1. INTRODUCTION The objective of the National Contact Points (NCPs) BioHorizon project - Cooperation between NCPs for Horizon 2020 Societal Challenge 2 on “Food security, Sustainable Agriculture, Marine and Maritime Research and the Bioeconomy” and the Key Enabling Technology - is to provide information and services to all Bio and KET-B NCPs in Europe and beyond. This means that the Bio + KET-B NCPs, that are not beneficiaries of the project, received the status of associated member. All associated NCPs will be invited to join events, trainings, workshops and will be provided with comprehensive information on both: SC2 “Food security, Sustainable Agriculture, Marine and Maritime Research and the Bioeconomy” and the Biotech Key Enabling Technology. As the consortium of the project is relatively small (16 beneficiaries), the number of targeted Bio + KET-B NCPs that are not part of the consortium is considerably higher. In order to facilitate good cooperation, all associated Bio + KET-B NCPs have the option to benefit of BioHorizon services and activities according to the present guideline. The ‘GUIDELINE FOR NCPs’ contains: (i) the precise rules for participating in the network, including cost reimbursement and (ii) list of benefits, rights and obligations of the Bio + KET-B NCPs that would like to be involved in the BioHorizon services.

The present guideline applies to the following services offered by BioHorizon project:

BIOECONOMY STAKEHOLDER WORKSHOPS (4 EVENTS, 1 PER YEAR) INTERACTIVE TRAININGS SESSIONS (4 EVENTS, 1 PER YEAR) STAFF EXCHANGE PROGRAMME

Specific conditions for ICPC and international NCPs are enclosed in the document.

2. THE PROJECT AND ITS OBJECTIVES 2.1 OBJECTIVES The BioHorizon project aims at improving and professionalizing the NCP service, thus achieving a more consistent level of NCP support services across Europe with the overarching goal to better support applicants and raise the average quality of proposals submitted to the SC2 and KET-B calls of the Horizon 2020 programme. BioHorizon objective is to respond to the new challenges that the “Food security, sustainable agriculture and forestry, marine and maritime and inland water research and the bioeconomy” and the Key Enabling Technology (KET) “Biotechnology” (KET-B) NCPs face in Horizon 2020, such as the multidisciplinary thematic scope of the Societal Challenge 2 and KET-B, and the enlarged mandate of the Bio-NCPs. With these objectives in mind, the main target group of this project is the SC2 and KET-B National Contact Points, followed by the applicant community and the newcomers.

2.2 ACTIVITIES TARGETING THE B io-NCP COMMUNITY The very first exercise that is taking place is based on the evaluation, benchmarking for capacity building of Bio-NCPs by means of a questionnaire. The purpose of this is to identify your level of knowledge, type of organization you come from, your needs for additional knowledge, your expectations from the project and relevantly also your best practices in specific areas. You will be receiving the questionnaire shortly and your participation is highly appreciated as it will give us a baseline. On the next steps a set of support materials, tools, templates and best practices will be made available on the project website:

a. Comprehensive programme of training courses BioHorizon will offer 4 on-site two days trainings and 8 virtual trainings (‘Webinars’) dedicated to SC2 and KET-B specific issues. You will be able to select your preferred training topics following a list that will be proposed to you in the coming weeks. b. Staff Exchanges Selected SC2 NCP offices will host small groups of NCP visitors max. 4-6 in one staff exchange, with a duration of 2 working days. This programme offers less experienced NCPs the opportunity to travel and learn on-site how other offices work in delivering NCP services to their clients, thus stimulating a mutual learning process and knowledge transfer. BioHorizon will offer a participation of 60 NCPs from MS and AC in these mentoring visits. Thus, about 12 mentoring visits should be organized throughout the project lifetime. c. E-mentoring programme for less experienced Bio-NCPs, ICPCs and international NCPs The objective is of improving the connection with ICPCs and international NCPs through on-line tools in order to optimize the networking activities with them. This personalized approach is based on selecting mentors according to their expertise. A list of selected NCPs will be available on the internal exchange platform for all Bio-NCPs. In parallel, these experienced NCPs will assess the results of an on-line matrix developed by BioHorizon which serves to identify the training needs of the non-experienced NCPs as well as ICPCs and international NCPs and offer them the opportunity of exchanging experience in selected issues. Thus, non-experienced Bio-NCPs, ICPCs and 4

international NCPs will have the possibility to select specific issues and to be supported by mentors with suitable expertise from BioHorizon. E-mentors facilitate the exchange of information and knowledge by transferring expertise without the constraints of time, or space. E-mentoring activities will be implemented during the whole duration of the project. d. Bio-NCP best practices prize Bio-NCPs best practice guidelines will be elaborated, especially for horizontal and multidisciplinary areas in bioeconomy and KET-B. A special section will be dedicated to newcomers operating in under-performing regions of Europe. A competition awarding NCP(s) for implementing the best practices recommended in the guidelines will be organized. For this competition a prize and award ceremony is planned. e. Bioeconomy stakeholders workshops Four bioeconomy stakeholder workshops will be organized, aiming to exchange research and innovation needs between Bio-NCPs and experts of SC2 initiatives (such as BBI, JTIs, ERA-Nets, CAP, Structural funds and SCAR) to support the strategic development of the SC2 and deepen the knowledge on these issues for the Bio-NCPs. These workshops will be organized coinciding with other relevant European events on Bioeconomy (e.g. Presidency events) in order to maximize the effectiveness of the travels. The aim is to gather stakeholders from the public administration, industry, academia and public interest groups to have a constructive discussion on specific issues in line with the political agenda of the European Commission. Through these means the Bio-NCPs will get a better insight into discussions on the horizontal and multidisciplinary aspects of SC2 and KETB. All materials produced by the project will be accessible through the project website.

