I.
INTRODUCTION In January 1983, the United Nations declared 1983 to 1992 the International Decade of Disabled Persons [Persons with Disabilities]. Less than two months after this declaration, Batas Pambansa Bilang 344 (BP344), otherwise known as An Act to Enhance the Mobility of Disabled Persons [Persons with Disabilities] by Requiring Certain Buildings, Institutions, Establishments, and Public Utilities to Install Facilities and Other Devices, or the accessibility Law was passed into law on February 25, 1983. The Implementing Rules and Regulations of BP 344 were amended in 1994 and is the current version in use and being implemented by all Local Government Units, the DPWH, the DOTC, and all other concerned government agencies. The contents of this Plan Review Report for Compliance with Batas Pambansa Bilang 344 (BP344) or the Accessibility Law were based primarily on the current version of BP344 and the Draft Amendments to the Implementing Rules and Regulations (IRR) of BP344. Reference to the Draft Amendments of BP344 were made to cover provisions not yet incorporated in the current version of BP344 like walk-in or accessible showers, areas of refuge and enhancements to grab bar configurations that need updating or in the current version of BP344. Recommendations that are based on the Draft BP 344 IRR Amendments are noted in this Plan Review Report.
II. FINDINGS AND RECOMMENDATIONS A. (Sheet A-2) Ground Floor Plan 1. Findings 1.1 There is no accessible ramp. 1.2 The door (D-1) to the Temporary Classroom is only 800MM wide and is not BP344 compliant. 1.3 The toilet for persons with disabilities is labeled “DIS.” to mean disabled. 2. Recommendations 2.1 If the Finish Ground Floor Line is 600MM higher than the Natural/Finish Grade Line provide a 7.20M long accessible ramp based on a slope of 1:12. The ramp should have a 1.50M long landing after 6.00 meters of ramp run or at mid-height. Locate the accessible ramp preferably along Grid Line 4, between Grid Lines D to F. 2.2 Provide a door with a sash width of 950MM to allow convenient entry for persons with disabilities especially those who use wheelchairs. 2.3 Provide grab bars with configuration as shown in Fig.A.2.1; Fig.A.2.2; Fig.A.2.3; andFig.A.2.4 in the toilet for persons with disabilities. 2.4 Refer to the toilet for persons with disabilities as “Accessible Toilets”. The images below show what the term “Disabled Toilet” would imply.

B. (Sheet A-3) Second Floor Plan 1. Findings 1.1 The toilet for persons with disabilities is labeled “DIS.” to mean disabled. 2. Recommendations 1.1 Provide grab bars with configuration as shown in Fig.A.2.1; Fig.A.2.2; Fig.A.2.3; andFig.A.2.4 in the toilet for persons with disabilities. 1.2 Refer to the toilet for persons with disabilities as an “Accessible Toilet” or Toilet for Persons with Disabilities. C. (Sheet A-4) Third Floor Plan 1. Findings 1.1 There are no wheelchair parking slots indicated in the prefabricated metal bleachers. 1.2 There are no accessible toilets or showers. 2. Recommendations 2.1 Provide wheelchair parking in accordance with BP344’s guidelines below and as illustrated in Fig.C.2.1: “In all assembly places where seating accommodation is provided, there shall be spaces for the disabled persons [persons with disabilities] as provided. 2.2 UP Manila is also home to the UP College of Allied Medical Professions (UP CAMP). Accessibility and inclusion for persons with disabilities is one of their advocacies through the efforts of Dr. Susan Villegas. UP CAMP also collaborates regularly with the National Council for Disability Affairs in the conduct of seminars and trainings for the welfare of persons with disabilities. It would be a wasted opportunity not to provide at least one accessible toilet cubicle and one accessible shower cubicle with the provisions for an elevator

in the future in the Proposed Sports & Wellness Center. The Proposed Sports and Wellness Center can host sporting events for persons with disabilities in the future. Should UP Manila consider such potentials the following are recommendations to make the sports facilities accessible to persons with disabilities: a. Provide one (1) accessible toilet cubicle for the male and female dressing/shower rooms. b. Provide one (1) accessible shower cubicle for the male and female dressing/shower rooms as illustrated in Fig.C.2.1. c.

(Sheet A-10) Details of Toilets 1. Findings 1.1 The watercloset for the toilet for persons with disabilities seems to be located farther than the required distance of 450MM, measured from the centerline of the watercloset to the face of the adjacent wall. 1.2 The mounting height of the grab bars for the toilet for persons with disabilities is shown to be installed at a height of 850MM measured from the finish floor to the centerline of the grab bar. 1.3 The wall mounted lavatory in the toilet for persons with disabilities is shown installed at a height of 750MM measured from the finish floor to the top of the lavatory. 1.4 The lavatory does not use a lever type faucet.

2. Recommendations 2.1 Install the watercloset for the toilet for persons with disabilities at a distance of 450MM from the centerline of the watercloset to the face of the adjacent wall as shown in Fig.A.2.3. 2.2 Install the wall-mounted grab bar at a height of 300MM measured from the top of the toilet seat to the top of the grab bar as shown in Fig.A.2.4. 2.3 Install waterclosets to achieve a toilet seat height of 450MM measured from the finish floor to the top of the toilet seat cover as shown in Fig.A.2.4. 2.4 The lavatory should have a minimum clear legroom space of 600MM underneath. If this cannot be achieved the lavatory can be installed at a maximum height of 800MM measured from the finish floor to the top of the lavatory. 2.5 Use lever type faucets, flush valves, and shower valves. 2.6 Provide one (1) accessible urinal in the Men’s Shower/Dressing Room as shown in Fig.D.2.1 and Fig.D.2.2. Use lever type flush valve

E. Specifications for Future Elevator Recommendations 1. Provide handrails on both sides and rear of the elevator car mounted at a height of 900MM measured from the elevator finish floor to the top of the handrails. 2. Elevator doors should have a minimum clear opening width of 900MM. 3. Elevator call buttons and control buttons shall be tactile and shall have Braille installed at the left of the control buttons. 4. The minimum dimensions of an accessible elevator are 1.40M deep X 1.20M wide. 5. The topmost button on the elevator control panel shall be no higher than 1.20M from the elevator finish floor.
