known as An Act to Enhance the Mobility of Disabled Persons [Persons with Disabilities] by Requiring Certain Buildings, Institutions, Establishments, and Public Utilities to Install Facilities and Other Devices, or the accessibility Law was passed into law on February 25, 1983. The Implementing Rules and Regulations of BP 344 were amended in 1994 and is the current version in use and being implemented by all Local Government Units, the DPWH, the DOTC, and all other concerned government agencies. The contents of this Plan Review Report for Compliance with Batas Pambansa Bilang 344 (BP344) or the Accessibility Law were based primarily on the current version of BP344 or the Accessibility Law and the Draft Amendments to the Implementing Rules and Regulations (IRR) of BP344. Reference to the Draft Amendments of BP344 were made to cover provisions not yet incorporated in the current version of BP344 like walk-in or accessible showers and enhancements to grab bar configurations that need updating or in the current version of BP344. Recommendations that are based on the Draft BP 344 IRR Amendments are noted in this Plan Review Report.

II. FINDINGS AND RECOMMENDATIONS A. GROUND FLOOR PLAN 1. Toilet for Persons with Disabilities (Female and Male) 1.1 Findings a. No reference is made on the distance of the watercloset from the adjacent wall. b. The mounting height of the grab bar is 825MM measured from the toilet finish floor line to the centerline of the grab bar. c.

The diameter of the grab bars are not specified in the drawings.

d. No reference is made on the height of the toilet seat. 1.2 Recommendations a. Specify the distance of the watercloset to be 450MM measured from the centerline of the watercloset to the face of the adjacent wall as shown in Fig.A.1.1. b. The grab bars should be installed at a minimum height of 750MM and a maximum height of 800MM measured from the finish floor line to the top of the grab bar. c.

Specify the diameter of the grab bars to be 45MM.

d. Specify a water closet with a toilet seat height of 450MM measured from the finish floor to the top of the flip-up toilet seat. e. Provide insulation on the water supply and drain pipes in the wall-hung lavatory if there is a hot water line. f.

See Fig.A.1.2, Fig.A.1.3, Fig.A.1.4, Fig.A.1.5 for an alternative layout and details of enhanced grab bar configurations as incorporated in the 2013 Draft Amendments to BP 344 prepared by a Technical Working Group composed of the United Architects of the Philippines, the DPWH Bureau of Design, and the National Council on Disability Affairs.

There are no accessible shower stalls. b. There is no accessible urinal in the Male Toilet & Bath. 2.2 Recommendations a. Provide at least one (1) accessible shower (roll-in shower) each in both the Female and Male Toilet and Bath Rooms with dimensions and details as shown in Fig.A.2.1. If it is possible, sacrifice one toilet compartment to still have one (1) roll-in shower and two (2) regular shower compartments. b. Item 6.16 under the section on “Toilets and Baths” in the Draft BP344 IRR Amendments on page 37 states that: “A roll-in shower compartment for wheelchair user[s] shall have a dimension of 1500 mm by 1500 mm and should have L-shaped [grab] bars. Rising butt hinge should be spiral hinge to close independently. Curbs [(thresholds)] for roll-in shower[s] should not be more than 10mm high and beveled at [a] gradient of 1:2 and have color contrasts.” c.

Provide one (1) accessible urinal in the Male Toilet & Bath as shown in Fig.A.2.2 and Fig.A.2.3.

Wheelchair viewing areas shall adjoin accessible circulation. Each wheelchair viewing position shall be clear, firm and level. Minimum footprint for a single wheelchair seating space (front or rear entry) shall be 900 mm x 1.2 m. It recommended that assistive listening devices be provided. Accessible seating shall be provided with handrails 750 mm high at the front and sides.”

B. SECOND FLOOR PLAN 1. Office/Classrooms 1.1 Findings a. The Office/Classroom spaces are not accessible to persons with disabilities.. 1.2 Recommendations a. Option 1

:

Install a lift to make the classrooms on the second floor accessible.

b. Option 2

:

Provide at least one (1) classroom at the ground floor intended for P.E. for classes with students with disabilities.

2. Toilets & Baths (Female & Male) 2.1 Findings a. There are no accessible toilet compartments or shower compartments in both the male and female toilets & baths. 2.2 Recommendations a. If no classrooms are to be provided at the ground floor access must be provided to the classrooms at the second floor to make these accessible to persons with disabilities. If all P.E. classes are to be held at the second floor provide the following in both the female and male toilets and bath: 1) One (1) accessible toilet as shown in Fig.A.1.1, Fig.A.1.2, Fig.A.1.3, Fig.A.1.4, Fig.A.1.5, 2) Convert the shower into an accessible roll-in shower as shown in Fig.A.2.1. 3) Make the urinal in the male toilet and bath accessible as shown in Fig.A.2.2 and Fig.A.2.3. 3. Doors in General 3.1 Specify doors with a minimum sash width of 850MM (minimum) or 950MM (preferred) to achieve a minimum clear door opening of 800MM (minimum) or 900MM (preferred) respectively. 3.2 Use lever type locksets.
