This Administrative Regulation is designed to meet the intent of Board Policy 4315.1 and Section 35160.5 (a) of the Education Code regarding the certification of administrators as teacher evaluators. The following administrative positions are considered those that are to be certified in the evaluation of certificated employees: Superintendent, Associate Superintendent, Assistant Superintendents, Principals and Directors. A.

Annually, the Superintendent or his/her designee shall: 1.
Identify the specific administrators assigned to evaluate teachers.
2.
Orient, as necessary, the assigned evaluators regarding the adopted competencies for the evaluation of certificated employees.
3.
Include evaluation and/or supervision responsibilities in each administrator's annual position description as appropriate.
4.
Provide a professional development program that will support the administrators' needed competencies for supervision and evaluation.
5.
Include the training needs of administrators in their position description standards and certification forms, as appropriate.
6.
Submit a list of evaluators and supervisors meeting the qualifications to the Board of Trustees for certification.
All evaluators and supervisors certified as competent in the evaluation and/or supervision of teachers will: 1.
Possess a valid California Administrative or Supervisory Credential.
2.
Demonstrate knowledge of the Whittier Union High School District curriculum priorities and policies, including content, implementation, evaluation and standards of pupil progress.
3.
Demonstrate knowledge of the criteria for teacher evaluation listed in Board Policy BP 4115, including instructional methodologies, techniques, strategies and the California Standards for the Teaching Profession.

Demonstrate skills in the supervision of instruction, including classroom observation, recording, conferring, and staff development.

Demonstrate the knowledge and skills necessary to conduct the evaluation of teachers including: a.
Knowledge of the District policies and procedures for the supervision and evaluation of teachers.

Skills to document teacher performance and write evaluations that meet legal guidelines.
The process for continued in service training for evaluators and supervisors to meet the criteria outlined in Section B is as follows: 1.

Attend training in (1) instructional methods included in the criteria for teacher evaluation (Board Policy 4315.1), (2) supervision and evaluation methods included in the process of supervision and evaluation (Administrative Regulation 4115), and curriculum elements. (The training may be modified according to past training of the administrator.)
Administrators who have completed Step I will: a.
Attend workshops regarding (1) curriculum elements, (2) supervision and evaluation procedures, and (3) instructional methods.
b.
Meet the in service training responsibilities specified in the administrator's position description standards and certification forms.
Using the criteria and process stated in Sections B and C, the Superintendent and/or his or her designee will annually assess the level of competency of each evaluator and supervisor, and together with the evaluator involved will mutually develop appropriate position description standards as called for by the results of the assessment.
