I.
INTRODUCTION In January 1983, the United Nations declared 1983 to 1992 the International Decade of Disabled Persons [Persons with Disabilities]. Less than two months after this declaration, Batas Pambansa Bilang 344 (BP344), otherwise known as An Act to Enhance the Mobility of Disabled Persons [Persons with Disabilities] by Requiring Certain Buildings, Institutions, Establishments, and Public Utilities to Install Facilities and Other Devices, or the accessibility Law was passed into law on February 25, 1983. The Implementing Rules and Regulations of BP 344 were amended in 1994 and is the current version in use and being implemented by all Local Government Units, the DPWH, the DOTC, and all other concerned government agencies. The contents of this Plan Review Report for Compliance with Batas Pambansa Bilang 344 (BP344) or the Accessibility Law were based primarily on the current version of BP344 and the Draft Amendments to the Implementing Rules and Regulations (IRR) of BP344. Reference to the Draft Amendments of BP344 were made to cover provisions not yet incorporated in the current version of BP344 like walk-in or accessible showers, areas of refuge and enhancements to grab bar configurations that need updating or in the current version of BP344. Recommendations that are based on the Draft BP 344 IRR Amendments are noted in this Plan Review Report.
II. FINDINGS AND RECOMMENDATIONS A. Proposed Ground Floor Plan 1. Findings 1.1 Given the finish ground floor elevation of 450MM and assuming that elevation 0.00M is at the start of the ramp at the Portico, the length of the ramp is not sufficient to have a slope of 1:12. The slope of the ramp at the moment seems to be in the vicinity of 1:6 which does not comply with Batas Pambansa Bilang 344 (BP344) or the Accessibility Law. 1.2 The sizes of T & B 2 are not BP344 compliant. 1.3 T & B 1 is not BP344 compliant. The watercloset is located too far from the adjacent wall. Door D-4 is only 700MM wide. 2. Recommendations 2.1 Provide a 5.40M long accessible ramp at the Portico. 2.2 The ground floor is the most ideal location for accessible dormitory rooms. Provide an accessible toilet and accessible shower at the bedrooms in the ground floor as shown in Fig. A.2.1; Fig. A.2.2; A.2.3; and A.2.4 2.3 Provide an accessible shower cubicle/compartment as shown in Fig.A.2.5 2.4 Make door sashes (D-4) for both accessible toilet and accessible shower 950mm wide to have a minimum clear door opening of 900MM. Make these doors swing out or sliding type and maintain a minimum clear door opening of 900MM. 2.5 Make door D-5 located along Grid Line 2, 950MM wide to achieve a minimum clear door opening of 900MM. 2.6 Modify toilets labeled T & B 1 with dimensions and details as shown in Fig. A.2.1; Fig. A.2.2; A.2.3; and A.2.4 2.7 Provide clearances in the occupancy plan for bedrooms as shown in Fig.A.2.6 for ease of mobility for persons with disabilities especially persons who use wheelchairs.

2.8 Use lever type faucets, lever type shower valves, and lever type flush valve handles for waterclosets.
B. Accessible Bedrooms Recommendations: 1. Provide Horn strobe type fire alarm with additional vibrating alert mechanism that can be mounted on the bed for persons with hearing impairment. 2. Provide door peephole 1000mm high from floor. rd
C. Proposed Typical 2nd (to 3 ) Floor Plan 1. Findings 1.1 There are no accessible rooms. 2. Recommendations 2.1 If bedrooms at ground floor are not intended for students and accessible bedrooms are to be provided on these floors: a. Provide an accessible toilet and accessible shower at the bedrooms in the ground floor as shown in Fig. A.2.1; Fig. A.2.2; A.2.3; and A.2.4 b. Provide an access toilet and accessible shower at the bedrooms in the ground floor as shown in Fig. A.2.1; Fig. A.2.2; A.2.3; and A.2.4 c.

d. Make door sashes (D-4) for both accessible toilet and accessible shower 950mm wide to have a minimum clear door opening of 900MM. Make the use of lever-type locksets explicit. 2. Provide door peephole 1000mm high from floor for doors of accessible bedrooms.
E. Elevators Recommendations 1. Provide handrails mounted at a height of 900MM from the elevator finish floor. 2. Elevator doors should have a minimum clear opening of 900MM. 3. Elevator call buttons and control buttons shall be tactile and shall have Braille installed at the left of the control buttons. 4. The minimum dimensions of an accessible elevator are 1.40M deep X 1.20M wide. 5. The topmost button on the elevator control panel shall be no higher than 1.20M from the elevator finish floor.

F. Total Number of Accessible Dormitory Rooms/Bedrooms 1. Findings 1.1 The total number of bedrooms/dormitory rooms is 42 based on the plans provided. There is no accessible bedroom. 2. Recommendations 2.1 The current version of BP344 requires one (1) accessible dormitory room for every 50 to 150 rooms. In the proposed amendments to the IRR of BP 344 this provision has been upgraded. Based on the updated provisions provide at least two (2) accessible rooms preferably on the ground floor. 2.2 If the 7th and 8th floors are to be converted into more dormitory rooms in the future to say a total of 58 rooms provide a minimum of four (4) accessible rooms preferably rooms located on the ground floor and second floor. All accessible rooms shall be provided with accessible toilets and accessible showers as recommended in the Proposed Ground Floor.
G. Stairs 1. Findings 1.1 The stairs have protruding nosings. 1.2 The clear space between wall-mounted handrails and the adjacent walls is 38mm. 2. Recommendations 2.1 Use slanted nosings. 2.2 Provide a minimum clear space of 50MM between the wall-mounted handrails and the adjacent wall.
H. Front Elevation 1. Findings 1.1 The ramp is steeper than the 1:12 slope required by BP344 1.2 The handrails for the ramp do not comply with BP344. 2. Recommendations 2.1 Provide an accessible ramp with a slope of 1:12 2.2 Provide two (2) handrails on both sides of the accessible ramp at a height of 900MM and 700MM in accordance with BP344.

Others Recommendations: 1. Please verify if Fire Code Requirements will require Smoke Proof Fire Exit Stairs. 2. If required provide Area of Refuge in protected Fire Exit Stairs on floors where accessible bedrooms (or floors) for persons with disabilities are located as shown in Fig.H.1 3. Use horn-strobe type fire alarms.
