IT Manager - Help Desk Operations

Manager form of government. The City Council consists of an elected Mayor holding a two-year term and four council members elected at large for four-year overlapping terms. Also directly elected are the City Clerk and City Treasurer. The City Council appoints the City Manager and City Attorney. Oxnard has a current all-funds budget of over $385.9 million, which includes the General Fund of almost $122.6 million. The City currently employs over 1,217 authorized full-time equivalent employees and an additional 600 part-time seasonal and extra-help employees within 15 City departments.

IT Manager - Help Desk Operations (Payroll Title: Public Safety IT Manager)

Minimum Qualifications

Under general direction, the IT Manager - Help Desk Operations is the management classification that is responsible for directing, planning, organizing, and supervising the daily activities of the data processing and network/information technology support staff to support the full range of computer hardware and software functions within the various departments and programs within the City. This classification is distinguished by the performance and overall administrative management of personnel, financial administration, department/division activities, and procedural and policy issues. Essential functions include but are not limited to:             

Plans, coordinates, prioritizes, monitors, schedules, and participates in the work of support staff responsible for City-wide computer hardware and software assistance. Participates in the selection, training and evaluation of support personnel. Establishes and maintains policies for the security and safety of the computer center areas and participates in the development of division policies and procedures. Assists in the preparation and administration of the program budget and monitors the division’s expenditures. Recommends cost effective solutions and alternatives. Participates in organizational, staff, and community group meetings and responds to questions and inquiries from various City departments. Assists in the development, monitoring and attainment of division goals. Establishes and provides excellent customer service. Schedules 24x7 on-call support personnel. Trains & develops staff; conducts performance evaluations; provides training and development; hires and disciplines staff Budget preparation, administration and tracking. Writes proposals, reports, contracts, training materials, presentations and support documentation. Provides enterprise-wide technology systems training, implementation and maintenance.

Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for a IT Manager - Help Desk Operations. A typical way of obtaining the required qualifications is to possess the equivalent of: Education: A Bachelor’s degree in Computer Science, or a related field; AND, Experience: Five years of increasingly responsible experience in managing a Help Desk Operations technology system including the supervision of a support team in a large geographically distributed organization. Other Requirements:  A valid California Class C driver license. 

The successful candidate will be required to undergo a thorough background investigation which will include a polygraph.

Desirable:  Budget preparation, administration and tracking experience

Compensation and Benefits The salary range for the IT Manager - Help Desk Operations is $78,161.64 - $129,280.68 per year. The City offers an attractive mid-management level benefits package which includes: 

Administrative Leave: Management employees are not compensated for overtime worked. However, the department director may authorize up to 40 hours of administrative leave in one year.



Bereavement Leave: Employees may use up to three days of bereavement leave upon the death of an immediate family member.

Health and dental: The City contributes $230.83 per pay period toward medical and dental insurance premiums. Unused premium monies are paid to the employee.



Holidays: The City observes 10 holidays per year.



Life Insurance: City employees receive Basic Life Coverage ($5,000) + AD&D ($10,000) + 1 times annual salary 100% paid by the City. Employees also have the option to purchase additional insurance.



PERS Retirement Contributions: New CALPERS members, employees hired after 1/1/2013, or those coming from another CALPERS or CALPERS’ reciprocal agency with a break in service exceeding 6 months will be required to pay the 6.75% of their annual earnings toward their retirement. Upon retirement, CalPERS offers a defined benefit plan based on a formula of 2% at age 62 for new members and a formula of 2% at age 55 for “classic” members. The City of Oxnard does not participate in social security; therefore employees do not receive a social security tax deduction in their earnings.



Tuition Reimbursement: Full-time employees are eligible for 75% reimbursement for work related coursework.



Union Affiliation: This position is represented by the Oxnard MidManagers Association, a recognized public employee organization.



Annual Accrual Rates: Leave accrual rates vary between 6.24 – 11.78 hours per pay period based on years of service.