2.3 ACTIVITIES TARGETING THE CLIENTS Joint brokerage events in Brussels, back to back to the EC Open Info Day on SC2: 3 events will be organized in the project lifetime with the objective of bringing together potential project coordinators and partners. Regional cross/border/thematic brokerage events: 2 decentralized, regional events will be organized in EU-13 Member States. Special attention will be focused on promising ideas from the not-so-well represented regions of Europe. Researchers or SME with the most promising project ideas will be invited to present their ideas during the brokerage events and their travel cost will be reimbursed from the project budget. There will be an announcement of the launching of the different activities which will take place during the project duration. All details will be provided as soon as the places and dates are fixed.

3. THE GUIDELINE - RULES AND TEMPLATES FOR PARTICIPATION 3.1 THE GUIDELINE The guideline consists of an explanation on the rules for participation in the BioHorizon network offered to the associated BIO + KET-B NCPs. In particular, the guideline focuses on the access to the BioHorizon intranet, surveys explanation about the possibility of reimbursement of travel costs to trainings/workshops and the opportunity to be a part in mentoring and/or staff exchange activities. The guideline includes also samples of documents (see Annexes), among others: reimbursement template or an invitation letter that is used to invite Bio + KET-B NCPs to the BioHorizon events.

3.2 PRIVILEGES AND OBLIGATIONS The associated Bio-NCPs will have the right to: Access to intranet document exchange platform, Take part in virtual trainings (8 webinars, 2 per year), Be involved in the e-mentoring, Participate in the Interactive Training sessions (4 trainings, 1 per year), Join the Bioeconomy Strakeholder Workshops (4 trainings, 1 per year), Participate in the Staff Exchange Programme, Participate in the Bio-NCP best practices competition, according to the rules defined in the present guideline. They will also have the obligation to: - Contribute in relevant surveys through their know-how as associated Bio + KET-B NCPs (for example: benchmarking exercise), - Send feedback on the different project activities they are involved in or participate to through a feedback procedure (for example complete Staff Exchange Report after the visit ,both for visitors and Host NCPs office), - Actively participate on the project activities offered, - Sign the signature sheet, - Apply for a reimbursement by filling in a special form,

3.3 NCPs GROUPS AND CONDITIONS The activities offered to the associate NCPs can diverge according to the group membership of NCPs as detailed below:  Group 1: NCPs that are partner in BioHorizon project  Group 2: NCPs coming from EU Member states and Associated Countries1  Group 3: NCPs coming from ICPC countries as listed in the document “Guideline on Third country participation in H2020 "2 1

Specific conditions

The reimbursement is foreseen in partners’ project budget for trainings and stakeholders workshops. The Host Institution can be reimbursed for the Staff Exchange. The WP2Leader can

reimburse the BioHorizon partners NCPs for participating in the staff exchange visits. NCPs can attend the Staff exchange but cannot be the host institution for the visits. *ICPC NCPs can apply having the same chances to participate as every EU-NCPs. As additional condition they need to fill a participation form with their expectations before being accepted for the training. Using that approach, we can invite active NCPs that really have interest in participating and learning from the training sessions. The participation is allowed, the reimbursement is not permitted as for H2020 rules for participation.

3.4 REIMBURSEMENT 3.4.1 TRAVEL COSTS 3

One representative per country can apply for reimbursement of his/her travel costs in the cases as specified in the guideline; Be officially appointed as Bio-NCP by the relevant national authorities; Appointment should be published in the participant portal in the NCPs devoted section3; In case of multiple Bio-NCPs in one country agree on one representative for each activities; Be established in a Member State, Associated Country or in ICPC, industrialised, emerging countries; Only travels accepted prior to the event by the Coordinator and the Work package leader will be eligible for reimbursement; The work package holds the budget for the travel costs reimbursment;

Maximum amount refundable for NCPs (please refers to the categories above): 800 € for NCPs included in the Group 2 for the trainings and Groups 1 e 2 for the staff exchanges 1000€ for NCPs included in the Group 3 - The reimbursement is based on the reimbursement procedure attached as annex 3 for trainings and workshops and annex 4 for staff exchange programme, All other NCPs can participate to the activities at their own costs.

3.4.2 STAFF EXCHANGE HOST NCP OFFICE The host NCP office can apply for Staff Exchange cost organization reimbursement in the maximum amount of 250 €.

ANNEX 3: REIMBURSEMENT TEMPLATE FOR TRAININGS AND WORKSHOPS Place, date Mr./Ms. Institution Country Dear [Name Surname], Following the invitation to the [title of the event] that will be held on [date of the event] in [place of the event], APRE , as work package leader of BioHorizon WP3, will afford your flight ticket and travel expenses according the following “reimbursement rules”. All expenses must be anticipated by the NCP organization. APRE will reimburse only the travel and subsistence actual costs of the NCP:  Accommodation (maximum 150 € per night)  meals (maximum 30 € per meal)  flight ticket (economy class)  public transport  taxi (only when public transport is not available or not feasibile)  VISA In order to obtain reimbursement, APRE will need all the original supporting documents for the travel, including flight tickets and boarding cards or train tickets (depending on the means of transportation used), as well as the accommodation invoices, all relevant receipts and the debit note (see below).
