The Track Maintainersperforming the dutiesof Keymen, Patrolmenand Gate Keeperhave been facing severehardshipsdue to non-supplyof modernequipment/special gears.TheseP.Way staff haveto perform their duties,facing extremeweatherconditionsmay be extremehot, cold or torrential rains and ensuresafetyof P.Way tracks and uninterruptedflow of traffic inspiteof risk to their lives. In this connection,NFIR reiteratesagain that the role of Keymen & Patrolmen, who form part of Track Maintainer category for saferunning of trains cannot be underestimatedor ignored. Their duties and responsibilitiesare placedbelow in brief :o o o

Detectionof any unsafecondition in the Track particularlythe rail fracturesand ensureprotection of trains. During summerseason,when temperaturesare high, the Track Maintainer to keenly observefor any sun-kinks to prevent buckling of tracks and avoid unsafeconditions, Checkobstructionsto the movementof trainsin monsoonseason,like falling of boulders,breaches. on the tracksetc.,

The Keymen and Patrolmen performs duties under hard working conditions. ln order to motivate them to work with devotion duly ensuring their own safety,they are required to be provided with :(a) Protective and safety gearsand (b) Quality bagsto carry tools and equipmentfor performingthe assigneddutiesmore efficiently. With the issuanceof instructionsby the Railway Boardvide letterdated03/ 1012017 , grantingDress Allowance,consequentupon acceptanceof recommendationof 7thCPC, the practiceof supplyinguniform itemshasbeenstoppedonZonal Railways andthe relatedallowancesviz Kit maintenanceallowance,Shoe Allowance, Washing Allowance, Uniform Allowance etc have been subsumed into a single Dress Allowance to be paid @ Rs.5000/- per annumto the Track Maintainerswhich may cover costsof Shirts (both Summer& Winter), Trousers,Woolen Jersey,Headgear(other than helmet), mifiens, socks,water bottle and WashingAllowance only. r Sincethe Keymen & Patrolmenhaveto walk on the ballastof P.Way tracksunderextremeweather conditions, they should be provided the special gears to protect themselves from extreme weather conditions. The Track Maintainersare also requiredto walk on ballastwhile handling rails, sleepersetc., in the courseof doing track maintenanceduties.It may also be appreciatedthat these'conditionsarejob specific,for which the necessityof improvisedmodern equipmentshas not been coveredunder "normal uniform" and therefore,these are required to be provided separatelyto the Track Maintainers.
